Macron was leaving Paris on Tuesday night and will “set up a mission” in the French territory, government spokesperson Prisca Thevenot told a press conference, without giving further details. He will be accompanied by Interior Minister Gérald Darmanin, Defense Minister Sébastien Lecornu, and Overseas Minister Marie Guévenoux, Darmanin told the National Assembly. CNN —The US embassy in London is refusing to pay more than $18.6 million in charges from unpaid congestion fees, according to Transport for London (TfL), which oversees the city’s vast transport network. The congestion charge was introduced in 2003 in order to stem traffic and pollution in central London. However, TfL is insisting that in agreement with the UK government, London’s congestion charge constitutes a service and not tax. As of December 31, 2023, a total of 161 embassies, high commissions and consulates owed more than $182 million combined in unpaid congestion charge fees, according to TfL data. According to TfL’s figures, the Japanese embassy owes the second highest amount from unpaid congestion charge fees, at around $12.8 million.

The authorities in New Caledonia, a semiautonomous French territory in the South Pacific, put a curfew in place on Tuesday and banned all public gatherings after protests against a proposed constitutional change turned violent overnight. France’s High Commission of the Republic in New Caledonia announced on Tuesday that a “massive mobilization” of security and defense forces has been sent to quell the protests. CNN —Human rights groups are calling for the release of a Saudi woman, who they say has been sentenced to 11 years in prison for supporting women’s rights and for the way she dressed. Manahel al-Otaibi, a 29-year-old fitness instructor and women’s rights activist, was sentenced during a “secret hearing” before the kingdom’s Specialized Criminal Court on January 9, 2024, Amnesty International and the London-based Saudi rights organization ALQST said in a joint statement Tuesday. Saudi Arabia’s authorities “must immediately and unconditionally” release Manahel al-Otaibi, as the decision to imprison her “directly contradicts the authorities’ narrative of reform and women’s empowerment,” Amnesty and ALQST said. “Manahel’s conviction and 11-year sentence is an appalling and cruel injustice,” said Bissan Fakih, Amnesty International’s Campaigner on Saudi Arabia. Al-Otaibi’s sentencing comes “amid an intensified crackdown on free speech in Saudi Arabia, including online expression,” the groups said.

CNN —A 64-year-old British man is receiving “critical care” after he was attacked by a shark 10 meters from the shore in Scarborough, Trinidad and Tobago. According to Farley Chavez Augustine, the Chief Secretary of Tobago, the man was attacked on Friday morning local time by what appeared to be a bull shark. The people accompanying the man “were trying to physically fight off the shark” after it attacked, Jakerov added. The Tobago House of Assembly offered a $10,000 Trinidad and Tobago Dollar reward (around $1,470 USD) for the successful capture of the shark, but later recalled this bounty. CNN —The United Nations has called for an “independent, effective and transparent investigation” into the discovery of mass graves at two Gaza hospitals that were besieged and raided by Israeli troops this year. A mass grave with 324 bodies was uncovered this week at the Nasser Medical Complex in the southern Gaza city of Khan Younis by Gaza Civil Defense workers following the withdrawal of Israeli forces from the area. When they returned this month after the Israeli military withdrew, they discovered the bodies had been dug up and placed in at least one collective grave, the stringer said. CNN —The UN human rights office described sexual violence in Haiti as “severely underreported and largely unpunished” in a harrowing report released Thursday that documented cases of rape and forced sexual relations with gang members, as well surging levels of gang violence in the country.
