Authorities found a former Ecuadorean vice president, Jorge Glas, in a “deep self-induced coma” in jail on Monday, just days after he was captured by the police in a dramatic arrest inside the Mexican embassy in Quito. Mr. Glas ingested anti-depressants and sedatives, according to a police report, and was being transferred to a military hospital for observation. The former vice president faces a charge of embezzlement in Ecuador, and he had sought refuge in the Mexican embassy in an attempt to avoid arrest. He became the subject of a diplomatic scuffle last week when police in Quito entered the embassy and successfully captured him, eventually transferring him to a detention center in the large port city of Guayaquil. A 1961 diplomatic treaty says that governments cannot enter foreign embassies without permission from the embassy’s host country, establishing a line that has been crossed only on rare occasions.

Jesus Campos said he worked at Brawner Builders alongside the men missing after a bridge collapse in Baltimore. “We’re low-income families,” said Jesus Campos, who has worked at the construction company, Brawner Builders, for about eight months. CNN —The Senate on Thursday confirmed career foreign service member Dennis Hankins to be US ambassador to Haiti, where widespread violence has brought social order to the brink of collapse. The unrest has forced tens of thousands of people to flee their homes and prompted United States, Germany and European Union embassies in Haiti to evacuate personnel. Hankins’ confirmation comes after Haiti’s Prime Minister Ariel Henry announced on Monday that he would resign following weeks of chaos. CNN —Manuel Rocha, the former US ambassador to Bolivia accused of acting as a secret foreign agent of Cuba, said in court Thursday that he plans to plead guilty to charges, according to his court docket. During a hearing in Miami Thursday, Rocha and prosecutors “announce[d] the Defendant will be changing his plea,” according to the court docket. The court record does not give any information about what charges Rocha plans to plead guilty to. Rocha served as the US ambassador to Bolivia from 2000 to 2002 and as the deputy principal officer of the US Interests Section in Cuba in the 1990s. His role as the political officer at the US Embassy in the Dominican Republic gave him “special responsibility” for Cuba, prosecutors alleged.

WASHINGTON (AP) — The United States will resume a long-suspended Peace Corps program in the North Pacific island of Palau as the Biden administration continues moves to counter growing Chinese influence in the region. “Volunteers will live and work side-by-side with community partners to improve childhood literacy and math and science skills, along with teaching English as a foreign language,” Peace Corps director Carol Spahn said in a statement. Palau’s president, Surangel Whipps, said the return of the Peace Corps reflects the strong relationship between his nation and the United States. Peace Corps officials said they hope that with congressional funding the Palau reopening will be the first of several new programs it will restart in the Pacific.
