The Palestinians want the West Bank and Gaza for a future state, with East Jerusalem at its capital. ‘False decision’Israeli Prime Minister Benjamin Netanyahu and other politicians rejected the ICJ opinion. “The answer to The Hague – sovereignty now,” Smotrich said on X, a call for Israel to annex the West Bank. The ICJ in 2004 delivered an advisory opinion on the Israeli separation barrier around the majority of the West Bank, urging Israel to remove it from occupied land.

CNN —Israel’s government says it is looking to “strengthen” Jewish settlements in the occupied West Bank after several countries unilaterally recognized a Palestinian state. The statement also said Israel would look at what actions to take against the Palestinian Authority as it took actions against Israel in international bodies. Earlier this month, the Palestinian Authority applied to join South Africa’s case against Israel at the International Court of Justice. Israel’s far-right finance minister, Bezalel Smotrich, said in May that Israel should approve 10,000 settlements in the West Bank, establish a new settlement for every country that recognizes a state of Palestine, and cancel travel permits for Palestinian Authority officials. It is unclear if any of these radical ideas are part of the proposals currently under consideration in Israel.

A United Nations commission investigating the Oct. 7 attacks on Israel and the subsequent conflict in Gaza has accused both Palestinian armed groups and Israel of committing war crimes, and the panel said that Israel’s conduct of the war included crimes against humanity. The U.N. report said that Palestinian armed groups killed and tortured people during the assaults that day. But Israel, during its monthslong campaign in Gaza to oust Hamas, has also committed war crimes, the commission said, like the use of starvation as a weapon of war through a total siege of Gaza. The commission said it had identified the people most responsible for war crimes or crimes against humanity, including senior members of Hamas and other Palestinian armed groups and senior members of Israel’s political and military leadership, including members of its war cabinet. The commission said it would continue its investigations focusing on those with individual criminal responsibility and command or superior responsibility.

International courts are still investigating the Myanmar military’s slaughter of the country’s Rohingya Muslim minority in 2017 that the United States has called a genocide. Now a new threat to the group is looming, this time at the hands of a powerful rebel force. That force, the Arakan Army, has won control of large parts of Rakhine State in Myanmar over the past few months, most recently the northern section where many Rohingya still live. The Arakan Army has rejected these allegations. Formed roughly 15 years ago, the Arakan Army claims to be 40,000 people strong and has fought Myanmar’s military for years.

That would deal a further blow to a relationship that Israel’s military offensive in southern Gaza had already brought to its lowest point in decades. Benjamin Netanyahu and Israel are becoming increasingly isolated internationally, though experts say this could fortify the prime minister domestically. Israel’s longest-serving prime minister had been largely successful politically, but his personal style and alleged corruption turned many Israelis against him. Are there five courageous members of Likud willing to take the necessary action to move Israel beyond Netanyahu? That is unlikely to happen, however, as long as Netanyahu remains in power.

I had two thoughts on Friday as I listened to the chief judge of the International Court of Justice tell Israel to halt its military offensive in Rafah, the city in southern Gaza to which more than a million displaced people fled earlier in the conflict. The first was that the court’s ruling was unusually forceful: the judge said Israel “must halt” its military offensive in Rafah “immediately.” Many observers had not expected the court to issue such a direct order because it has no jurisdiction to impose similar requirements on Hamas, Israel’s opponent in the war. My second thought was that the court’s use of punctuation was definitely going to provoke debate. Here’s the key part of the ruling:The State of Israel shall, in conformity with its obligations under the Convention on the Prevention and Punishment of the Crime of Genocide, and in view of the worsening conditions of life faced by civilians in the Rafah Governorate: Immediately halt its military offensive, and any other action in the Rafah Governorate, which may inflict on the Palestinian group in Gaza conditions of life that could bring about its physical destruction in whole or in part. Sure enough, for several days some legal scholars have been arguing about whether the clause that begins “which may inflict” might put conditions on the order to “immediately halt.”Has Israel been told to halt its offensive, or to do so only if that offensive is about to partly or completely destroy Palestinians as a group?

CNN —The war in Gaza will likely continue through at least the end of the year, an Israeli official warned Wednesday, seeming to dismiss the idea that fighting would end after the military offensive against Hamas in Rafah. Israel’s national security adviser, Tzachi Hanegbi, said the year 2024 has been “defined as a year of combat” by Israel’s war cabinet. The Israeli government had previously signaled that entering Rafah would be the final stage of its war against Hamas, which attacked Israel on October 7, killing about 1,200 people and taking some 250 people hostage. In response, Israel launched a devastating offensive in Gaza which has killed more than 36,000 people, according to Palestinian officials. This resilience is what has allowed this nation to survive for 75 years, and even for 3,000 years before that.

Spain, Ireland and Norway are set to formally recognize a Palestinian state today — a move that will bolster the global Palestinian cause but has further strained relations between Europe and Israel. Nations that don't include staunch allies of Israel such as the United States and Germany. On May 10, a non-binding vote at the UN General Assembly showed overwhelming international support for an independent Palestinian state, leaving the US and a few of Israel’s allies isolated. Israel and the US maintain that a Palestinian state should only be established through a negotiated settlement. It comes after the International Court of Justice ordered Israel to immediately halt its military operation in Rafah.

CNN —Israeli military tanks were seen in central Rafah on Tuesday for the first time since the Israel Defense Forces (IDF) entered Gaza’s southernmost city earlier this month, two eyewitnesses told CNN. Alaa Abu Ibrahim, a Rafah resident, told CNN that Israeli tanks were seen at the Al Awda roundabout in the center of the city. Asked about reports of tanks advancing in the city, IDF spokesman Rear Admiral Daniel Hagari said at a media briefing on Tuesday that the military is operating in Rafah in a “targeted” and “precise” way. The Biden administration has warned against a large-scale ground invasion in Rafah unless the wellbeing of civilians can be guaranteed. “Even when we do find the cause of the fire that erupted it won’t make this situation any less tragic.”Israel’s advance deeper into Rafah comes despite the International Court of Justice (ICJ) ordering it to “immediately halt” its military operation there.

Nearly 300 aid trucks had crossed there in a single day just before the incursion. With international condemnation mounting, Prime Minister Benjamin Netanyahu of Israel said on Monday that the killing of dozens of people a day earlier at a camp for displaced Palestinians in Rafah was “a tragic accident,” but gave no sign of curbing the Israeli offensive in the southern Gaza city. The deadly fire that tore through the encampment on Sunday after an airstrike came at a particularly delicate time for Israel, just days after the International Court of Justice appeared to order the country’s military to halt its offensive in Rafah and as diplomats were aiming to restart negotiations for a cease-fire deal between Israel and Hamas. The Israel military said that the target of the strike in Rafah on Sunday was a Hamas compound, and that “precise munitions” had been used to target a commander and another senior militant official there. But at least 45 people, including children, were killed by the blast and by the fires it set off, according to the Gaza health ministry. The ministry said that 249 people were wounded.
