“They continue to surprise us,” said one senior defense official, referring to the Houthis. Officials also believe Iran instructed the groups to back off the attacks following the US strikes. The issue is becoming more acute, especially given the notable increase in Houthi attacks over the last two days. At the same time, the Houthis also crave international legitimacy, officials said, and want to be recognized as the official Yemeni government. Still, there are no signs yet that Iran is actively withholding support from the Houthis, officials said.

The weapon is still under development and is not yet in orbit, Biden administration officials have emphasized publicly. But Russia has recently made progress in its efforts to develop a nuclear EMP — a related but far more alarming technology. This would almost certainly be “a last-ditch weapon” for Russia, the US official and other sources said — because it would do the same damage to whatever Russian satellites were also in the area. According to those sources, the intelligence community is now scrambling to figure out how to preserve its access. Russia has withdrawn from several arms control treaties in recent years, leaving the post-Cold War arms control architecture all but gutted.

Washington CNN —The White House on Thursday confirmed that the national security threat flagged by the chairman of the House Intelligence Committee the previous day is related to “an anti-satellite capability that Russia is developing,” but sought to soothe concerns about the danger it presents to the United States. “This is not an active capability that’s been deployed,” National Security Council spokesman John Kirby said Thursday. “There was notifications from the intelligence community that made it just clearer now than before,” Crenshaw said. “This was just the time.”The post from Turner called on President Joe Biden to declassify “all information” related to the threat. Kirby said the US intelligence community had “serious concerns” about a broad declassification of intelligence related to the threat.

CNN —House Intelligence Committee Chair Mike Turner has made intelligence around a “serious national security threat” available to all members of Congress to review. Two sources familiar with the matter and a US official tell CNN the threat is related to Russia. “That’s been on the books. In January, high-ranking North Korean and Russian diplomats met in Moscow in advance of what North Korean state media says is a forthcoming visit to Pyongyang by Russian President Vladimir Putin himself — his first in more than 20 years. Trade with Russia could also further weaken the sanctions regime the US has placed on North Korea, also accelerating its economy and potentially bolstering its arms development program. As always with North Korea, deciphering how the hermit kingdom may respond is like reading chicken bones. For weeks, a blog post on an influential North Korea watchers website written by two former analysts circulated within the US government. If anything, some analysts believe, North Korea’s public statements signal that North Korea is abandoning its reunification policy in pursuit of peace on the peninsula.

Carolyn Kaster/AP/FileUS national security officials have to weigh whether publicly calling attention to disinformation might inadvertently amplify the very message they’re trying to bat down. In both scenarios, federal officials favored a muted public response, largely choosing to let state and local governments take the lead. State and local officials run elections and are more trusted voices in their communities, but how can federal officials act decisively to support them? “It’s a trick box,” said Adam Hickey, who worked on election security issues for the Justice Department’s National Security Division. “[W]e prioritize tabletop exercises that integrate the range of cyber, physical, and operational threats election officials may encounter,” Conley said in a statement to CNN.

CNN —A female CIA trainee who claims she was sexually assaulted in a stairwell at CIA headquarters in 2022 and is now suing the agency alleging intimidation has been fired, her lawyer said on Thursday. She was then given 90 days to find another job within the agency or be terminated. According to Carroll, the trainee is a highly qualified project manager who speaks multiple languages, including Russian and Ukrainian. The suit comes as the CIA continues to face scrutiny on Capitol Hill over its handling of sexual harassment and sexual assault cases. A CIA spokesperson declined to discuss the specifics of the case at the time, citing the litigation.

Officials cautioned that there is no sense that Tehran’s growing wariness is likely to change its broader strategy of supporting proxy attacks on US and Western targets — although it could signal adjustments around the margins. But officials do believe that Iran is pursuing a calibrated approach to the conflict that is designed to avoid sparking all-out war. But some current and former US officials are skeptical that Iran will substantively change its tactics. ‘Varying degress of loyalty’The escalations also underscore the varying degrees of control that Iran actually has over its proxy groups. Among the groups, Iran has the least amount of operational control over the Houthis in Yemen, multiple officials told CNN.

