Justin Wayne Halstenberg, 34, is alleged to have set off three different fires last week, San Bernardino County Sheriff Shannon Dicus said Thursday. Hundreds of people gathered several days ago outside a detention center known as “Zone 7” in Caracas, the Venezuelan capital, huddled around lists of prisoners, as they clutched plastic bags filled with meals they had packed for the inmates inside. Eager for information about their detained loved ones, many told remarkably similar stories of sons, daughters and siblings arrested riding motorbikes, walking home from work, coming out of a bakery or stopping by a relative’s house in the days following Venezuela’s disputed presidential election. They described arrests both sweeping and selective. And no one had been told what criminal charge their relatives faced. The Venezuelan government has mounted a furious campaign against anyone challenging the declared results of the vote, unleashing a wave of repression that human rights groups say is unlike anything the country has seen in recent decades.

The report comes three years after the department launched a federal investigation into alleged widespread abuse and harsh practices within the Texas Juvenile Justice Department, which takes in hundreds of young people every year. Clarke also noted that about 80% of Texas children in the lockups are Black or Hispanic. Mental health concerns, such as suicidal ideation and self-harm, were ignored while children were routinely punished for their behavior, according to the federal report. But it hasn’t been enough.”In 2021, the Justice Department opened an investigation into Texas’ five juvenile facilities after advocates filed a complaint. Texas is not the only state facing federal investigations by the government, or lawsuits from former incarcerated children over harsh conditions in youth lockups.

CNN —Far-right lawmakers and protesters breached the perimeter of a controversial Israeli detention facility for Palestinians on Monday, after the Israeli military confirmed it was investigating soldiers over the alleged abuse of a prisoner. Israeli Prime Minister Benjamin Netanyahu called for immediate calm at Sde Teiman and condemned the break-in at the base in a statement on Monday. Last month, Halevi said the military had launched a probe into allegations of mistreatment at Sde Teiman, as well as at Anatot and Ofer. As part of CNN’s investigation into Sde Teiman, three Israeli whistleblowers said that Palestinian detainees at the base were constantly blindfolded and held under extreme physical restraint. The account tallied with details of a letter authored by a doctor working at Sde Teiman published by Ha’aretz in April.

☆ A store clerk stole a $1 million lottery ticket, authorities say

One winning ticket had a prize of $40 and the other was the $1 million ticket. A clerk at the gas station stole the ticket and tried to collect the prize, authorities said. Store video obtained by investigators of the Tennessee Lottery shows Meet Patel scanning the tickets, according to authorities. Patel then placed the $1 million ticket in the trash, authorities said. Later, the video allegedly shows him taking out the trash, after which he removes the winning ticket and puts it in his pocket.
