It was the winter of 2021 when Philbert Shorty’s family found his abandoned car stuck in the mud outside the small community of Tsaile near the Arizona-New Mexico state line. Motorbikes — the preferred mode of transport in Vietnam — are piling up in impound lots in Ho Chi Minh City as it becomes more cost effective for some owners to abandon them than to pay the fines to get them back. The city, Vietnam’s financial center, has gotten more aggressive in targeting drunken driving in recent years by raising fines and confiscating vehicles. Those fines are now often higher than the value of the vehicles, which many drivers are not reclaiming, officials say. Now the police are wondering what to do with them.

LONDON (AP) — Police in England say a drunken driver did the right thing after doing the wrong thing. An emergency dispatcher received an unusual call just before noon Monday when a motorist reported he was driving drunk and said he “doesn’t know what he is doing,” North Yorkshire police said. “Man calls the police to report that HE is a drink driver,” police said, using the British term for the offense. When officers arrived, the 52-year-old man was in a van on the side of the road. He was arrested Monday and held in custody and released after being charged Tuesday with drunken driving in Harrogate Magistrates’ Court.
