Mark Warner, an advocate for the TikTok legislation, said in remarks on the Senate floor in April that the briefings provided critical insight into the risk TikTok poses. US policymakers have described the law at issue as a forced divestiture of TikTok, not an outright app ban. Some US officials have been trying to ban TikTok from the United States since 2020, when former President Donald Trump moved to block the app by executive order. CNN —The Biden administration is preparing a new aid package for Ukraine that is expected to be worth around $1 billion, multiple sources familiar with the matter told CNN, and is set to be approved by President Joe Biden after the Senate passes a new foreign aid funding bill as soon as Tuesday afternoon. In briefings to Congress in recent weeks, administration officials have indicated that the US will likely send Ukraine long-range ATACMS, or Army Tactical Missile Systems, for the first time as part of the new aid package, three of the sources said. Ukrainian officials have been asking the US both in private and in public for the long-range missile to target deeper behind Russian lines. Broadly, Russia has maintained a “significant quantitative advantage” over Ukraine in terms of munitions, manpower and equipment, a NATO official said earlier this month. The military aid will be sourced from the US’ own stockpiles through a funding mechanism known as presidential drawdown authority, or PDA, and will be the first PDA package for Ukraine since March.

NEW YORK (AP) — The Federal Trade Commission is investigating TikTok over its data and security practices, a probe that could lead to a settlement or a lawsuit against the company, according to a person familiar with the matter. In its investigation, the FTC has been looking into whether TikTok violated a portion of federal law that prohibits “unfair and deceptive” business practices by denying that individuals in China had access to U.S. user data, said the person, who is not authorized to discuss the investigation. FTC spokesperson Nicole Drayton and TikTok declined to comment on the investigation, which was first reported by Politico. The agency is nearing the conclusion of its investigation and could settle with TikTok in the coming weeks. Lawmakers and intelligence officials have said they worry the platform could be used by the Chinese government to access U.S. user data or influence Americans through its popular algorithm.

CNN —The US intelligence community assesses Israeli Prime Minister Benjamin Netanyahu’s “viability as a leader” to be “in jeopardy,” according to its annual report on the national security threats facing the United States that was presented to Congress on Monday. The intelligence report notes that the Israeli population broadly supports the destruction of Hamas. It offers an around-the-world unclassified snapshot of how the intelligence community views the panoply of national security threats facing the United States. Beijing, according to the report, has more than tripled its export of goods with potential military use to Russia since Moscow launched its invasion of Ukraine in 2022. CNN —Boeing must produce within 90 days a plan to fix serious quality and safety issues, the Federal Aviation Administration said on Wednesday. The FAA said the Boeing plan must address weaknesses in implementing the company’s Safety Management System, known as SMS, as well as integrating the SMS program with another quality program. The answer explains why Congress is racing to wind down what is known as the employee retention tax credit. Lawmakers aim to use the savings to offset the cost of three business tax breaks and a more generous child tax credit for many low-income families. Households benefitting from the changes in the child tax credit would see an average tax cut of $680 in the first year, according to an estimate from the nonpartisan Tax Policy Center. Under current law, taxpayers have until April 15, 2025, to claim the employee retention credit. But in this case, the employee retention tax credit appears to have few friends left on Capitol Hill.

New York CNN —It would be an understatement to say that it’s been a good year for Nvidia. The California-based chipmaking giant has seen its shares soar about 220% this year, making it the top performing S&P 500 stock in 2023. What’s happening: Just before Thanksgiving, Nvidia crushed doubts that its star was fading by reporting gangbuster third quarter earnings. By Sosnick’s count, Nvidia executives mentioned AI at least 70 times on their most recent earnings call. Historically, Nvidia has had hard falls after missteps — between 2021 and 2022, shares of the stock fell by 66%.
