House Speaker Mike Johnson is overseeing one of the smallest House majorities in history as Congress confronts upcoming battles over government funding and contentious fights over immigration and impeachment. The razor-thin majority presents an enormous challenge for the speaker, leaving him with almost no room for error as he navigates demands from competing wings of his party. House Majority Leader Steve Scalise’s office has said that he will work remotely until returning to Washington in February as he recovers from a stem cell transplant. House Republicans were nearly evenly divided in the vote, a sign of the deep rift within the conference. The fate of these politically vulnerable members will be key to whether the GOP can hold onto its majority.

Johnson cut a deal with Schumer to back a top-line funding total key to preventing a government shutdown. “A small group of hard-right extremists seem dead set on making a shutdown a reality,” Schumer said Tuesday. “House and Senate negotiators worked hard to reach an agreement on top-line funding levels for the current fiscal year.

Speaker Mike Johnson’s decision to publicly release thousands of hours of Capitol security footage from Jan. 6, 2021, has fueled a renewed effort by Republican lawmakers and far-right activists to rewrite the history of the attack that day and exonerate the pro-Trump rioters who took part. Mr. Johnson’s move last week to make the footage available — something the far right has long demanded — came as he tried to allay the anger of hard-line Republican lawmakers for working with Democrats to keep the government funded. Now, some of the same people who were irate about that decision are using the Jan. 6 video to circulate an array of false claims and conspiracy theories about the largest attack on the Capitol in centuries. Representative Marjorie Taylor Greene, the hard-right Georgia Republican, was among the first lawmakers to post false information about the newly released videos. But the item in the man’s hand in the screen grab she circulated appears, upon closer inspection, to have been a vape pen.

Photo: Mariam Zuhaib/Associated PressWith Mike Johnson as House speaker, Republicans can return to legislating. Chief among their priorities should be tackling the nation’s dire fiscal state. That includes trillion-dollar annual deficits, entitlement programs hurtling toward insolvency, and $33 trillion in national debt. Mr. Johnson says he intends to create a bipartisan commission to study the latter issue. Republicans will soon face a familiar quandary: Reducing deficits will require cutting popular social programs, raising taxes, or both.

This puts more and more stress around the handful of bills that are seen as so important that they must pass, and the annual spending bills fall into this category. The desire to use spending bills to advance partisan goals can ultimately make them more difficult to pass. Among Mike Johnson’s first pledges after his election as speaker was an ambitious schedule for floor consideration of individual spending bills in the House. conference: A vote on one was canceled in part because some Republican members from districts won by President Biden announced they would oppose it over abortion-related language. Consider the partial shutdowns in late 1995 and early 1996, both resulting from broad disagreement between President Bill Clinton and the new House Republican majority on big-picture fiscal questions about taxes and the deficit.

The day Congress went back to fourth grade

The 118th Congress, which took an initial step to punt funding deadlines to the winter, looked more like a fourth grade class on a day that will further erode trust in government ahead of next year’s elections. Across Capitol Hill in the world’s so-called greatest deliberative body, Oklahoma Republican Sen. Markwayne Mullin was spoiling for a prize fight. Senate Republican leader Mitch McConnell, however, suggested that policing the Capitol was beyond even his wily capacity to enforce discipline within his conference. And only in the malfunctioning Congress would a speaker try to prevent one government shutdown by laying the possible path for two others. Israel and Ukraine have nothing to thank Congress forThe most glaring example of Congress’ failure to fulfill its duty on Tuesday came at a pro-Israel demonstration on the National Mall.

Conservatives also say Johnson, who was a rank-and-file member up until this point, hasn’t broken their trust yet. “Kevin was in a very difficult situation when that happened,” Johnson told CNN. But it wasn’t enough to win them over; the House Freedom Caucus took an official position against the plan. “Speaker Johnson must reassert his authority in this fight,” Freedom Caucus Chairman Scott Perry, a Pennsylvania Republican, said ahead of the vote. “I think if you’re going to oust a speaker of the House from your conference, the red line should remain the same for the next speaker,” Greene said.

Floors at the abortion clinic where they worked, they told him, were flecked with dried blood. For many people in Louisiana, the allegations against the Delta Clinic of Baton Rouge were a grim confirmation of what they already suspected. Aided by Mr. Johnson, a local TV news investigation would lead Louisiana’s Republican governor to declare a public health emergency. It was Mr. Johnson’s first triumph in a grinding two-decade battle against the Delta clinic — and against abortion more broadly — that would become one of the animating crusades of his public life. “I think the Delta clinic was the pivot point for Mike,” said Gene Mills, president of Louisiana Family Forum, an influential conservative group.

Speaker Mike Johnson’s proposal to avert a government shutdown at the end of the week ran into increasing opposition on Monday from hard-line Republicans. But with Democratic opposition softening, it appeared the plan could be headed toward bipartisan approval within days. The shifting alliances came as the House planned to take its first action on the bill as early as Tuesday. The move cost Mr. McCarthy his speakership. But Mr. Johnson — who is far more conservative than Mr. McCarthy — was not expected to face similar blowback from Republicans, who are not eager to repeat the dysfunction and paralysis that followed their last speaker’s ouster.

