CNN —The Sovereign Military Order of Malta – also known as the Knights of Malta – isn’t just a religious Catholic order with nearly 1,000 years of history. After World War II, the use of the diplomatic passport took on characteristics of passports used in other countries. Today, there are only around 500 of the diplomatic passports in circulation – making it the rarest passport in the world. robertharding/Alamy Stock Photo“The Order grants passports to members of their government for the duration of their mandate,” de Petri Testaferrata says. The attorney general has tried to strip Arevalo and his Vice President-elect Karin Herrera of legal immunity, suspend his Semilla party and annul the election. "Problems are not over for Arevalo," said Roberto Alejos, former Guatemalan Congressional and political analyst. Giammattei's conservative Vamos party and UNE, the party of former first lady Sandra Torres who Arevalo defeated in the election hold a combined greater power. The government of Arevalo and Herrera will have to carefully balance demands by the United States to stem migration amid record-high remittances that keep the local economy afloat. After winning the presidency, Arevalo said he will expand relations with China, which could imply a change in policy for Guatemala's diplomatic ties with Taiwan, a move that could anger the United States.

Milei, who is pledging economic shock therapy such as shutting the central bank and dollarization, won a second-round runoff vote on Sunday with some 56% to rival Sergio Massa's 44%. Milei now faces the huge challenge of turning around the economy once he takes office on Dec. 10. "It is an economy that is in intensive care," said Miguel Kiguel, a former undersecretary of finance at the Economy Ministry in the 1990s. A central bank poll of analysts forecast 185% inflation by the end of the year. In a bid to tamp down inflation Argentina's central bank has hiked the benchmark interest rate to 133%, which encourages saving in pesos, but hurts access to credit and economic growth.

Suarez returns to Uruguay squad, Cavani out injured

Marcelo Bielsa's 24-man list also included fellow striker Edinson Cavani but he has withdrawn after a muscle injury in Boca Juniors' 1-0 win over Newell's Old Boys on Sunday. Mexican club Leon's Federico Vinas has therefore been drafted in as a late replacement. The 36-year-old Suarez, who played his last game for Uruguay in the 2-0 win over Ghana in December at the World Cup, has made 137 international appearances, scoring 68 goals. The striker could return to the top of the all-time South American World Cup qualifying scoring charts, where he trails Argentina's Lionel Messi by two goals with a total of 31. Another record within reach is the number of games played for Uruguay in World Cup qualifiers, currently held by Diego Godin with 65 appearances, three more than the Gremio forward.

REUTERS/Matias Baglietto/File Photo Acquire Licensing RightsBUENOS AIRES, Nov 10 (Reuters) - Argentina's consumer prices likely rose by less than double digits in October, a Reuters poll showed on Friday, slowing down after hitting a three-decade high in September. The poll, which surveyed 19 analysts, showed consumer prices increasing by 9.9% in the month, slowing from the 12.4% rise in August and 12.7% climb in September, though they warned the slowdown would be temporary. "However, consumer prices are still going up quickly, especially considering the official exchange rate and government controls." The tightly controlled official exchange rate was devalued to 350 pesos per greenback in August, though it currently trades for nearly three times that on the informal parallel market. "The effect of August's peso devaluation was diluted, but it seems more inertia is building now than from before the previous exchange rate shock."

What are the symptoms of bipolar disorder?

Signs of bipolar disorder: ManiaWhen a person with bipolar disorder is “up,” they are often euphoric — intensely happy, excited and full of energy — but unusual irritability can also be part of the swing, according to the Mayo Clinic. Signs of bipolar disorder: Major depressionThe polar opposite of the manic side of bipolar disorder are the periods of depression, often severe or “major” depression that can cause significant problems at work, school, home and in relationships. Different types of bipolar disorderThere are several types of bipolar disorder, which differ by how symptoms present, according to the Mayo Clinic. A long-term study called the Systematic Treatment Enhancement Program for Bipolar Disorder has found that people “taking medications to treat bipolar disorder are more likely to get well faster and stay well if they receive intensive psychotherapy.”Is bipolar disorder genetic? For example, researchers found that bipolar I disorder is genetically similar with schizophrenia, while bipolar II disorder shares more genetic similarity to major depression.

