CNN —The Pentagon is unlikely to use all of the billions of dollars authorized by Congress to arm Ukraine before President Joe Biden leaves office, according to two US officials and three defense officials. For months, the US has run into the limits of its ability to replenish its own weapons inventories, which limited what the Biden administration has been able to send Ukraine. In September, Biden committed billions of dollars in military aid to Ukraine as President Volodymyr Zelensky visited the White House. The US announced a $1 billion military aid package for Ukraine that same day. But the value of aid packages quickly dipped, as the stockpiles of weapons and equipment the Pentagon was able to send Kyiv dwindled.

But it is struggling in some key regions, especially China, and it's challenged by the era of electric vehicles. It's sinking $65 billion into EVs and software globally, including $11 billion in Canada and $3.5 billion for upgrades to facilities in the United States.

Some major tech companies including Meta are taking steps to combat “pig butchering” scams, which trick Americans out of billions of dollars each year through fake online friendships and romances. Pig butchering scams are elaborate and often take months to unfold. Meta on Thursday announced it has taken its first major steps into addressing the scams, including dedicating staff to identify where scammers operate, sharing that information with international law enforcement, and taking down more than 2 million accounts this year. The announcement reflects how more tech companies are recognizing the severity of pig butchering scams. Calling themselves the Tech Against Scams coalition, the companies pledged to share scammer information with each other and better educate users.

Goldman Sachs' list of top-performing longs in hedge funds has seen outsized gains in 2024, a sign that moves made by these firms have paid off this year. The bank's so-called very important positions, or "VIP," list has climbed about 30% year to date. Two catalysts may send shares of Netflix even higher in the months ahead, according to Bank of America. Analyst Jessica Reif Ehrlich reiterated her buy rating on Netflix and hiked her price target by $200 to $1,000, implying more than 13% upside from Wednesday's close. "Live and advertising are complementary growth drivers, as more live programming drives additional high value, premium ad inventory," Reif Ehrlich added. "Netflix's ability to monetize this premium live inventory will be key to making advertising a multi-year growth driver."
