Nina Liashonok/ReutersRussian forces launched waves of missiles and attack drones at Odesa overnight, Ukrainian officials said early Monday, the latest strikes on the southern port city amid heightened tensions in the Black Sea. The Ukrainian military’s southern command said that air defenses intercepted eight cruise missiles and 15 attack drones that were launched in multiple waves. Since then, Russian forces have bombarded Ukrainian ports — including Odesa and Izmail — in what Ukrainian officials said were strikes specifically targeting the country’s ability to ship grain. It also put Moscow on notice that six Russian Black Sea ports and the approaches to them would be considered areas of “war risk” until further notice.

LONDON, Aug 14 (Reuters) - Merchant ships remained backed up in lanes around the Black Sea on Monday as ports struggled to clear backlogs amid growing unease among insurers and shipping companies a day after a Russian warship fired warning shots at a cargo vessel. After an inspection, the vessel continued its journey towards the Ukrainian port of Izmail along the Danube river, Russia said. Romania on Monday said that it aimed to double the monthly transit capacity of Ukrainian grain to Constanta to 4 million tonnes in the coming months. Sunday's incident cast a pall over plans announced by Ukraine last week for a "humanitarian corridor" in the Black Sea to release cargo ships trapped in Ukraine's ports since the outbreak of war.

REUTERS/Yoruk Isik/File PhotoKYIV, Aug 14 (Reuters) - Ukraine on Monday condemned what it called "provocative" Russian actions and called for decisive countermeasures by the international community, a day after Moscow said one of its warships had fired warning shots at a cargo vessel in the Black Sea. Moscow said in a statement on Sunday that its Vasily Bykov patrol ship fired automatic weapons on the Palau-flagged Sukru Okan vessel after the ship's captain failed to respond to a request to halt for an inspection. "The Ministry of Foreign Affairs of Ukraine strongly condemns the provocative actions carried out by the Russian Federation on August 13 in the Black Sea in relation to the Turkish dry cargo vessel 'Sukru Okan,' which was en route to the port of Izmail," the ministry said in a statement. Kyiv said the incident was a gross violation of international law and "exemplified Russia's deliberate policy of endangering the freedom of navigation and safety of commercial shipping in the Black Sea".

CNN —A Russian warship fired warning shots and boarded a cargo ship it claims was headed to Ukraine in the Black Sea on Sunday, according to Russia’s Defense Ministry. Russia said the warship fired warning shots when the captain of the Palau-flagged dry cargo ship failed to respond to a request to stop for an inspection. “The Russian warship opened warning fire from automatic small arms fire to forcefully stop the vessel,” the statement said. Marine traffic websites currently shows the cargo vessel’s destination as the Romanian port of Sulina which is close to Izmail. “Following radio conversations, the ship stopped its course and the boarding team landed on the bulk cargo ship,” the statement said.

Russia in July halted participation in the Black Sea grain deal that allowed Ukraine to export agricultural produce via the Black Sea and Moscow cautioned that it deemed all ships heading to Ukrainian waters to be potentially carrying weapons. "To forcibly stop the vessel, warning fire was opened from automatic weapons," the Russian defence ministry said. BLACK SEA AT WAR? Since Russia left the Black Sea grain deal, both Moscow and Kyiv have issued warnings and carried out attacks that have sent jitters through global commodity, oil and shipping markets. Ukraine also attacked a Russian oil tanker and a warship at its Novorossiysk naval base, next door to a major grain and oil port.

LONDON, Aug 9 (Reuters Breakingviews) - A fast-escalating wheat war in the Black Sea may have a silver lining. The Turkey-brokered accord had allowed Kyiv, the world’s fifth largest wheat producer, to export food via Odesa across the Black Sea. As a result, global wheat prices on the Chicago Board of Trade declined by nearly 40% between October and May. Reuters GraphicsNervousness around the unravelling of last year’s grain deal triggered short-lived spikes of 17% to 20% in wheat prices. Both Moscow and Kyiv know by now that protecting their vital grain exports is in both countries’ interest.

Sputnik/Yekaterina Shtukina/Pool via REUTERS/File PhotoSummary Medvedev pledges revenge for Black Sea attacksSuggests Russia will hit Ukrainian ports againThreatens ecological disasterMOSCOW, Aug 5 (Reuters) - Former Russian President Dmitry Medvedev on Saturday suggested Moscow would launch more strikes against Ukrainian ports in response to Kyiv's attacks on Russian ships in the Black Sea, and threatened to hand Ukraine "an ecological catastrophe". Medvedev, who is deputy chairman of Russia's Security Council, a body chaired by President Vladimir Putin, spoke after Ukrainian sea drone attacks on a Russian warship in the port of Novorossiysk, and against a tanker near Crimea, which Russia annexed from Ukraine in 2014. Apparently, the strikes on Odesa, Izmail, and other places were not enough for them," Medvedev said in a post on his official social media accounts. Russia has in recent weeks targeted the Black Sea port of Odesa, where the Ukrainian Navy is headquartered, and Izmail, Ukraine's main inland port across the Danube River from Romania, damaging port infrastructure and grain facilities. Medvedev suggested retaliatory Russian strikes against Ukraine for its sea drone attacks could end any chances of reviving the grain deal.

