The new rules aim to disrupt the procurement networks that are funneling semiconductors and other technology to Russian forces, who then use them to wage war against Ukraine. They will give the U.S. government expanded authority to prevent products made with U.S. technology from being shipped to Russia, even if those products are manufactured in countries outside of the United States. The penalties also included the addition of 123 entities in Russia, Crimea, China, Turkey, Iran and Cyprus to a so-called entity list. Suppliers are barred from sending companies on the entity list certain products without first obtaining a government license. The government also added certain addresses in Hong Kong and Turkey to the list that were known to set up shell companies, meaning any further shell companies registered to those addresses would face trade restrictions.

Hong Kong CNN —Ukraine’s Foreign Minister Dmytro Kuleba urged Hong Kong to prevent Russia from using the Asian financial hub to bypass Western sanctions during a visit to the city on Thursday. Kuleba “called on the Hong Kong administration to take measures to prevent Russia and Russian companies from using Hong Kong to circumvent the restrictive measures imposed for Russia’s aggression against Ukraine,” according to a statement from Ukraine’s Foreign Affairs Ministry issued after the minister met with Hong Kong leader John Lee. “These restrictive measures are necessary to weaken Russia’s capacity to wage war and kill people in Ukraine,” it added. Cheng Pei Pei, a trailblazer for women in Asian martial arts cinema and a star of the 2000 blockbuster “Crouching Tiger, Hidden Dragon,” died on July 17 in the San Francisco Bay Area. Ms. Cheng was born on Jan. 6, 1946, in Shanghai. Trained in ballet and traditional Chinese dance, she began her acting career in Hong Kong in 1964 and became one of the stars of the wuxia genre of martial arts films. Her breakout role was in the mid-’60s kung fu classic “Come Drink With Me.”“Our mom Cheng Pei Pei wanted to be remembered for who she was: the legendary ‘Queen of Martial Arts,’” her family said in a statement. “She loved being an actress and knew, even with her hard work, how fortunate she was to have the career she had.”

Hong Kong CNN —A Wall Street Journal reporter in Hong Kong said she was fired after being elected to lead a press union that has come under attack by Beijing amid a national security crackdown. Selina Cheng, who was elected chair of the Hong Kong Journalists Association (HKJA) on June 22, said in a statement posted Wednesday on X that she had been terminated from her job covering China’s car sector earlier in the day. Both Hong Kong officials and Beijing state media have accused it of siding with protesters during the anti-government demonstrations in 2019, a charge the association has denied. But critics have increasingly bemoaned the territory’s shrinking press freedoms since Beijing imposed a national security on Hong Kong after the 2019 protests. “The Wall Street Journal has been and continues to be a fierce and vocal advocate for press freedom in Hong Kong and around the world,” he said.
