LOS ANGELES (AP) — City crews on Friday took an initial step toward securing an unfinished complex of downtown Los Angeles high-rise towers that have been vandalized with graffiti and used for dangerous social media stunts after the developer ran out of money. Workers began removing scaffolding protecting a temporary walkway that officials say said has helped helped trespassers enter the property. “They were able to hide inside the walkway area and tunnel their way in by tearing holes in the fence,” police Sgt. “We don't want that to happen here.”Photos You Should See View All 33 ImagesThe towers were going to house a hotel and luxury condominiums, but the project stalled in 2019 when the Beijing-based developer ran out of money, the Los Angeles Times reported. City Councilmember Kevin de León, who represents the area, has said a developer is needed to complete construction.

Streaming companies turned a blind eye to password-sharing for years. Users of the family-oriented streaming platform received emails this week notifying them of changes to the terms of service. The new terms note that different service tiers may permit some degree of password-sharing — if you're willing to pay. Disney's updated terms of service are almost identical to those of Hulu and ESPN+, which were also announced on January 25. Iger's comments came in the wake of Netflix's successful crackdown earlier last year, when the streaming giant announced it would start charging $8 for users outside the household.

(Reuters) - A large blaze at a garbage dump outside Panama City blew a toxic smoke in the country's capital on Friday, forcing evacuations as firefighters battled to put out the flames that authorities said were likely caused by arson the night before. "Everything points to the fire being started deliberately," firefighter chief Ernesto de Leon told a press conference. Health Minister Luis Francisco Sucre told reporters evacuations were being effected to protect residents from the flames and toxic gases. Videos on social media showed a helicopter flying above the thick gray smoke spraying down water as birds scatter overhead. Since 6 a.m. some 7,360 gallons (around 28,000 liters) of water have been sprayed over the area, authorities told reporters, saying some 60% of the blaze was controlled and this could reach 90% by Saturday.

SACRAMENTO, Calif. (AP) — California's wide-open U.S. Senate race shifts to Sacramento on Saturday as the leading Democratic candidates work to woo activists in search of a state party endorsement ahead of the March primary. The state's last two U.S. Senate races — in 2016 and 2018 — each featured two Democrats. The Senate candidates will each take turns speaking during a forum shortly before delegates cast their votes. An endorsement from the state Democratic Party can boost a campaign in a competitive primary, but it doesn't necessarily signal how the wider electorate feels about the race as party delegates tend to be more liberal. “The reality is, is that you can’t win the House if you don’t win seats here in California."

The distinction is politically significant as the public has become increasingly frustrated over homeless camps in Los Angeles and other California cities, seeing them as a blight on neighborhoods and a threat to public safety. Some critics were quick this weekend to suggest that homeless campers might have been responsible for the latest blaze, which shuttered a freeway traversed by about 300,000 vehicles daily. “It’s an ongoing issue, but I don’t want to conflate it with the source of this fire,” Mr. de León said. “We need to see where the investigation goes.”Mayor Karen Bass of Los Angeles similarly urged caution and asked the public to refrain from jumping to conclusions about who had set the fire. There is no reason to assume that the origin of this fire or the reason this fire happened was because there were unhoused individuals nearby.”

In a report published Monday, the London-based Environmental Investigation Agency urged global investors in the three firms - Beijing Tong Ren Tang group (600085.SS), Tianjin Pharmaceutical group (600329.SS) and Jilin Aodong Pharmaceutical Group (000623.SZ) - to divest their stakes. The group said it focused on the pharmaceutical companies because they are publicly listed, and display products that include leopard or pangolin parts on their websites. Beijing Tong Ren Tang and Tianjin Pharmaceutical group did not respond to several emails and calls from Reuters asking for comment. Jilin Aodong Pharmaceutical Group could not be reached for comment. The environmental group said Deutsche Bank, HSBC Holdings, Citigroup and BlackRock did not respond to its queries.