The Cost of Being Disabled in New York City Housing
  + stars: | 2023-10-31 | by ( Claire Perlman | ) www.nytimes.com   time to read: +1 min
Winning, then losing, the housing lotteryFor many disabled New Yorkers, the city’s affordable housing lottery seems like the answer. Under city guidelines, only 5 percent of units are set aside for tenants with mobility disabilities and 2 percent for people with hearing or vision disabilities, and zoning laws don’t allow any crossover. “They don’t understand the gravity of what they’re doing.”Sabrina Bennett, 38, has been applying to the housing lottery for more than a decade, before she became disabled from a spinal cord condition in 2012. She now uses a wheelchair or a walker to get around, and is living with her husband in supportive housing through the city’s shelter system until she can find an accessible apartment she can afford. She’s hoping she finds something through the housing lottery, but she has already been in the shelter system for five years.

PANAMA CITY (AP) — Protesters blocked streets across Panama on Monday, demanding the government rescind a contract to continue copper mining in a biodiverse region. Across Panama City, peaceful protesters handed out fliers, but in some areas on the outskirts of the capital police met protesters with tear gas. The government used social media to highlight the “enormous contribution” the mine — Panama's largest private investment ever — makes to the country's economy. Minera Panama says the mine will employ thousands of Panamanians and that its shipments make 80% of the country's total exports. The new contract, initially slowed by labor disagreements, secures Panama at least $375 million a year from Minera Panama, over 10 times more than the previous deal.

VALENCIA, Spain Oct 20 (Reuters) - European Union member states want to close a free trade deal with India, but only if it grants real access to the Asian country's markets, Spanish Deputy Trade Minister Xiana Mendez said on Friday at an EU meeting chaired by her country. "There is an enormous interest from the member states, but only if there will be an access to the real market, without which the deal would be emptied." The European Union also expects to reach an agreement with the United States on steel trade by the end of the year, said Mendez. The main proposal is to finalise the deal with the United States before the end of the year," she said. MADRID/BRASILIA, Oct 20 (Reuters) - Argentina and Brazil are requesting 12.5 billion euros ($13.2 billion) in financial aid from the European Union in talks to conclude a trade agreement with South America's Mercosur bloc, according to a document seen by Reuters. Three EU and South American diplomats confirmed the Argentine request, which is backed by Brazil, in the rotating presidency of the four-nation Mercosur. A European diplomat involved in the talks told Reuters the 12.5 billion euros number was "floated" but that any support "would not be anything like that figure." The new aid request was made in a Mercosur counterproposal to an EU addendum proposing environmental safeguards. But the financial aid request and reopening of the public procurement chapter could prevent a final deal this year.

In a report published on Thursday, three U.N.-appointed experts said they had found practices in U.S. prisons that amounted to "an affront to human dignity" in visits in April and May. The experts "heard, first hand, unbearable direct testimonies of pregnant women shackled during labour, who due to the chaining, lost their babies", it said. Asked to give details, a U.N. rights spokesperson referred to "several" cases and confirmed they all involved Black women. A third person has been charged in the death of a 1-year-old boy who died after being exposed to fentanyl at a home-based Bronx day care, federal prosecutors said on Monday. The man, Renny Antonio Parra Paredes, was charged in Federal District Court in Manhattan on Monday with conspiracy to distribute narcotics that resulted in the boy’s death, according to a news release from the Southern District of New York. The charges also relate to the poisoning of three other children exposed to fentanyl at the day care, which was run out of an apartment where Mr. Paredes was living, prosecutors said. He remains in custody pending his next court appearance. Grei Mendez, 36, who ran the day care, and Carlisto Acevedo Brito, a 41-year-old man who lived in the apartment, also were charged with murder after the death of Nicholas Feliz Dominici this month.

