Hurricane Rafael has turned to the west after lashing Cuba where it knocked out the country’s electrical grid, leaving its 10 million residents in the dark. A disturbance in the Caribbean strengthened into Tropical Storm Rafael on Monday afternoon. Rafael is the 17th named storm of the Atlantic hurricane season, and will be the 11th hurricane if it strengthens further, as expected. The storm system is expected to approach the United States later in the week, the hurricane center said, and a tropical storm watch was issued Monday afternoon for the lower and middle Florida Keys and for the Dry Tortugas. MANILA, Philippines — Police in the Philippines said Wednesday that they had arrested three suspects in the kidnapping of an American in the country’s south and that they believe the victim, who was shot in the leg during the abduction, is still alive. Two of the suspects in the Oct. 17 kidnapping of Elliot Onil Eastman, 26, in Sibuco town in Zamboanga del Norte province surrendered separately and pointed to a third suspect, who was arrested in Sibuco, police officials said. Three other suspects, who may be holding Eastman, have been identified, police said, adding that more people could be involved. He has been posting Facebook videos of his life in Sibuco, a remote and poor coastal town, where the suspects spotted him, Galvez said. Joe Kovach is trying to find the owner of a ring found among the debris left behind by Florida's two recent hurricanes. It is likely the owner of the ring is from Crystal Beach, Ozona, or Palm Harbor, Kovach said. He did not include a photo or description of the ring to ensure it is returned to the rightful owner who can accurately describe it.
