Myanmar’s junta has lost communications with senior officers at a major military base near the Chinese border, in a rare admission of battlefield failure after rebels announced they had taken control of the key regional army headquarters. A few years ago, the organizers of one of the largest U.S. exercise programs for people with Parkinson’s disease realized they had a problem: Most of the students were white. But people who run Parkinson’s exercise programs in a handful of U.S. cities describe great difficulty in recruiting Black people. Johnson said his Chicago-area initiative offered a free six-month exercise program for Parkinson’s patients and increased marketing in the Black community but got little traction. When a white person shows up at the doctor’s office with such symptoms, a doctor would likely recognize them as signs of Parkinson’s, said Bernard Coley, an advocate for people with Parkinson’s disease, especially those in underengaged communities. After his less-than-successful efforts to recruit Black Parkinson’s patients into his exercise program in Chicago, Johnson concluded that the fact that he’s not Black is an “important factor.”Leventhal, who runs the Parkinson’s exercise program in New York, has come to the same conclusion.

CNN —Authorities in the city of Moscow are offering a record signing-on bonus for new recruits to fight in Ukraine, in the latest sign of a scramble to boost Russian troop numbers. Moscow Mayor Sergey Sobyanin introduced the one-time signing bonus of 1.9 million rubles (about $22,000) for city residents who join the military, according to a statement on Tuesday. Putin initially ordered an immediate “partial mobilization” of Russian citizens in September 2022 following a string of defeats that caused recriminations in Moscow. CNN —For many nations — not least the US — the upcoming Paris Olympics will take place against a background of deep political and social division. If you saw any of the European Athletics Championships events last month, you may well have been struck, as I was, by just how many Black athletes featured on podiums. At the Summer Olympics, the USA team will also feature numerous Black athletes, including gymnast Simone Biles, sprinter Sha’Carri Richardson and the (current) fastest man on earth, Noah Lyles. As you watch the Olympics this summer, take note of the sports in which Black people represent the USA and European countries. So no, Black athletes are not naturally better at some sports — they take the narrower opportunities open to them and work incredibly hard on their self-belief to make it to that podium.

Under the court’s orders, Bangladesh will now reserve only 5 percent of government jobs for the children and grandchildren of those who fought for the country’s independence from Pakistan in 1971, according to Shah Monjurul Hoque, a lawyer representing student groups. That is down from a quota of 30 percent for the group. The court ruling also orders the reduction of quotas for some other groups, and abolishes quotas for women and those from certain districts. It cuts the quota of jobs for ethnic minorities to 1 percent, down from 5 percent, but leaves in place the 1 percent of jobs that are already reserved for those with disabilities. In all, the ruling shrinks the number of reserved jobs to 7 percent from 56 percent, a move that will open up many more civil service jobs to university students, who had called the old system unfair and demanded its reform.

A 19-year-old man, Thuong Oo, stood in the middle of the group, shouting into a megaphone. The police had killed Mr. Oo’s 13-year-old brother, Nyah Mway, two days earlier and he was angry. Late on June 28, an officer shot Nyah after the boy had been seen with what turned out to be a pellet gun and was tackled to the ground. “I went to the hospital and they said they had a shootout with my brother,” Mr. Oo told the crowd. “But I watched the video and it said different things, so it doesn’t make any sense.”Many of those encircling Mr. Oo were members of the Karen, a refugee ethnic group from Myanmar, and almost all them were young.