— Hezbollah, a pro-Iranian group based in Lebanon, has been waging a low-grade war against Israel. — Iran has blamed Israel for an attack that killed a number of Revolutionary Guard officers in Damascus, Syria. Hawkish Republicans like South Carolina Sen. Lindsey Graham are demanding he attack Iran on Iranian soil. “The only answer to these attacks must be devastating military retaliation against Iran’s terrorist forces, both in Iran and across the Middle East. And on a purely strategic level, risking a major Middle East war that could cause massive US casualties to avenge the deaths of three soldiers, as terrible as their deaths are, would not represent a sound equation.

The US has in recent months carried out several strikes targeting Iranian proxies’ weapons depots in Iraq and Syria. To date, none of those strikes have deterred the militants, whose 165 attacks have injured over 120 US service members across the region since October. ‘We don’t seek a war with Iran’Still, striking Iran is one of the least likely options at this point, officials said. CNN —Efforts to secure the release of hostages held in Gaza and broker a prolonged pause in fighting are at an important juncture as President Joe Biden deploys his point person on hostage talks to Europe for multiparty talks on the contours of a possible agreement. He said on Friday, Biden had spoken to Egypt’s President Abdel Fatah al-Sisi as well as Qatar’s Emir Sheikh Tamim bin Hamad Al Thani to discuss ongoing hostage talks. “We continue to do everything we can to facilitate another hostage deal just like we did back in November,” Kirby said. Each stage would come with a pause in fighting and the delivery of aid to the North and South of Gaza. The White House on Thursday reiterated its gratitude for Qatar — which has acted as a key mediator in hostage talks — in response to the leaked recording.

Michael Erik Kurilla, US CENTCOM commander. “We mourn the loss of our two brave Navy SEALs, and our hearts are with their families,” Defense Secretary Lloyd Austin said in a statement Sunday. Lawmakers have conveyed as much directly to the White House, a US official told CNN. Biden met with House and Senate lawmakers at the White House on Wednesday to outline what is at stake for Ukraine. House Speaker Mike Johnson makes a statement alongside Reps. Mike Turner, Mike Rogers and Mike McCaul on January 17, outside the White House. Privately, some US and Western officials say there could be as many as five more years of fighting. In the near term, Ukraine may be able to hang on, albeit in a stalemate, without US support, a Western intelligence source said.

That was apparent Monday, when a Houthi missile hit a US-owned cargo ship in the Red Sea, marking what appears to be the first time the militants have successfully struck a US-owned or operated ship. Senior Biden administration officials insist Friday’s operation against the Houthis was successful at its objective: degrading the group’s military capabilities. Houthi fighters and tribesmen stage a rally against the U.S. and the U.K. strikes on Houthi-run military sites near Sanaa, Yemen, on Sunday, Jan. 14, 2024. US officials fear one side will miscalculate, even if none of the major parties – Iran, Israel and the United States – want a wider war. CNN —Each day the pause in Israel’s war with Hamas is extended saves lives. Uncertainty, meanwhile, surrounds the future of the remaining hostages, mostly male, that Israel believes remain in Gaza. “Over the past few days I’ve been hearing this question – will Israel go back to fighting after maximizing this phase of returning our hostages? Israel must be more “cautious, more careful, more deliberate and more precise in their targeting,” one senior administration official said. US seeks to reshape Israel’s war on Hamas

CNN —A solidifying US attempt to influence the second phase of Israel’s war against Hamas to protect Palestinian civilians represents one of the most significant diplomatic moves yet in the more than 50-day conflict. That’s a calculation that would keep the initiative in the conflict in the hands of Hamas and could take many days or weeks. The Israeli leader is also weakened because the Hamas attacks, one of the darkest days in Israel’s history, happened on his watch. Netanyahu told Israelis on Thursday that he swore to eliminate Hamas and nothing would stop him. While many foreign powers do not necessarily accept that interpretation of the war against Hamas, this is a mindset that could convince Israel that any action is justified.

