MANILA, Philippines — Police in the Philippines said Wednesday that they had arrested three suspects in the kidnapping of an American in the country’s south and that they believe the victim, who was shot in the leg during the abduction, is still alive. Tokyo and Seoul CNN —North Korea conducted a suspected intercontinental ballistic missile test on Thursday morning, according to Japan’s Defense Ministry, which said it was believed to be the longest flight time yet for a North Korean missile. One person was detained Sunday after three people died in a house fire in Temple City.
