CNN —For decades, criminologists and true crime documentaries have attempted to understand what causes serial killers to commit the atrocities they do. CNN spoke with three forensic psychologists and serial killer experts to better understand what causes people to become serial killers. Scott Bonn: Not all psychopaths are serial killers, and not all serial killers are psychopaths. In the case (of a serial killer who) is a psychopath, their brain functions differently than a normal human brain. Are all serial killers serial sexual murderers?

Rep. Ronny Jackson (R-TX) speaks during a press conference on the National Defense Authorization Act (NDAA) with members of the House Freedom Caucus on July 14, 2023 in Washington, DC. The House narrowly passed an annual defense policy bill on Friday after Republicans added provisions on abortion and transgender surgeries — measures that were a nonstarter for Democrats. The amendments, adopted Thursday, would ban the secretary of defense from paying for or reimbursing service members for abortion-related expenses and transgender surgeries and hormone treatments. House Democratic leaders said Thursday that members of their caucus will vote against passing the bill. The defense legislation will eventually need to be reconciled with a version of the bill under consideration in the Senate.

This means they've been altered in ways that actually make you hungrier and hijack the brain to worsen your emotional eating habits. Monosodium glutamate (MSG)Added to many flavored foods, MSG antagonizes your pancreas into pouring out more insulin — a hormonal cascade that makes you feel hungrier. Refiner flour, mainly white flour, jacks up your blood sugar levels fast, spiking your insulin levels and then making them crash. Refined sugarWhite sugar works on the body in a very similar way to refined flour. A particularly vile form of refined sugar is high fructose corn syrup.

What Your Therapist Doesn’t Tell You A dozen counselors on what it’s really like to sit in the other armchair. “ ‘I need to pee so bad.’ Clients don’t realize that we have five minutes between sessions and sometimes making it to the bathroom is not possible.” — Jessa White, L.M.H.C.A. You can’t do psychotherapy if a person doesn’t feel safe — there’s no way that’s going to happen. But it’s frustrating too, because as a therapist, you feel you can’t really offer what you signed up for.” — Gabriela Sehinkman, Ph.D., L.I.S.W.-S. To me, therapy is very much like dating, except, you know, obviously you don’t really want to date the person.” — Thien Pham, L.M.F.T.
Not surprisingly, Mr. Buffett has become a target for progressive institutional investors. (A resolution calling for Mr. Buffett to step down as board chairman, though not as C.E.O., fared the worst.) CalPERS, which manages retirement funds in California, demands that Berkshire publish an annual “assessment” on how it manages climate risks. (This is a good place to note: I’m not only a Warren Buffett biographer, I’m also a long-term Berkshire stockholder.) Mr. Buffett was the son of a conservative Republican who served four terms in Congress.
Market nerves tie US rate-setters’ hands

On Wednesday the central bank raised interest rates a quarter point. The failure of Silicon Valley Bank nearly two weeks ago upended the U.S. financial system, and the Fed and other agencies have had to provide a steadying hand. But by Wednesday morning, just before the central bank’s decision, the futures market was mostly pricing in a 25 basis point hike. Futures contracts tracking the central bank’s benchmark rate have also been shaky. Wall Street reforms passed in 2010 crystallized the central bank's duty to foster a stable financial system.
A Swiss hacker says she found a copy of the FBI's "no-fly" list on an unsecured server. "The ever-expanding scope of these lists are due to the revelations of people in the course of investigations," Gray told Insider. When looking at the list, crimew told Insider, "you start to notice just how young some of the people are." crimew told Insider. "I just hope they maybe learned their lesson the second time," crimew told Insider.
The subject of director Joe Berlinger ’s captivating, penetrating, four-part “Madoff: The Monster of Wall Street” is described by one of its kinder voices as a “financial sociopath.” Later, someone just comes right out and calls him a “serial killer.” All of which may help explain our persistent obsession with the man who perpetrated the largest Ponzi scheme in U.S. history. After so many productions, dramatic and documentary, shouldn’t we be tired of Bernie Madoff ? One might as well ask if we’re tired of Charles Manson , or Jack the Ripper. It’s certainly not violence that makes the Madoff story magnetic, although the death toll does begin to resemble the post-heist body count in “Goodfellas” after Madoff’s nearly $65 billion rip-off goes belly up in 2008. Madoff, who died in 2021, is very matter-of-fact about the crimes he committed, dispassionate, even clinical.
The NDAA is expected to get a vote in the Senate this week and be approved with bipartisan support. Sen. Richard Shelby of Alabama, the ranking Republican member on the Senate Appropriations Committee, has told reporters the two sides are roughly $26 billion apart. Or it could extend the shutdown deadline into the next Congress, which will convene on January 3, and when Republicans take control of the House. That change in majority in the House would dramatically alter the dynamic for negotiations and likely make it far harder to reach a broader funding deal. Senate Appropriations Committee Chairman Patrick Leahy, a Vermont Democrat, outlined the argument for his party in his own floor remarks on Thursday.
Congress has until Dec. 16 to either pass an "omnibus" bill funding the government through Sept. 30, 2023, or a shorter "continuing resolution" to avoid a partial government shutdown. Some conservative Republicans have urged a short-term bill, to delay talks on a full-year bill into January when they will have a stronger negotiating position. Senate Republican Leader Mitch McConnell drew a hard line in opposition. For the last several years, Congress has appropriated government funding that was roughly evenly split between defense and non-defense programs. If the Democrats' effort fail in the Senate next week, Congress might have to resort to a stop-gap funding bill that simply extends current funding levels.
