(Reuters) - The U.S. Department of Health and Human Services (HHS) on Wednesday declared a public health emergency (PHE) for the state of Georgia to deal with the ramifications of Hurricane Idalia. The hurricane hit Florida's Gulf Coast in late August with fierce winds, torrential rains and pounding surf before turning to southeastern Georgia, where floodwater trapped some residents in their homes. With the PHE declaration, healthcare providers and suppliers will have greater flexibility in meeting emergency needs of people covered by the Medicare and Medicaid health plans, the HHS said. "We are working closely with state and local health authorities, as well as our partners across the federal government, and stand ready to provide additional public health and medical support," said health secretary Xavier Becerra. The declaration waives certain requirements such as physicians or other healthcare professionals needing to hold licenses in the state in which they provide services.

CNN —Hurricane Hilary is rapidly intensifying in the Pacific Ocean southwest of Mexico on Thursday and is on track to deliver potentially significant rain and flooding to parts of the Southwest as a weaker system starting this weekend. One of those places is Death Valley, California, the hottest place on Earth. CNN —Devastating floods causing havoc across northern India have reached the iconic Taj Mahal in a rare event that experts warn could become a regular occurrence as the climate crisis brings ever more extreme weather. While floods occur regularly in the area during India’s monsoon season from June to September, experts say climate change is increasing their frequency and severity. India, the world’s most populous nation, is one of the countries worst affected by the climate crisis, according to the Intergovernmental Panel on Climate Change (IPCC) – potentially affecting 1.4 billion people nationwide. A new paper in Scientific Reports describes a fossil of the cat-sized mammal, Repenomamus robustus, locked in "mortal combat" with a Psittacosaurus that was three times as large. The newer fossil has quite a bit of evidence suggesting that the mammal was attacking the dinosaur. "I think the clincher is just the fact that the hind leg of the mammal is trapped within the folded hind leg of the dinosaur," Mallon said. "The question that comes up is, what is a mammal doing attacking a dinosaur that's so much larger than itself?"

June 18 (Reuters) - Evidence suggests this month's destruction of the huge Kakhovka dam in a Russian-controlled area of Ukraine resulted from an inside explosion set off by Russia, the New York Times said. "The evidence clearly suggests the dam was crippled by an explosion set off by the side that controls it: Russia," the Times said. Ukraine accuses Russia of blowing up the Soviet-era dam, under Russian control since early days of its invasion in 2022, unleashing floodwater across a large swath of the battleground, destroying farmland and cutting off water supplies to civilians. The Times cited engineers as saying only a full examination of the dam after the water drains from it can establish the sequence of events leading to the destruction.