That challenge is one of the major reasons US officials are keen on seeing a surge of humanitarian aid into northern Gaza. Multiple US officials have also stressed the need to create areas in the south that are clearly understood to be protected for civilians. Instead, Israel must be “more cautious, more careful, more deliberate, and more precise in their targeting,” one senior administration official said. While it’s not clear whether Israel would ultimately agree, some US officials expressed optimism that Israel was at least receptive to considering such ideas. “There is an understanding that a different type of campaign has to be conducted in the south than was conducted in the north,” another senior administration official said.

Washington CNN —The wife of Ukraine’s top military intelligence official has been hospitalized with apparent heavy metals poisoning, according to Ukrainian and western officials. American and western intelligence officials have not independently verified the poisoning but believe Ukrainian reports to be accurate, sources familiar with the matter tell CNN. According to the GUR representative, she has been hospitalized for a week and had felt poorly for some time prior to being hospitalized. In England in 2018, Russian agents used a nerve agent to poison Sergei Skripal, a former Russian military officer and double agent for British intelligence agencies. While initial reports indicated that they suffered from poisoning, later reports indicated the they were sickened due to an environmental factor, not poisoning.

The Israeli government declined to comment on the document, though sources in the government confirmed its authenticity on background. Israeli officials say this is the first known instance of Iran attempting to fund this kind of university-hosted training for Hamas operatives, a claim US officials said they could not confirm. Current and former US officials say the program is part of a well-known training program Iran provides to students from allied countries and groups to project soft-power influence across the region. As of now, Israeli intelligence has identified only a few Hamas military operatives who have already arrived in Iran. “The president still believes that a reoccupation of Gaza by Israeli forces is not good. In an interview with CBS’ “60 Minutes” last month, Biden said it would be a “big mistake” for Israel to occupy Gaza. Israeli government officials have not yet elaborated on how Gaza would be governed should they succeed in eliminating Hamas. Defense Minister Yoav Gallant said Tuesday that Israel will “retain complete freedom of action to respond to any situation in the Gaza Strip” once the war ends. CNN —The US has intelligence that Syrian President Bashar al-Assad has agreed to provide the Lebanese militant group Hezbollah with a Russian-made missile defense system, according to two people familiar with the intelligence. The Russian mercenary organization Wagner Group, which operates in Syria, has been tasked with carrying out the delivery of the surface-to-air SA-22 missile system, the people said. The Wall Street Journal previously reported that Wagner may provide the system to Hezbollah. “I don’t think Israel has a strategy for what they do next” in terms of executing a full-blown ground invasion, one source familiar with concerns within the Biden administration said. CNN —The US has intelligence that Iranian-backed militia groups are planning to ramp up attacks against US forces in the Middle East, as Iran seeks to capitalize on the backlash in the region to US support for Israel, according to multiple US officials. The militia groups have already launched multiple drone attacks on US forces in Iraq and Syria. But the US now has specific intelligence that those same groups could escalate even further as the war between Israel and Hamas continues. Officials said that at this point, Iran appears to be encouraging the groups rather than explicitly directing them. In the case of the recent drone attacks on bases housing US forces, “Iran is certainly more culpable than in the case of the Hamas attack in Israel,” said another person familiar with the intelligence.

In private discussions with their Israeli counterparts, Western defense officials have not tried to dissuade Israel from moving into Gaza with ground forces, the sources said. While he said that “taking out the extremists is a necessary requirement” for Israel, “Hamas and the extreme elements of Hamas don’t represent all the Palestinian people. In one word – to win.”In 2014, Israeli Prime Minister Benjamin Netanyahu set out to debilitate Hamas with the last ground invasion into Gaza. “I think the goal was to show clear support (and) to understand Israel’s strategy of what comes after an invasion if Israel is successful in decimating Hamas.

Among the evidence that’s been gathered is a blast analysis that suggests it was a ground explosion rather than an airstrike that hit the hospital, one of the sources said. That analysis is one datapoint that’s led intelligence officials to lean toward assessing that the attack on the hospital was a rocket launch gone wrong. Still, the blast analysis is just one of the things being examined by the intelligence community, which has surged intelligence collection assets to the region. US intelligence officials have not made a final assessment and are still gathering evidence, the officials said. Not long after landing in Israel on Wednesday, Biden weighed in on who was behind the strike on the hospital.
