Rep. Jim Jordan of Ohio was removed as GOP nominee for speaker in a secret ballot after he lost his third bid on Friday. Rep. Kevin McCarthy, the previous speaker, was ousted three weeks ago. Photo: Valerie Plesch/BloombergWASHINGTON—Republicans sought to end a three-week-old political crisis by picking a House speaker nominee who could finally garner a majority of the chamber, with plans to hold a party vote Tuesday morning and hopes to move to the floor as soon as later in the day. Weary from weeks of fighting and embarrassing setbacks, House Republicans will meet behind closed doors to choose from among eight Republicans currently running to serve as House speaker. Lawmakers are eager to get back to work, with many wanting to pass aid to Israel and address a looming government funding deadline, neither of which can be done until a new leader is approved by the full chamber.

Photo: Valerie Plesch/BloombergWASHINGTON—Senate Republicans want changes to the Biden administration’s request for $106 billion in emergency funds for Ukraine, Israel and Taiwan and to manage the flow of migrants at the U.S. border, setting up tricky negotiations that could imperil the bill even before it runs headlong into the currently paralyzed House. The administration’s proposal includes about $61 billion for Ukraine, another $14 billion for Israel for security needs, and about $9 billion for humanitarian assistance to both conflict theaters, among other requests. It also includes about $2 billion for security assistance in the Indo-Pacific and $14 billion for the border, which would pay for more efficient processing of migrants seeking asylum, more border patrol agents and asylum officers, and reimbursements to cities and private organizations that have set up shelters.

Rep. Jim Jordan of Ohio was removed as GOP nominee for speaker in a secret ballot after he lost his third bid on Friday. Rep. Kevin McCarthy, the previous speaker, was ousted nearly three weeks ago. Photo: Valerie Plesch/BloombergWASHINGTON—House Majority Whip Tom Emmer (R., Minn.) dropped his bid to serve as House speaker just hours after he was narrowly elected as the Republican nominee, as stiff resistance from hard-right conservatives reinforced by former President Donald Trump sank the party’s latest pick to run the chamber. His withdrawal put the Republicans back to square one for the fourth time, three weeks after hard-liners engineered the ouster of former Speaker Kevin McCarthy (R., Calif.). Republicans regrouped again late Tuesday to map out their next steps, assembling another slate of candidates and holding a fresh forum in the evening.

The developments set the stage for an exasperating replay of previous rounds in the speaker drama, in which a nominee won the party’s nod only to be derailed by a determined band of holdouts, threatening to extend a three-week-old political crisis that began with the ouster of former Speaker Kevin McCarthy (R., Calif.) at the start of month.

Follow our live updates for the House speaker nominee vote. House Republicans have elected two nominees for the job since a hard-right clutch of lawmakers toppled Speaker Kevin McCarthy. The math can change if there are absences, or if any lawmakers vote “present” rather than in support of a candidate. Mr. Jeffries has pitched the idea of forming a coalition government that he describes as an “enlightened arrangement.” But the idea is a long shot. Empowering Mr. McHenry, one of Mr. McCarthy’s closest allies, was regarded by many far-right members as akin to reinstalling Mr. McCarthy as speaker.

Trump isn't a fan of Tom Emmer, the GOP's latest nominee for speaker of the House. AdvertisementAdvertisementThe weeks-long quest to find a new Republican speaker of the House took yet another chaotic turn on Tuesday after former President Donald Trump bashed his party's newly-elected nominee, Rep. Tom Emmer of Minnesota. "I have many wonderful friends wanting to be Speaker of the House, and some are truly great Warriors," Trump wrote on Truth Social. "RINO Tom Emmer, who I do not know well, is not one of them." "Voting for a Globalist RINO like Tom Emmer would be a tragic mistake!"

House Republicans on Tuesday elected Representative Tom Emmer of Minnesota, the No. 3 in the party, as their speaker nominee after five rounds of ballots that pointed to a precarious path forward. Mr. Emmer, 62, has served since January as the party’s whip, responsible for counting and securing the votes to pass the speaker’s agenda. He was the highest-ranking Republican in the race, and has been endorsed by the ousted Speaker Kevin McCarthy. Several hard-right conservatives, including a handful who voted to oust Mr. McCarthy, have signaled their support for the Minnesota Republican.

