Debris in the wake of Debby in Canisteo, N.Y.. Ann Farkas walks through her damaged home in Canisteo, New York, after Tropical Storm Debby swept through the area. Debby was downgraded to a tropical depression late Thursday afternoon and was a post-tropical cyclone on Friday, the National Hurricane Center said. There have been at least nine deaths related to Debby, most in vehicle accidents or from fallen trees. Jaqi Kincaid, hit by flooding last month in Lyndon, Vermont, said the previous storm knocked out her garage and well, so they have no water.

This is Street Wars, a weekly series on the battle for space on New York’s streets and sidewalks. It is the first street to greet many travelers as they arrive at Pennsylvania Station or the Port Authority Bus Terminal. It is the backdrop to any night spent at a Broadway show or Madison Square Garden, or just out on the town. More than four years after the coronavirus upended life in New York City, some of the most visible vestiges of the pandemic — outdoor dining structures erected outside thousands of restaurants — are facing a deadline that could see many of them razed. Restaurants that currently offer outdoor dining in sheds on sidewalks or in roadways and wish to continue doing so must apply to the city’s new outdoor dining program by Saturday night and comply with new guidelines, which some owners say will be costly. Business owners who do not apply must take down their existing setups or face fines. As of Friday afternoon, more than 1,900 restaurants had applied to take part in the new program, which is known as Dining Out N.Y.C. The volume of applications represented a significant drop from the number of restaurants that applied to take part in the temporary outdoor dining program that sprang up at the height of the pandemic.

SAG HARBOR, N.Y. — Justin Timberlake appeared virtually at a Friday hearing for his driving while intoxicated case, where the judge announced the pop star's driver's license would be suspended and admonished his lawyer over "irresponsible" comments. The singer, 43, claimed he had just “one martini” before he was pulled over. He pleaded not guilty and his attorney, Edward Burke Jr., said in a statement at the time: “I look forward to vigorously defending Mr. Timberlake on these allegations. But once police spoke to Timberlake, they said, it was clear he was not in shape to drive, according to the complaint, written by Sag Harbor Village Police Officer Michael Arkinson. Josh Shapiro has cancelled a trip to the ritzy New York beach enclave of the Hamptons, as he's being considered to be Vice President Kamala Harris' running mate, according to a person with direct knowledge of the matter. "The Governor's trip was planned several weeks ago and included several fundraisers for his own campaign committee," Shapiro spokesman Manuel Bonder confirmed to NBC News. Shapiro has emerged as a favorite among some Harris advisers in part because he is so popular in the must-win swing state. Harris' campaign has already announced that she and her running mate will launch of a week of barnstorm campaigning on Tuesday in Philadelphia. The location has only fueled speculation that Shapiro could be that running mate.

Senate Republicans on Thursday blocked legislation that would have expanded the child tax credit, a key tax break for millions of families. He said that Senate Republicans have concerns about the policy, but are willing to negotiate a "child tax credit solution that a majority of Republicans can support." If enacted, the bill would have improved access to the child tax credit and retroactively boosted the refundable portion for 2023, which could have triggered refund checks from the IRS. Eligible families could have seen an average tax cut of $680 for 2023 taxes, based on estimates from the Urban-Brookings Tax Policy Center. But expanding the child tax credit is still a "top priority for Democrats," particularly as the 2025 tax cliff approaches, he said.

One, known as the Children and Teens' Online Privacy Protection Act, would ban targeted ads to kids and teens. Social media companies would have to automatically enable the strongest privacy setting for kids. Republican representatives on Monday called on CrowdStrike CEO George Kurtz to testify in front of the House Committee on Homeland Security, days after the company issued a faulty software update that crashed millions of Microsoft Windows devices. The outage caused disruptions across "key functions" of the global economy, including banking, aviation, health care, emergency services and media, the lawmakers said. Kurtz said Friday that the outage was not a cyberattack or security incident, and CrowdStrike deployed a fix that day. Green and Garbarino asked CrowdStrike to set up a hearing with the Subcommittee on Cybersecurity and Infrastructure Protection by Wednesday at the latest. CrowdStrike and Microsoft did not immediately respond to CNBC's request for comment.

But she warned that things could get more chaotic for Democrats if Biden were to make the extraordinary move to end his campaign just weeks before the Democratic convention. In a twist for the left-leaning Ocasio-Cortez, her comments make her among the more forceful pro-Biden voices in the party right now. Many progressives, including Ocasio-Cortez and Sen. Bernie Sanders, I-Vt., are primarily driven by policy goals and know they have Biden's ear. The strategist said part of the reason progressives like Ocasio-Cortez are backing Biden is the "bird in hand phenomenon" — there's a "comfort level" with Biden in the White House. Ocasio-Cortez also cautioned followers that Biden has unique electoral strengths that other Democrats cannot expect to replicate.

When Robert Herbst returned to his hometown about 30 miles north of New York City in 1992, he wanted his children to be immersed in the lush greenery of his childhood. But over the decades, he noticed more trees coming down to make way for bigger houses. Mr. Herbst, a lawyer, and other like-minded residents of Mamaroneck, N.Y., view the vanishing trees as a serious threat in the era of climate change. “We should be protecting trees for our own survival,” said Jacob Levitt, a dermatologist who lives in Mamaroneck. “It’s suicidal not to do it.”But some residents say they should have the right to remove any and all trees on their properties to make way for more sunlight or a home expansion, or simply because they want them gone.