New York CNN —A third person has been arrested and was charged in federal court Monday in connection with the death of a 1-year-old boy who was exposed to the highly potent drug fentanyl while inside a Bronx day care, according to federal prosecutors. One-year-old Nicholas Dominici died after the suspected fentanyl exposure earlier this month at Divino Niño day care center. Paredes, who was arrested Saturday in an apartment in the Bronx, allegedly conspired to distribute fentanyl, including at the day care center, from at least July of 2023, authorities said. Paredes and his alleged co-conspirators, Grei Mendez and Carlisto Acevedo Brito, stored the drugs at the day care – including a kilo of fentanyl on children’s playmats, according to a criminal complaint. Investigators were able to trace phone calls and text messages from Mendez and Brito that led them to Paredes, according to the complaint.

Nicholas’s father, Otoniel Feliz, has said that he had no idea that a tenant was living there when he sent his son to the center. But Ms. Mendez, who wept during her most recent court appearance, has denied knowing that her licensed and recently inspected home business had become a stash house for a kilo of fentanyl and the accompanying paraphernalia. This was the second time in just a few weeks that a devastating loss proved to be the collateral damage of an informal leasing agreement. Last month, a 43-year-old woman named Zhao Zhao was killed in her apartment in Sunset Park in Brooklyn when a man went after her with a hammer, also injuring her two children, 3 and 5, who face a long recovery as they learn again how to walk. The apartment had three rooms; Ms. Zhao and her children occupied one, a single person lived in a second, and a 9-year-old boy took up the third with his father, who was charged in the killing.

Days after a 1-year-old died and three children exposed to drugs at a Bronx day care site were hospitalized, investigators uncovered a trap door under a play area that was concealing fentanyl, other narcotics and drug paraphernalia. A neighbor had said last week that the owners of the facility had spent months sprucing it up — including laying down new floors. In addition to the kilogram, the police had already recovered two so-called kilo presses used by drug dealers to package large quantities of drugs. As of Thursday afternoon, the medical examiner’s office had not made an official determination of the cause of Nicholas’s death following an autopsy on Saturday. Fentanyl was found in the systems of the three children who were sickened.

CNN —Authorities discovered a trap floor containing drugs, including fentanyl, inside a Bronx day care center where a 1-year-old boy died of a suspected fentanyl overdose last week, the New York Police Department announced Thursday. The NYPD says a large quantity of fentanyl and other narcotics were discovered in a trap floor in the play area of the day care center. One-year-old Nicholas Dominici died after a suspected exposure to fentanyl last week at Divino Niño day care center. “More evidence has been recovered that leads to the conclusion that this was more than just a day care center,” Clark said Thursday. Carlisto Acevedo-Brito lived in a bedroom within the day care facility and is related to Mendez's husband.

NEW YORK (AP) — The owner of a New York City day care center and a tenant living in the building were arrested Saturday after a 1-year-old boy died and three other young children were sickened by what officials described as apparent exposure to opioids. The arrests came one day after authorities discovered four young children – ranging in age from 8 months to 2 years old – showing signs of suspected opioid overdose after spending time at the Bronx day care center, Divino Niño. Police say they found a kilo press — a device used to package large quantities of drugs — after executing a search warrant on the day care center, a home-based operation that opened in the Kingsbridge section of the Bronx earlier this year. Nicholas’ parents, Zoila Dominici and Otoniel Feliz, said their young child had started attending the center only a week ago. Authorities have not indicated how they believe the children came in contact with the drug.

Inditex shares have risen around 64% over the past 12 months as the world's biggest clothing retailer successfully passed cost increases on to shoppers and reported record profit margins. But after several U.S. retailers including Macy's and Foot Locker warned of weak consumer spending, fears of an economic slowdown have come back into focus. "I think companies will be more disciplined and will reduce pricing where they think they can gain volumes," said Fabio Di Giansante, portfolio manager at Amundi, which holds shares in Inditex. In the six months to July last year, Inditex's sales increased by 25% and profits climbed by 41% - but that was in comparison with a period marked by COVID-19 lockdowns around the world. According to Bernstein analysts, Inditex's key rival H&M (HMb.ST), set to report third-quarter sales on Friday, has pushed through more price increases than peers over the past year.