Trump’s Loss of Loyalty

But for Trump, Ellis' plea was especially damaging, since it underscored the steady evaporation of something Trump has demanded from staff and associates since his days as a New York businessman: loyalty. "If I knew then what I know now, I would have declined to represent Donald Trump in these post-election challenges. The three former Trump lawyers who pleaded guilty in Georgia were facing some serious potential consequences, he noted, including not just time behind bars but the loss of their law licenses – and that may take priority over honoring Trump's demands for loyalty. "This is not about Donald Trump vs. Michael Cohen," Cohen said as he entered the New York courtroom. House Majority Whip Tom Emmer, a Republican from Minnesota, speaks to members of the media following a House Republican caucus meeting on Capitol Hill in Washington, DC, US, on Monday, Oct. 23, 2023. Emmer, the Republican majority whip, prevailed over a crowded field of eight GOP candidates after several rounds of voting Tuesday morning. Interim Speaker Patrick McHenry has said the nominee could face a vote before the House floor as soon as Tuesday. It is unclear if Emmer can secure the 217 Republican votes needed on the House floor. He can only afford to lose four GOP votes, as Democrats have lined up in lockstep behind their nominee, House Minority Leader Hakeem Jeffries of New York.

Photo: Valerie Plesch/BloombergWASHINGTON—A bid by House Majority Whip Tom Emmer (R., Minn.) to serve as the House Republicans’ pick to be speaker will test whether the strong ties he built recruiting candidates and counting votes will overcome doubts from some anti-establishment lawmakers aligned with former President Donald Trump. Candidates are expected to pitch their colleagues at a forum on Monday evening ahead of an internal vote to designate a new Republican speaker nominee as soon as Tuesday morning. Beyond winning the GOP ballot, the speaker nominee will face the uphill battle to unite almost all Republicans to have a chance of winning the House vote, given Republicans’ narrow 221-212 majority.

A GOP vote to select the party’s nominee is scheduled for Tuesday morning, with a floor vote of the full House expected in coming days.

And he received the backing of former House Speaker Kevin McCarthy, who said he’s “head and shoulders above” the other candidates. Of the nine candidates, Emmer is one of just two who voted to certify the 2020 election. He reportedly encouraged House Republicans to distance themselves from Trump in the midterm elections. In addition to Emmer, other prominent House Republicans seeking the gavel include Rep. Mike Johnson of Louisiana and Rep. Kevin Hern of Oklahoma.

At least 10 Republicans have announced that they will run for speaker or that they are considering doing so since Friday, when the party cast aside Representative Jim Jordan of Ohio as its latest nominee for the leadership post. A flood of lawmakers began campaigning just hours after Republicans voted in a closed-door meeting to restart the nomination process after Mr. Jordan, his support ebbing, failed on a third floor vote to win the speakership. The vote essentially ensured that the office of the speaker would remain empty for a third week. The lawmakers vying for the job include veterans of the House, committee chairmen, a top member of Republican leadership and a sophomore. They will have to navigate the same treacherous dynamics of a bitterly divided conference that the three men before them could not, leaving some Republicans openly questioning whether anyone can win a majority of votes on the House floor.

The chaos surrounding efforts to choose a new speaker of the House may be less than ideal for the nation, but it’s practically a gift to “Saturday Night Live,” which satirized House Republicans’ political turmoil in an opening sketch this weekend. Speaking on a phone in his office, a seemingly calm Day said, “No, I didn’t win, honey. It’s OK. I’m feeling good.” Then after completing the call he broke the receiver in two. “Some of us are here to actually serve the American people,” Day said angrily. “All I want to do is get Congress back to work so I can shut it down again.”

GOP presidential candidate Chris Christie has a basic message for House Republicans: Get a speaker. AdvertisementAdvertisementNearly three weeks after Rep. Kevin McCarthy of California was ousted as House speaker, House Republicans have been unable to coalesce around a successor. For GOP presidential candidate Chris Christie, he's already seen enough. Once a Trump ally, Christie in recent years has become a major critic of the former president, which has both elevated his candidacy and turned off sizable numbers of GOP voters. However, of all of the early-voting states, Christie is best positioned in New Hampshire, where he's largely focused his campaign.

Rep. Jim Jordan of Ohio was removed as GOP nominee for speaker in a secret ballot after he lost his third bid on Friday. Rep. Kevin McCarthy, the previous speaker, was ousted more than two weeks ago. Jim Jordan withdrew his bid to become House speaker after the fiery conservative lost both a public and private vote Friday, sending divided House Republicans back to the starting line in their weekslong quest to elect a leader and pass urgent legislation. Jordan’s defeat marked the latest fallout from the ouster earlier this month of Speaker Kevin McCarthy (R., Calif.), with House Majority Leader Steve Scalise (R., La.) and now Jordan winning the party’s nod only to fall short of the gavel because of internal GOP opposition.

