The NATO official said they had observed “an unprecedented escalation and spread of Russia’s hybrid warfare” over the past six months, which included “physical sabotage” on the supply line of NATO weapons intended for Ukraine. “It is everything from point of production and origin, to storage, to those who are making decisions, to the actual delivery,” the senior NATO official said. Recent high-profile arrests have revealed the ad-hoc, clumsy nature of how the Kremlin’s intelligence operations have evolved since the start of the war in Ukraine. Russia is big enough to have resources to fight a war against Ukraine and also maintain its security operations against European countries… against us. There are people who take part in the war against Ukraine, and then they are rotated to some other region or area.

UK's Starmer appoints Reeves and Rayner to top ministerial team

Britain's new Prime Minister Keir Starmer began appointing his ministerial team on Friday following a thumping election victory for his Labour Party, naming Rachel Reeves as the country's first female finance minister and Angela Rayner as deputy PM. Starmer appointed David Lammy as Britain's new foreign minister and as John Healey the defence minister, while Yvette Cooper becomes interior minister, known as home secretary, overseeing domestic security and policing. Starmer has pledged to help rebuild Britain and provide political stability after 14 years of Conservative government that has seen five prime ministers and an even higher turnover of other key ministers, including 10 education secretaries. The appointments of his most senior team were widely expected, with ministers being named to the policy briefs they held while serving in opposition. Rayner will also serve as secretary for levelling up, housing and communities.

Obama could advise Starmer on how to deal with TrumpObama's and Starmer's relationship is likely to continue if Starmer wins the election on Thursday. Speaking to Politico's Power Play Podcast in September, Starmer said Obama was the US president that he spoke to "most frequently." Packer said Obama and Starmer's relationship made sense, given the decadeslong ties between the UK's Labour Party and the US Democratic Party. Meanwhile, Donaldson suggested Starmer may seek advice from Obama on dealing with Donald Trump, if the former president is reelected in November.

Keir Starmer is all but certain to become the next prime minister of Britain, after an exit poll projected that his Labour Party would win the general election in a landslide on Thursday. That would mean Mr. Starmer would replace Prime Minister Rishi Sunak, who took office less than two years ago. Mr. Starmer, a 61-year-old former human rights lawyer, has led a remarkable turnaround for the Labour Party, which just a few years ago suffered its worst election defeat since the 1930s. He has pulled the party to the political center while capitalizing on the failings of three Conservative prime ministers. “He’s not going to set hearts racing, but he does look relatively prime-ministerial.”

Paris CNN —French soccer superstar Kylian Mbappé made a dramatic foray into the country’s election campaign this week, but don’t expect the striker to have an influence on the outcome. The far-right National Rally party of anti-immigration leader Marine Le Pen is leading in the polls, and most pundits suspect her populist movement has never come this close to power. Leaders of the French far-right National Rally, Marine Le Pen and Jordan Bardella, attend a rally ahead of the European Parliament elections where the party had huge success earlier this month. In 2006, Marine Le Pen’s father, far-right patriarch Jean-Marie Le Pen, suggested there were too many “players of color” on the national side. While millions will cheer them on at the Euros, they serve as a visible reminder of the country’s changing demographics — an issue which animates voters for the National Rally like no other.

The eventual language issued by the alliance about Ukraine during July’s summit in Washington is critical. Was Global Trade a Mistake?

ONE WEEK TO CHANGE THE WORLD: An Oral History of the 1999 WTO Protests, by DW GibsonHOW THE WORLD RAN OUT OF EVERYTHING: Inside the Global Supply Chain, by Peter S. GoodmanOn a cold November morning in 1999, Harold Linde, a member of the Rainforest Action Network, was trying to hang an enormous sign from a construction crane hundreds of feet in the air over downtown Seattle. Loosely attached to a rope, he rappelled off the crane, lost control and began to plummet. Linde might have died, but thanks to the Ruckus Society, a nonprofit that trains activist groups, he knew to rip off his frictionless fleece gloves, grab onto the rope with his bare hands and wait for his colleagues to help him back up. After some spiritual assistance from “a circle of pagan witches on the ground” who were “sending prayers up,” Linde and his friends succeeded in unfurling a 100-pound banner. It showed two arrows pointing in opposite directions, one labeled “DEMOCRACY” and the other “W.T.O.”This stunt, which kicked off the Battle of Seattle, a protest of the third ministerial meeting of the World Trade Organization, captures the combination of high idealism, drama, detailed organization, radicalism and public relations savvy that defined a movement against the rising tide of globalization in the decades after the Cold War.

A group aligned with President Biden is challenging Robert F. Kennedy Jr.’s New York ballot petition, saying his campaign lied about his New York residency. The group, Clear Choice, says he long ago moved to the West Coast and has virtually no connection to the address listed on his petitions — an address of a longtime friend, where Mr. Kennedy’s independent presidential campaign acknowledges he has never actually lived. The complaint, filed with the state Board of Elections on Thursday afternoon, is one of more than a dozen filed with New York’s board of elections, some of which object to his campaign’s signature-gathering efforts. The group provided a time-stamped copy of the complaint to The New York Times. A Board of Elections spokeswoman, Kathleen McGrath, said a determination of residency would be “outside the ministerial scope” of the board’s review of petitions.

India's markets saw their worst one-day loss in about four years as the electoral performance of Prime Minister Narendra Modi's ruling Bharatiya Janata Party fell short of expectations. The BJP-led National Democratic Alliance (NDA) coalition, however, clinched 294 seats, managing to retain the parliamentary majority, crossing the 272 required to form the government. In the previous general election in 2019, the BJP secured 303 seats, and the NDA won 353 seats. Crude oil futures on Wednesday clung to recent gains as mounting geopolitical tensions and OPEC+ policy lift prices. The West Texas Intermediate contract for May delivery gained 28 cents, or 0.33%, to settle at $85.43 a barrel. Crude futures are at their highest level since late October. Some members of OPEC and allies led by Russia, called OPEC+, are voluntarily cutting 2.2 million barrels per day of production through at least the second quarter. Oil gains as market buffeted by supply worries

Oil wells are seen at an oil facility by the Highway 5 near Bakersfield in California, U.S. on Nov. 27, 2022. Oil prices extended gains on Wednesday as a larger than expected fall in U.S. crude inventories and escalating geopolitical tensions raised investor worries about tighter supplies. U.S. crude oil inventories fell by 2.3 million barrels last week, higher than the 1.5 million barrel drop forecast by analysts in a Reuters poll. Russia, among the top three global oil producers and one of the largest exporters of oil products, has been contending with Ukrainian attacks on oil refineries and has also attacked Ukrainian energy infrastructure. The U.S. dollar also edged down against a basket of currencies on Wednesday, helping support demand for dollar-denominated commodities like oil.

Oil prices fell for a second day on Wednesday after a report that crude stockpiles in the U.S., the world's biggest oil user, surged and on signs major producers are unlikely to change their output policy at a technical meeting next week. Brent crude futures for May dropped 74 cents, or 0.9%, to $85.51 a barrel at 0420 GMT. U.S. crude oil inventories rose by 9.3 million barrels in the week ended March 22, according to market sources citing American Petroleum Institute figures on Tuesday. Earlier this month, OPEC+ members agreed to extend their output cuts of about 2.2 million barrels per day to the end of June.
