Yet Mr. Biden has been running for the Democratic nomination all but unopposed—at least until Friday. That’s when Dean Phillips filed paperwork in New Hampshire to challenge Mr. Biden, and give the 54-year-old Minnesota Congressman credit for daring to tell Democratic voters the hard political truth that bigger party names duck.

Asked by CBS News in an interview posted late Thursday if he was running for president, Phillips responded: “I am. I have to.”“I think President Biden has done a spectacular job for our country,” he said. New Hampshire has refused to comply, citing state laws saying its primary must go first, and plans a primary before South Carolina’s. “To do well in the New Hampshire primary, you have to have a message.”There are no primary debates scheduled, according to the DNC.

Dean Phillips of Minnesota is preparing to formally announce a long- shot Democratic primary challenge to President Biden, offering himself as a next-generation alternative to the 80-year-old president, according to people familiar with his plans. The 54-year-old Phillips, after months of encouraging fellow Democrats to challenge Biden, has told people in his home state that he plans to announce his presidential campaign Friday in Concord, N.H., one of the people said. His visit is expected to come hours before the state’s primary ballot deadline.