Republicans cast aside their latest nominee for House speaker on Friday, rejecting Representative Jim Jordan of Ohio during a secret ballot vote, leaving them once again to search for a new leader amid raging personal and political recriminations. The rejection came hours after Mr. Jordan, his support ebbing, failed on a third floor vote to win the speakership. After his colleagues then voted to withdraw Mr. Jordan’s nomination, about a dozen House Republicans, few of them household names, quickly began making calls and exploring bids for speaker. “We need to come together and figure out who our speaker is going to be,” Mr. Jordan said, acknowledging his defeat. He said he would turn his focus back to the investigations he is leading into the Biden administration as chairman of the Judiciary Committee.

7 of the Republicans who voted to oust McCarthy are essentially offering themselves up as sacrifices. AdvertisementAdvertisementAs Rep. Jim Jordan of Ohio continues to hemorrhage support in his quest for the speaker's gavel, a group of Republicans are essentially offering themselves as human sacrifices. Earlier on Friday, 25 Republicans voted against the Ohio Republican, giving him the lowest percentage of votes for the majority party's nominee for speaker since 1859 — before the Civil War. Last night, Republican Rep. Greg Murphy of North Carolina apparently blocked Rep. Nancy Mace of South Carolina — one of the eight — on Twitter after he said she should apologize for "causing this mess." House Republicans are set to vote behind closed doors at 1 pm on whether Jordan should remain the party's nominee.

The total cost of the supplemental funding request was pegged at just over $105 billion. “This budget request is critical to advancing America’s national security and ensuring the safety of the American people,” Sullivan said. He's hopeful that combining several different issues, from border security to countering China's influence, will foster a political coalition that can move the legislation forward. The White House wants roughly $14 billion to, among other things, boost the number of border agents, install new inspection machines to detect fentanyl and increase staffing to process asylum cases. The biggest line item in the supplemental funding request is $61.4 billion to support Ukraine.

PinnedRepresentative Jim Jordan of Ohio failed for a third time on Friday morning to win election as House speaker, leaving his party with no consensus on a way forward and the chamber paralyzed in the face of growing pressure to get back to business. Three Republicans from swing districts won by President Biden — Representative Marc Molinaro of New York, Representative Brian Fitzpatrick of Pennsylvania and Representative Tom Kean of New Jersey — abandoned Mr. Jordan after supporting him earlier. There is no consensus among Republicans about an alternative candidate to Mr. Jordan, who has yet to show any inclination to drop out of the race. The House has been in a state of chaos for 18 days after hard-right rebels ousted Speaker Kevin McCarthy. Mr. Jordan then received his party’s nomination to be speaker, but he failed to win the post in votes by the full House on Tuesday and Wednesday.

Leaving the House floor shortly after delivering the opening prayer on Friday morning, the House chaplain, Margaret G. Kibben, turned to the sergeant-at-arms flanking the entrance and whispered, “Godspeed.”It was a barely audible plea that could not hold back yet another day of chaos and uncertainty, of sniping and of death threats, as House Republicans splinter in ways that it increasingly seems nothing short of divine intervention can repair. By the end of the day, Republicans had toppled their latest candidate for speaker of the House, Representative Jim Jordan of Ohio, and in his place a free-for-all had sprouted up, with about a dozen members exploring a bid. And with Republicans having no plans to meet again until Monday, the House is guaranteed to go speakerless for at least 20 days, paralyzed as wars rage overseas and a U.S. government shutdown nears.

Patrick McHenry (R-NC) as the House of Representatives prepares to hold a vote on a new Speaker of the House at the U.S. Capitol on October 18, 2023 in Washington, DC. Rep. Jim Jordan of Ohio will back a plan to empower interim House Speaker Patrick McHenry until January, sources told NBC News and CNBC Thursday. The plan to temporarily empower McHenry to oversee the passage of legislation would act as a bridge until the deeply divided Republican conference can coalesce around a permanent replacement. Rep. David Joyce of Ohio said earlier this week that he plans to introduce a resolution to empower McHenry so the House can move forward with urgent business. But another source cautioned that the plan to temporarily empower McHenry may not have enough votes in the House.
