Chinese companies have gained ground in global patent holdings in the cybersecurity technology sector amid growing U.S.-China tensions, according to a report from Nikkei Asia on Sunday. Chinese firms such as Huawei and Tencent accounted for six of the top 10 global patent holdings in the cybersecurity technology sector as of August, based on data compiled by Nikkei in cooperation with U.S. information services provider LexisNexis. The report said that U.S. computer manufacturer IBM came out top with 6,363 patents followed by Huawei and Tencent with 5,735 and 4,803 patents respectively. Among the top 10 include Alibaba's financial arm Ant Group in sixth place with 3,922 patents, as well as Alibaba Group Holding with 3,122 patents, the Nikkei said. This comes as escalating tensions between the U.S. and China have pushed the latter and its homegrown firms to seek self-reliance in science and technology.

Worldline's (WLN.PA) stock slide, which saw around $4 billion wiped off its market value, is the latest wake-up call. COMMISSIONS CUTRevenue growth has suffered at payments firms as inflation has force European consumers to spend less, while investors fret about the euro zone slipping into recession. Some analysts say payments firms have also been caught napping, after a period of growth during COVID lockdowns. In a further sign of investor wariness, venture capital investment flows into European payment firms have also dried up. Now, it may leave private equity investors to pick up the pieces for payment service firms, analysts said.

Paris CNN —The French government has vowed action to “reassure and protect” the public as its capital Paris reports a “widespread” rise in bedbugs. The announcement comes as calls for government action from Paris officials and trade unions mount after several videos of bedbugs spotted in public transport and other locations such as cinemas have surfaced on social media. She added there was an “escalation” in numbers because bedbugs were increasingly resistant to insecticides. The news comes as Paris gets ready to host the 2024 Olympics Games, but officials say they are not worried. “There is no threat to the Olympic Games,” Gregoire said.

Paris CNN —France’s health minister has assured the French public that there’s “no reason for widespread panic” as Paris reports a “widespread” rise in bedbugs. “Bedbugs have been increasingly present in France for two or three years now, regularly peaking in the summer. French transport operators say they remain “vigilant” about bedbugs following reports of what were said to be sightings in public transport. During the third quarter, U.S. dealmaking contributed to a larger-than-usual share of global activity and offset a decline in volumes in Europe and Asia Pacific, accounting for about half of global volumes. Deal volumes in Europe and Asia Pacific fell 31% and 9%, respectively. To date, private equity deal volumes have slumped 48% to $313.73 billion, compared to the same period last year. Deal activity driven by activist shareholders was muted as several big-name activists reached settlements with corporate boardrooms. Dealmaking in technology, which typically accounts for the largest share of deal volumes, has fallen 51% so far this year.

Circuit Judge Stephanos Bibas sets the stage for what could be one of the first trials related to the unauthorized use of data to train AI systems. "This case continues to be about Ross’ theft of Thomson Reuters proprietary commentary, analysis, and organizational system," the spokesperson said. Thomson Reuters' 2020 lawsuit accused legal research company Ross Intelligence of copying Westlaw's "headnotes," which summarize points of law in court opinions. Thomson Reuters accused Ross of misusing thousands of the headnotes to train its AI-based legal search engine. "When we're picking search engines, we pick the best one and we let the customer easily change them," Cue said. But in other places around the world, the company still sees Google as offering the best experience, Cue said. Alex Wong/Pool via REUTERS/File Photo Acquire Licensing RightsWASHINGTON, Sept 25 (Reuters) - U.S. Federal Communications Commission chair Jessica Rosenworcel plans to begin an effort to reinstate landmark net neutrality rules rescinded under then-President Donald Trump, sources briefed on the matter said Monday. The FCC is set to take an initial vote on the net neutrality proposal in October, the sources added. In July 2021, Biden signed an executive order encouraging the FCC to reinstate net neutrality rules adopted under Democratic then-President Barack Obama in 2015. Circuit Court of Appeals ruled 3-0 that the 2017 decision by the FCC to reverse federal net neutrality protections could not bar state action, rejecting a challenge from telecom and broad industry groups to block California's net neutrality law. Days after Biden took office, the U.S. Justice Department withdrew its Trump-era legal challenge to California's state net neutrality law.

California lawmakers have sent a bill to Governor Newsom's desk that would require all large businesses in the state to provide a detailed accounting of their carbon emissions, including their Scope 3, or supply chain emissions. The bill, if adopted, would be the first of its kind in the nation to require carbon emissions reporting. Apple and Google , massive technology companies headquartered in California, support the move to require carbon accounting. Meanwhile, the California Chamber of Commerce opposes the bill, saying requiring emissions accounting will increase business operation costs for businesses and consumers. Also, Dickinson said that carbon accounting can be a helpful process for companies.

China publishes rules to boost data security in money brokering
  + stars: | 2023-08-30 | by ( ) www.reuters.com   time to read: +2 min
SHANGHAI, Aug 30 (Reuters) - China published rules on Wednesday aimed at boosting data security in the money brokering industry, five months after a disruption in data services caused two days of chaos in the country's $21 trillion bond market. Five financial watchdogs, including the central bank as well as forex and securities regulators, urged interdealer brokers to improve data and risk management, and safeguard data security. Interdealer brokers, when offering data services, "must not endanger national security, financial safety and public interest," the regulators said in a joint statement. Chinese regulators in March suspended the data feed business of money brokers, citing data security concerns, triggering a slump in bond trading turnover as many traders lost immediate access to real-time data. China has in recent years grown more concerned over data security and rolled out new laws and compliance requirements for companies.

REUTERS/Thomas Peter/File PhotoHONG KONG, Aug 9 (Reuters) - China will require all mobile app providers in the country to file business details with the government, its information ministry said, marking Beijing's latest effort to keep the industry on a tight leash. The new rule is primarily aimed at combating online fraud but it will impact on all apps in China, he said. Bishop said that in order to comply with the new rules, app developers now must either have a company in China or work with a local publisher. Use of such apps are not allowed in China, but they can be still downloaded from app stores, enabling Chinese to use them when traveling overseas. China already requires mobile games to obtain licences before they launch in the country and it had purged tens of thousands of unlicenced games from various app stores in 2020.

ESPN has held talks with some of the most powerful leagues in professional sports, including the National Football League, the National Basketball Association and Major League Baseball, about taking a minority stake in its business. Disney’s chief executive, Robert A. Iger, said in a CNBC interview last week that the company was “looking for strategic partners” that could help ESPN with either distribution or content. “But we want to stay in the sports business,” said Mr. Iger, whose contract with Disney was recently extended through 2026. Selling a stake in ESPN could give Disney a cash infusion as it faces pricey renewals with sports leagues including the N.B.A., which is sure to demand a premium for the rights to show its games in the coming years. Hearst, the owner of magazines like Cosmopolitan and information services like Fitch Group, owns a minority stake in ESPN.