Chipotle said it plans to keep 53 college-town stores open until midnight on Halloween. The chain said it is targeting college towns popular with Gen Z, a group that likes to eat late. But instead of going national with its late-night business, Chipotle is targeting "college towns that eat the most Chipotle," the chain announced Wednesday. The fresh-Mex chain, which has more than 3,250 restaurants, said 53 college towns will stay open until midnight on Halloween – a busy night for the brand. "Over the past two years, Chipotle has seen a 30 percent increase in transactions after 8 p.m. on Halloween and 81 percent of 18- to 26-year-olds surveyed reported wanting to see Chipotle open until midnight," the chain said.

In another dispute, Warsaw resisted a German offer to station Patriot missile air defence units in Poland before eventually agreeing to it. Among the sticking points, one German source said Poland was asking for too much money for the repair works. Another source, a German diplomat, said the talks failed partly because German companies were reluctant to share technical information. CNN —Guatemalan President-elect Bernardo Arévalo de León has announced he is temporarily suspending the presidential transition process after Public Ministry agents raided electoral facilities and opened voting boxes. The president-elect denounced the raids, during which Public Ministry agents opened ballot boxes and photographed their contents, according to the Supreme Electoral Tribunal. The Public Ministry is investigating allegations that Movimiento Semilla – Arévalo’s Party – used forged signatures when it was seeking authorization as a political party. Giammattei said the presidency is willing to resume the transition process and described Arévalo’s decision to suspend it as “unilateral.”The Supreme Electoral Tribunal of Guatemala (TSE) held its own press conference to denounce the latest actions of the Public Ministry. Irma Palencia, the TSE’s president, said those actions had put the Guatemalan electoral system and democracy “at risk” and had violated the “civic rights of citizens expressed at the polls.”

MEXICO CITY (AP) — A Mexican Supreme Court ruling that invalidated all federal criminal penalties for abortion continued a regional trend of widening access to the procedure, but left in place a patchwork of varying state restrictions. Political Cartoons on World Leaders View All 226 ImagesPolitical Cartoons View All 1146 ImagesSome 20 Mexican states, however, still criminalize abortion. Those laws were not affected by the Supreme Court ruling, but abortion rights advocates will likely ask state judges to follow its logic. Abortion-rights activists will have to continue seeking legalization state by state, though Wednesday's decision should make that easier. Some American women were already seeking help from Mexican abortion rights activists to obtain pills used to end pregnancies.

MEXICO CITY (AP) — Mexico’s Supreme Court threw out all federal criminal penalties for abortion Wednesday, ruling that national laws prohibiting the procedure are unconstitutional and violate women’s rights in a sweeping decision that extended Latin American’s trend of widening abortion access. Some 20 Mexican states, however, still criminalize abortion. After 40 years, the Supreme Court reversed its abortion decision, and we’re not going to stop until Mexico guarantees the right to life from the moment of conception." “The God of Good Looks,” by Breanne Mc Ivor. I really wish more authors would write popular fiction about the climate crisis, set in the here and now. Most of what gets called “climate fiction” falls into the category of science fiction/fantasy. Where are the popular books to accompany the building of a popular movement? In my early 20s, a dusty used paperback changed the way I saw spy fiction.

The German-made Leopards were at the centre of a public spat earlier this year after Belgian Defence Minister Ludivine Dedonder said the government had explored buying back tanks to send to Ukraine but had been quoted unreasonable prices. Freddy Versluys, CEO of defence company OIP Land Systems, bought the tanks from the Belgian government more than five years ago. The German Defence Ministry had no immediate comment. Several of Kyiv's Western allies agreed earlier this year to send modern Leopard 2 tanks to Ukraine and also to send older Leopard 1 models. A spokesperson for the Belgian defence ministry declined to comment on the sale of the tanks.

Ukraine has received various Western tanks, weapons systems, fighting vehicles, and armor. But Russia has often sidelined the assets with trenches, anti-tank mines, and fortified defenses. An expert told Insider the West's piecemeal rollout gave Russia time to adapt to each weapons system. Landmines, booby traps, and trip wires are a favorite Russian tactic, turning Ukraine's environment against Kyiv's own troops. To deal with Ukraine's mine clearers and sappers, Russia has stacked anti-tank mines to destroy de-mining equipment that can only handle so much explosive force.