Speaker Mike Johnson enters into his big shutdown test
  + stars: | 2023-11-13 | by ( Lauren Fox | ) edition.cnn.com   time to read: +6 min
Johnson’s spending plan would fund government agencies through spending bills for the military, Veterans Affairs, transportation, housing and urban development and energy and water through mid-January. One of the first major tests for Johnson will be whether he can even pass a procedural vote for the spending bill known as the rule. McCarthy passed the last short-term spending bill under a suspension of the rules, a decision that ultimately cost him his job. Over the course of the last week, House Republicans have struggled just like they did under McCarthy to unify on spending. Congress must avoid a shutdown and pass a CR that facilitates enacting full-year spending bills and emergency assistance as soon as possible.”CNN’s Manu Raju contributed to this report.

McCarthy continually accused Gaetz of only going after him because of a House Ethics Committee probe he’s facing, a charge the GOP hardliner has repeatedly denied. “If the Ethics Committee never does anything to Gaetz, then Gaetz was successful in stopping probably what rightfully should come to him,” McCarthy said. Asked if he were concerned about Johnson’s approach to Gaetz, McCarthy said: “That’s a question for Speaker Johnson. It’s not good for the House,’” McCarthy said of Pelosi. CNN —Whether it was due to a less crowded debate stage or the experienced bench of moderators, the third Republican presidential debate held in Miami on Wednesday night was easily the smoothest debate yet. Usually, his moments of brilliance are –— as Senator Tim Scott would probably understand — sandwich-boarded by acts of self-flagellation. At the first two debates, Mr. DeSantis played the front-runner, attacking his opponents only when he was hit first. This has not been an easy stretch for Mr. DeSantis, in no small part because of the attacks from Mr. Trump on everything from his foreign policy credentials to his height. Mr. DeSantis has staked his bid on his performance in the state’s first-in-the-nation caucuses on Jan. 15. Mr. DeSantis offered a similar criticism of the president while campaigning in New Hampshire in October. Unless Mr. Trump makes a dramatic last-minute appearance on the stage, that seems unlikely to change.

Two days after the Supreme Court overturned Roe v. Wade last year, a little-known congressman named Mike Johnson took the stage at Christian Center Shreveport to celebrate. “This is a day we’ve been waiting on for a half-century,” he told the ebullient congregation, adding that there was no place he would rather be than with them. He beamed as he read portions of Louisiana’s new law punishing abortion providers with a minimum of one year in prison and a fine of at least $10,000. He closed with a prayer that cited scripture and Ronald Reagan. Mr. Johnson’s sudden ascent last month to speaker of the House, second in line to the presidency, was a surprising turn in a career built quietly in courtrooms, as a lawyer representing socially conservative causes, and through the Louisiana Statehouse and the House of Representatives, to which he was elected in 2017.

Here’s what’s not up for debate: Social Security and Medicare are in financial trouble, and the nation’s debt is on an unsustainable trajectory. Spending on Social Security and Medicare is projected to soar as the nation ages, putting more pressure on Congress to address the programs. Advocates’ concernsAdvocates, however, argue that lawmakers can hide behind the debt commission and avoid taking individual blame for agreeing to benefit cuts. “The new speaker has made it clear he’s not a friend to seniors, Social Security or Medicare,” said Max Richtman, CEO of the National Committee to Preserve Social Security and Medicare. “So if you want to keep Social Security solid, you have to do all that stuff and a lot more.”This story has been updated with additional information.

There are two moments from Mike Johnson’s early days as speaker of the House that almost perfectly encapsulate the broken way that so many Republican evangelicals approach politics. House GOP leaders said they plan to hold a vote on the package on Thursday but such is the uncertainty in the party’s chaotic majority that no timetable is ever certain. But House GOP Whip Tom Emmer and House Majority Leader Steve Scalise both said they expect to pass the package later in the day. For years, a vote on aid to Israel might have been one of the least controversial measures to come up in the House all year. But Johnson defended his decision on Thursday to link Israel aid to cuts in IRS funding. But the last few weeks have shown there’s a vast difference between what a GOP speaker wants to do and what he can do.

CNN —The arc of Rep. Mike Johnson’s career encapsulates the shifting priorities of the religious right in the era of Donald Trump. More than half of White evangelicals agreed with that statement as well – the only major religious denomination in which it found majority support. Yet both groups are much more influential inside the GOP coalition, with evangelicals representing nearly one-third of Republican voters and all White Christians about two-thirds. But in Congress, Johnson has also identified more with some of the party’s Trump-era priorities that revolve around demographic change. But each man appears equally committed to a vision of America that elevates the moral and political preferences of conservative White Christians over any other group.

Rushing to meet an urgent spending deadline and facing a revolt from House Republicans, congressional leaders left money for Ukraine out of a short-term bill to keep federal funding flowing. But the ouster days later of Representative Kevin McCarthy, Republican of California, from the speaker’s post and the installation of Mr. Johnson, a right-wing Republican with a history of voting against Ukraine assistance, has shifted the dynamics. Now leaders are facing yet another shutdown deadline on Nov. 17, and congressional Democrats, White House officials and some leading Republicans are scrambling to salvage Ukraine aid. In the days since his election, Mr. Johnson has signaled that he will not seek to block aid to Ukraine altogether, but he has also made it clear that he wants to consider it separately from any assistance for Israel, and put tight restrictions on it. “Our consensus among House Republicans is that we need to bifurcate those issues,” Mr. Johnson said of Ukraine and Israel assistance in an interview on Thursday with Sean Hannity of Fox News.
