President-elect Donald Trump is expected to nominate Sen. Marco Rubio of Florida for secretary of state in his administration in the coming days, according to three sources familiar with the selection process. Foreign policy is one of the few areas in which there is a deep philosophical disagreement among Trump's base. But there remains a different strain of foreign policy thinking among even prominent Trump supporters. Even though Rubio is an avowed Trump supporter, the perception is that he was one of the "less MAGA" options, a Trump ally told NBC News. Nearly 63% of the US population has fluoridated water flowing through their taps, according to the Centers for Disease Control and Prevention (CDC). Hawaii is the only US state without any fluoride in municipal taps; fluoridated water is only available there on military bases. As such, fluoridated water is now mandated on any military base with more than 3,300 people. Rumors have circulated that drinking fluoridated water can lead to bone cancer (osteosarcoma), but long-term studies from both the UK and US haven't found any credible evidence of higher rates in areas where people drink fluoridated water. Their review concluded that some studies of fluoride consumption have found links between higher fluoride water levels and lower IQs in kids.

The rule, proposed nearly a year ago, was mandated by the Inflation Reduction Act, which could make it more difficult for the second Trump administration to dismantle. The methane fee will be charged by the federal government until the companies fix the leaks. This fee was paired with financial incentives for oil and gas companies to fix leaky pipelines or infrastructure. The rule could prove tricky for the incoming Trump administration to overturn because the program was included in Biden’s climate law, which passed Congress in 2022. Undoing it would take another act of Congress; while not impossible if Republicans take the House of Representatives, it could be an uphill climb and take longer than if the Trump administration were acting on its own.

KABUL, Afghanistan — The Taliban will attend a U.N. climate conference for the first time since their takeover of Afghanistan in 2021, the country’s national environment agency said Sunday. Matiul Haq Khalis, the agency’s head, said the delegation would use the conference to strengthen cooperation with the international community on environmental protection and climate change, share Afghanistan’s needs regarding access to existing financial mechanisms related to climate change, and discuss adaptation and mitigation efforts. Experts told The Associated Press that climate change has led to numerous and negative impacts on Afghanistan, creating serious challenges because of the country’s geographical location and weak climate policies. Professor Abid Arabzai, from Kabul University, said the climate conference would help to secure international assistance and funding to address Afghanistan’s climate challenges. “Afghanistan can clarify its climate actions and commitments to the global community, enhancing its international reputation,” Arabzai said.

A tropical disturbance in the Caribbean is likely to become a hurricane as it passes over Cuba and into the Gulf of Mexico by midweek, federal forecasters said Sunday. The Air's Force 53rd Weather Reconnaissance Squadron, using Super Hercules fixed-wing aircraft, got a close look Sunday, the hurricane center said in an afternoon forecast discussion. Still, the upward movement of warm air and precipitation wasn't intense enough to call the disturbance a tropical depression, the hurricane center said. At 39 mph it becomes a tropical storm, which could happen early Tuesday, according to hurricane center forecasts. Storm threatsIn the meantime, the hurricane center said, hurricane conditions are possible within 48 hours on the Cayman Islands.
