Biden contradicted Zelenskyy's claim that the missile that hit Poland was not Ukrainian. Poland and NATO also say the missile was likely a Ukrainian defense missile that accidentally hit Poland. Russia bears ultimate responsibility as it continues its illegal war against Ukraine," NATO General Secretary Jens Stoltenberg said on Wednesday. REUTERSZelenskyy and other Ukrainian officials immediately blamed Russia after the missile fell, dismissing suggestions that the missile was Ukrainian. Ukraine's defense ministry was also restrained when commenting to CNBC on Wednesday.
Polish President Andrzej Duda said on Wednesday that access to the site of the explosion would require the agreement of both countries leading the investigation, Poland and the United States. "The Ukrainians asked for access to the site of the investigation. You see shots over Ukraine, fighting over Ukraine, and at some point, in a very short time, you see a certain sequence of events," he added. Ukraine's President Volodymyr Zelenskyy said he had "no doubt" that his country was not to blame for a missile strike that hit a Polish village, killing two people, despite NATO's initial assessment that the blast took place as Ukraine was trying to defend itself against Russia. Zelenskyy said on Ukrainian TV Wednesday that his top military commanders had assured him that "it was not our missile and not our missile strike" that was the cause of Tuesday's incident, which provoked an international furor and fears that a wider conflict between NATO and Russia could erupt. "I have no doubt in [Tuesday's] report to me personally — from the Commander of the Air Force to Commander-in-Chief [Valery] Zaluzhny — that it was not our missile and not our missile strike," Zelenskyy said. If someone says that this is our rocket, should we be in a joint investigative group? Suspicions as to who was behind the attack fell on Russia, particularly given a huge barrage of missile strikes that its forces had inflicted on cities across Ukraine during Tuesday.

Oil prices settled higher on Tuesday after oil supply to parts of Eastern and Central Europe via a section of the Druzhba pipeline was temporarily suspended, according to oil pipeline operators in Hungary and Slovakia. “From all accounts, China is persisting with its zero-COVID policy, which is a natural dampener for oil market sentiment,” said Vandana Hari, founder of Vanda Insights in Singapore. That has dampened the oil demand growth outlook, with the International Energy Agency (IEA) forecasting demand growth to slow to 1.6 million bpd in 2023 from 2.1 million bpd this year. Earlier, the Organization of the Petroleum Exporting Countries (OPEC) cut its forecast for 2022 global oil demand growth for a fifth time since April citing mounting economic challenges. Industry data showing a bigger-than-expected drop in U.S. crude stockpiles provided some support to oil prices.

Members of the police searching the fields near the village of Przewodow in Poland on November 16, 2022. Preliminary analysis, as previously reported, suggests that the incident was caused by a Ukrainian air defense missile fired to intercept a Russian missile. The comments come after the alliance's North Atlantic Council held an emergency meeting following a missile strike that hit Poland on Tuesday night, killing two civilians. Those assessments came after Biden said Tuesday that it was "unlikely" the missile was fired from Russia, citing the trajectory of the rocket. President Andrzej Duda of Poland said Wednesday that there was no indication that this was an intentional attack on Poland.
Ukraine rushed to claim the incident was a deliberate Russian attack, while the US and others urged caution. On Tuesday, Zelenskky called the strike in Poland a Russian "attack on collective security." And in a Wednesday morning speech, he called the incident a Russian "missile attack" and said separately that Polish citizens were killed because of "Russian missile terror." "Ukrainian forces, countering a massive Russian attack, launched their missiles yesterday to shoot down Russian missiles. Kyiv's forces have executed successful counteroffensives in the northeast and south, and they recently captured Kherson — an early Russian war win which had been under Russian occupation for most of the war.

Military alliance NATO and member Poland said the missile was probably a stray fired by Ukraine's air defenses and not a Russian strike, easing international fears that the war could widen. Ukrainian President Volodymyr Zelenskiy demurred, saying there was no doubt the missile was not Ukrainian. Two people were killed by the missile in a Polish village near the Ukraine-Poland border on Tuesday, the same day Russia fired scores of missiles at cities across Ukraine, targeting its energy grid and worsening power blackouts for millions. The British and Polish ambassadors to the U.N. echoed the statement that Russia's invasion was ultimately to blame for the explosion in Poland.
