Goldman Sachs thinks that U.S.-traded shares of Barclays still have a long growth runway ahead, even after already beating the market so far in 2024. The firm initiated coverage of the banking stock with a buy rating and a 290 pence per share price target on Tuesday. Goldman analyst Chris Hallam forecasts that Barclays could grow its earnings per share twice as fast as peer firms through 2027, while a steep discount on the stock gives investors an attractive entry point. ""The Investment Bank [portion of Barclays' business] is at-scale but currently under-earning," Hallam said. Hallam noted Barclays stock currently trades at roughly six times its 12-month forward price-to-earnings ratio, compared to the wider group of banks covered by Goldman that trade at seven times forward P/E.

Embattled New York City Mayor Eric Adams said Monday that he's accepted the resignation of his deputy mayor for public safety, Philip Banks, the latest senior official to leave as the mayor fends off an indictment and calls to step down. All three Banks brothers have denied wrongdoing. An attorney for Philip Banks, Benjamin Brafman, said Monday that federal prosecutors had assured him his client was not a target of the investigation. In addition to seizing the phones of the three Banks brothers, federal investigators also took devices from the city's police commissioner, Edward Caban, and one of Adams' closest aides, Timothy Pearson. At a press briefing last month, Adams spoke of his close ties to the Banks brothers.

U.K. financial regulators hit British digital lender Starling Bank with a £29 million ($38.5 million) fine over failings related to its financial crime prevention systems. In a statement on Wednesday, London's Financial Conduct Authority said it had fined Starling "for financial crime failings related to its financial sanctions screening." Starling also repeatedly breached a requirement not to open accounts for high-risk customers, the FCA said. Since then, Starling has reported multiple potential breaches of financial sanctions to relevant authorities, according to the British regulator. The FCA said that Starling has already established programs to remediate the breaches it identified and to enhance its wider financial crime control framework.

Facebook parent company Meta on Wednesday said that it's working with two leading banks in the U.K. on an information-sharing arrangement to help protect consumers from fraud. Meta said that the tech has already been tested with multiple lenders in the U.K. "We will only beat these criminals if we work together and share relevant information related to scams. Meta has long faced calls from banks in the U.K. to do more to stop scammers from running rampant on its platforms, which include Facebook, Instagram, and WhatsApp. Meta already has policies in place banning promotion of financial fraud, such as loan scams and schemes promising high rates of returns.

The alleged schemes included promoting an AI tool that enabled customers to create fake reviews, advertising an AI lawyer that couldn't live up to real-world attorneys and failing to deliver on promises made about AI-assisted e-commerce businesses. "Using AI tools to trick, mislead, or defraud people is illegal," FTC Chair Lina M. Khan said in a statement. London CNN —“Millions” of people could fall victim to scams using artificial intelligence to clone their voices, a UK bank has warned. Starling Bank, an online-only lender, said fraudsters are capable of using AI to replicate a person’s voice from just three seconds of audio found in, for example, a video the person has posted online. These types of scams have the potential to “catch millions out,” Starling Bank said in a press release Wednesday. “People regularly post content online which has recordings of their voice, without ever imagining it’s making them more vulnerable to fraudsters,” Lisa Grahame, chief information security officer at Starling Bank, said in the press release. As AI becomes increasingly adept at mimicking human voices, concerns are mounting about its potential to harm people by, for example, helping criminals access their bank accounts, and spread misinformation.