Russian forces have been routinely attacking Ukraine's southern cities and ports in recent weeks. Western intelligence says Russia has "evolved its risk appetite for conducting strikes near" NATO. But these attacks have also crept toward NATO territory, something Western officials have warned of since the 17-month-long war began. It added that the Iranian-made drones have landed as close as 650 feet from the Romania border, "suggesting that Russia has evolved its risk appetite for conducting strikes near NATO territory." Meanwhile, the bombardment near Romania comes as some NATO countries worry that Russian allies are encroaching on NATO territory to the northwest of Ukraine.

Ukrainian service members of the 35th Separate Marines Brigade attend a military drill near a frontline, amid Russia's attack on Ukraine, in Donetsk region, Ukraine July 31, 2023. Much of Russian military activity focused on air attacks that damaged grain infrastructure in Ukraine's Danube port of Izmail. Kyiv also says it has retaken areas near Bakhmut, an eastern city seized by Russian forces in May after months of battles. Deputy Ukrainian Defence Minister Hanna Maliar said Russian forces had "tried quite persistently to halt our advance in the Bakhmut sector. Oleksiy Danilov, the Secretary of Ukraine's Security Council, said Russian forces had ample time in months of occupation to prepare defences and lay extensive minefields.

Romanian authorities managing the waterway still expect a "peak" in traffic in August, despite the attack, an official said. Before Russia pulled out of the safe passage corridor, the Danube ports accounted for around a quarter of Ukraine's grain exports. Romanian President Klaus Iohannis said Russia's attacks on Ukraine's civilian infrastructure on the Danube amounted to war crimes. "We will clear around 30 ships in two days, at least 12 today, if not 14, and the rest tomorrow." Industry sources have told Reuters war risk cover for Ukraine's ports that were part of the previous grain deal had already been suspended.

Kubrakov, writing on Facebook, said the Danube ports' infrastructure had been "devastated". "Ukrainian grain is indispensable for the world and cannot be replaced by any other country in the coming years," he wrote. "The port of Izmail suffered the most damage, including the terminal and infrastructure of the Danube Shipping Company." LONDON, July 24 (Reuters) - Almost 30 ships dropped anchor near Ukraine's crucial Izmail port terminal after Russia destroyed grain warehouses on the Danube river on Monday, data showed, although it was unclear exactly what had caused them to stop. Monday's pre-dawn Russian air strikes wounded seven people and hit infrastructure along the Danube, a vital alternative route for Ukrainian grain since the demise last week of a year-old deal allowing safe exports via the Black Sea. Kyiv said the attack was an expansion of an air campaign Russia launched last week after pulling out of the grain deal. Insurance industry sources have said war risk cover for Ukraine's ports that were part of the previous grain deal had been suspended. On Monday, three sources said some providers were also reviewing whether to continue to provide cover for Danube ports.

By comparison, Romanian port operators handled 8.6 million tonnes of Ukrainian grain in the whole of 2022. At its peak so far, Constanta handled 25 million tonnes of grain per year, which Panait said will be exceeded in 2023. "There is an accelerated course and everyone on it, the state, the port authority, port operators aim to boost operating and transit speeds, and the grain quantities," he said. Freight logistics group TTS (TTS.BX), which handles agricultural products, minerals and chemicals on the Danube river, completed the takeover of Constanta port solid bulk cargo operator Decirom S.A. earlier this month. It is one of five eastern EU countries that experienced an influx of Ukrainian grain as a result of Russia's invasion, leading the EU to approve temporary restrictions that meant grain could only transit through the countries.

Russia’s moves have profound implications for the export of Ukraine’s grain, a commodity vital for its own economy and world grain markets. How have Russia’s attacks on Ukrainian ports affected the situation? Since Monday’s announcement, Russia has launched a series of nightly aerial attacks on Ukrainian ports, killing and wounding civilians. Six nations have a Black Sea coastline and it is a main conduit for Russia’s grain exports. Last summer, the European Union took steps to smooth a path for Ukraine’s overland grain exports, given the Russian Black Sea blockade.

Of the 60,000 tons of produce grown on Huizinga's land last year, 50,000 tons was sent abroad through the grain deal. In total, Ukraine has been able to export 33 million tons of agricultural products through the deal. Some of Ukraine's western neighbours have restricted imports of Ukrainian grain under pressure from their farmers, who said they were suffering from the added competition. Ukraine expects to harvest 44 million tons of grain this year, down from a record 86 million-ton harvest in 2021. Both Marchuk and Huizinga believe grain shipments should continue through the Black Sea even without Russia's participation in the deal.

Ukraine said on Wednesday it was establishing a temporary shipping route via Romania, one of the neighbouring Black Sea countries. Russia's Defence Ministry said flag states of ships travelling to Ukrainian ports would be considered parties to the conflict on the Ukrainian side from midnight Moscow time (2100 GMT on Wednesday). U.S. officials have information indicating Russia laid additional sea mines in the approaches to Ukrainian ports, said White House National Security Council spokesperson Adam Hodge. "We believe that this is a coordinated effort to justify any attacks against civilian ships in the Black Sea and lay blame on Ukraine for these attacks," he said. Russian President Vladimir Putin accused Western countries of "perverting" the U.N.-backed deal formally called the Black Sea Grain Initiative.
