Social media giant Meta announced Monday that it is banning Russian media outlet RT, days after the Biden administration accused RT of acting as an arm of Moscow’s spy agencies. “After careful consideration, we expanded our ongoing enforcement against Russian state media outlets. U.S. officials then accused RT of carrying out covert information warfare operations around the world on behalf of Russia's spy agencies. The Biden administration is imposing sanctions on a state-funded broadcaster that oversees RT, TV-Novosti; another state media company, Rossiya Segodnya; and its director, Dmitry Kiselyov, officials said. Meta started limiting Russian state-controlled media two years ago.

Instagram will automatically apply the new “teen accounts” settings to all users under the age of 18. The revision will allow teen users to receive messages only from people they are already connected to. The shift limits the types of “sensitive” content teens can see on their Explore page and in Reels, such as posts promoting cosmetic procedures. Teen users will also receive time limit reminders nudging them to leave after spending 1 hour on the app each day. The company says it is implementing artificial intelligence technology that will aim to identify teen accounts that may have wrongly listed an adult birthdate.

CNN —Former Manchester United coach Benni McCarthy says the Red Devils can finish in the top four this season, but are still behind the likes of Manchester City, Arsenal and Liverpool in the English Premier League (EPL) title race. Meta is teaming up with Snapchat and TikTok as part of a new initiative to prevent content featuring suicide or self-harm from spreading across the social media platforms, Meta said Thursday in a blog post. Under Thrive, Meta will identify content that features suicidal themes or self-harm and flag that content to TikTok and Snapchat so they can also investigate if the same or similar content has been posted to those apps. When content featuring suicide or self-harm is identified on a Meta platform, it will be assigned a number known as a “hash,” according to the spokesperson. Social media platforms, including Meta, TikTok and Snapchat, have long been criticized for not doing more to moderate content that teens consume, including video and images of self-harm. In its blog post Thursday, Meta said that it removed 12 million pieces of content featuring suicide and self-harm from Facebook and Instagram from April to June.

New York CNN —Meta’s Oversight Board has found that the phrase “From the River to the Sea,” used to express Palestinian support, did not break the company’s hate speech policies. The Board said it reviewed three cases involving the use of “From the River to the Sea” on Facebook and said that all appeals to remove the content were closed without human review. Those users then appealed to the Board, which exists for users to challenge Meta’s appeals process on Facebook, Instagram or Threads. In Germany, using the slogan “From the river to the sea” is now a criminal offense. The slogan used in the cases had wide reach through Meta’s platforms.

CNN —An Iranian hacker group targeted the WhatsApp accounts of individuals associated with the administrations of President Joe Biden and former President Donald Trump, Meta announced Friday. Meta said its investigation linked the efforts to a group called “APT42,” known for using phishing tactics to steal credentials to people’s online accounts. Meta’s security team blocked a cluster of accounts posing as support agents for various tech companies, an activity it linked to APT42. The center said it collected the abusive comments this summer from the Instagram accounts of 10 female officeholders — five Republicans and five Democrats. Some comments included explicit language about rape, injury or death in connection with the female politicians, and Instagram left them up, the center said. The center said 92% of 105 abusive comments targeting Harris were still online a week after it reported them to Instagram. About 1 in 25 replies to female politicians on Instagram are likely to be toxic, according to the center’s analysis of a set of 421,361 comments. Of the 1,000 samples researchers examined, 221 comments were from accounts that had previously targeted the female politicians in the study, it said.

New York CNN —Meta failed to remove an explicit, AI-generated image of an Indian public figure until it was questioned by its Oversight Board, the board said Thursday in a report that calls on the tech giant to do more to address non-consensual, nude deepfakes on its platforms. The report is the result of an investigation the Meta Oversight Board announced in April into Meta’s handling of deepfake pornography, including two specific instances where explicit images were posted of an American public figure and an Indian public figure. But in the case of the Indian public figure, although the image was twice reported to Meta, the company did not remove the image from Instagram until the Oversight Board took up the case. “Meta determined that its original decision to leave the content on Instagram was in error and the company removed the post for violating the Bullying and Harassment Community Standard,” the Oversight Board said in its report. The push to fight non-consensual deepfakes is just part of Meta’s larger efforts to prevent the sexual exploitation of its users.

None of the country’s largest social media platforms responded to repeated questions from CNN over multiple days this week about what actions they have taken in response to misinformation and conspiracy theories circulating about the Trump rally shooting. And what the public experienced on social media in the moments after the attack on Trump is a sign of what’s to come, said Imran Ahmed, CEO of the Center for Countering Digital Hate (CCDH), a social media watchdog group that advocates for tighter regulation of the platforms. “It can’t make a safe social media product that does politics and civic stuff, and so it just got out of that business.”Baybars Orsek, managing director of the fact-checking organization Logically Facts, said these and other changes by social media platforms have made working with them in the last few years more challenging. The decision effectively means the US government can continue to flag misinformation threats to social media companies in the runup to the 2024 election. Washington CNN —Meta will now remove posts containing the term “Zionist” when used in conjunction with antisemitic tropes or dehumanizing rhetoric, the company said Tuesday, in an expansion of its current hate speech policies. The decision follows what the company described as a months-long inquiry into how the term has historically been used and how it is currently being used on social media, particularly as the war in Gaza continues. “We have determined that the existing policy guidance does not sufficiently address the ways people are using the term ‘Zionist’ online and offline,” Meta said in a blog post. Meta said it met with more than 145 historians, civil rights groups, legal and human rights experts, and free speech advocates from around the world in reaching its decision. The company said it also asked its quasi-judicial oversight board to issue guidance on how it should moderate posts that accuse groups labeled with “proxy terms for nationality (including Zionists)” of war crimes.

London CNN —Facebook parent Meta has been accused of breaking Europe’s new digital competition rules over its “pay or consent” advertising model. Late last year, Meta (META) launched a service called “Subscription for no ads,” allowing European users of Facebook and Instagram to pay up to €12.99 ($14) a month for ad-free versions. The alternative is to accept versions with personalized ads. “’Subscription for no ads’ follows the direction of the highest court in Europe and complies with the DMA,” a Meta company spokesperson told CNN. “We look forward to further constructive dialogue with the European Commission to bring this investigation to a close.”This is a developing story and will be updated.
