SEOUL, South Korea — North Korea test-fired a suspected long-range ballistic missile that is designed to strike the continental United States, its neighbors said Thursday, days before the U.S. presidential election. This would be the first ICBM launch since December for North Korea, a reclusive nuclear-armed state that has been ratcheting up its rhetoric against the U.S. and its allies South Korea and Japan. Japanese Defense Minister Gen Nakatani later said the missile fell into the sea off North Korea’s east coast around 8:37 a.m. He said the launch time of 86 minutes would be the longest ever for a North Korean missile test, and that it could be a new type of missile. North Korea has said the deployment is a “rumor,” while Russian President Vladimir Putin did not deny the reports when asked about them by NBC News last week.

Voters delivered a "harsh judgement" to the LDP, in the words of Prime Minister Shigeru Ishiba. Following that result, parties have 30 days to try to form a coalition government and pick a prime minister. It's still unclear what the exact makeup of a coalition government could look like, clouding the outlook for both economic policy and Ishiba's fate. Thong predicted there will be no significant changes to the country's defense policy, although he pointed out that "a major increase in [defense] exports may be challenging."

To distinguish this type of turbid Japanese alcohol from that of the ubiquitous and transparent sake, there are two distinct if slightly misleading categories: seishu (清酒), or clear sake, and doburoku (濁酒). However, when making doburoku, they are all simultaneously placed in with the yeast starter, causing the resulting mixture to be comparatively overflowing with sugars. For nearly as long as rice has been cultivated in Japan, doburoku has existed. In essence, all doburoku made from then on came to be called mitsuzoushu (密造酒), “secretly produced alcohol,” or moonshine. It’s still unclear if his ruling coalition with the junior partner Komeito can retain a majority. Ishiba has set a goal of retaining a majority of 233 seats for the ruling coalition between the LDP and its Buddhist-backed Komeito. But analysts say Ishiba’s LDP was expected to remain the top party in Japan’s parliament as voters are skeptical about the opposition’s ability and inexperience. There could be regrouping attempts among opposition parties to decide whether to cooperate among themselves or join the ruling coalition, political watchers say. Ishiba is expected to last at least until the ruling bloc approves key budget plans at the end of December.

Political wrangling could roil markets and be a headache for the Bank of Japan, if Ishiba chooses a partner that favours maintaining near-zero interest rates when the central bank wants to gradually raise them. “It makes me excited as one citizen of the nation, too, more than for usual elections,” she said. Going into the election, the Liberal Democrats still commanded the highest level of support, with just over 31 percent of voters endorsing the party in a poll by NHK, the public broadcaster. The Constitutional Democrats received support from less than 10 percent of voters surveyed. Seven disparate opposition parties came together to form a government, but it collapsed within just 11 months. In 2009, the Democratic Party of Japan won in a landslide victory as voters sought to punish the Liberal Democrats for failing to resuscitate the moribund economy.
