The alleged shooter, John Sawchak – Moturi’s neighbor – surrendered around 1:24 a.m. Monday, following an hourslong standoff with police, O’Hara said at a news conference early Monday. Sawchak has been charged with attempted murder, felony assault, and stalking and harassment for allegedly shooting Moturi, the Hennepin County Attorney’s Office said in court filings. By the time of his arrest, Sawchak had a yearslong history of harassing, threatening and attacking his neighbors, with three active warrants against him – including one for threats against Moturi. Court documents state that Sawchak shot his neighbor in the neck with a firearm from an open upstairs window. Moturi told them that his neighbor had threatened to shoot him “if he touched a specific tree.” While Moturi was cutting the tree, he was shot. The chief said Sawchak has not been arrested because he is “mentally ill” and possesses firearms. O’Hara said anyone who suggests that police do not want to arrest Sawchak is “simply wrong.” Frey’s office did not immediately respond to a request for comment. In January 2016, he allegedly verbally harassed a neighbor while holding a knife and threatened to kill a neighbor, the documents say.

Venice, Italy CNN —It caused ripples of confusion among tourists and anger among locals, but the Venice entry fee for day-trippers is here to stay. The fee structure will be changed, as well – from a flat 5 euro ($5.40) in 2024 to a two-tier system. Visitors who pay the fee more than four days ahead of their visit will pay the 5 euro fee. The council has not said how it plans to enforce tourists using the bags assigned to them, however. Landlords have 120 days to register their properties after the date on which the city council approves the plans, assuming that it does.

Sydney’s famous Bondi Beach and other beaches around the Australian city were shut on Thursday as authorities investigated mysterious tar balls that have washed ashore. The dark, sticky, golf-ball-sized blobs were first reported Tuesday on Coogee Beach, leading to a series of beach closures across the city’s shores. The City Council of Randwick, a Sydney suburb that is home to four of the beaches, said preliminary test results showed that the blobs were tar balls, formed when oil comes into contact with debris and water. “We don’t yet know what has happened to produce the debris washing up on our beaches,” Mayor Dylan Parker said in a statement Thursday. The regulator said it was investigating the origin of the debris and whether it posed any risks to the community and environment.

CNN —The Supreme Court on Tuesday revived the case of a citizen journalist who was arrested in 2017 for seeking information from a police department source in Laredo, Texas. The court threw out a decision against the journalist and ordered the appeals court to look at the case again. And she now also has the backing of some of the nation’s best-known news brands, including The New York Times and The Washington Post, who are supporting her case at the Supreme Court.
