But while lower mortgage rates may translate to more buying power for homebuyers, America’s housing market woes aren’t likely to be solved solely by rate cuts. But Enterprise Community Partners, the nonprofit where Donovan currently serves as CEO, estimates that the US needs 7 million new units in order to stabilize the housing market. “There are a lot of factors that have affected the housing supply and these are complicated issues to solve. “We’re not expecting mortgage rates to fall that much further, and we still think that the mortgage rate ‘lock-in’ effect will still be there,” Dougherty said. “Things will probably pick up as rates come down, but we’re not looking for a high-octane rebound,” Dougherty said of the housing market.

The foundation of Dow's work was based on the analysis of price trends, comparing swing highs and swing lows to define and track the trends over time. An initial look at the chart of Microsoft (MSFT) may suggest a consistent uptrend of higher highs and higher lows. And while this short-term uptrend is a valid observation, this also means Microsoft may be forming the dreaded "bear flag" pattern, which often precedes a major downdraft. A bear flag pattern occurs when you have an initial downtrend, in this case, the drop from $470 to $385 from early July to early August of this year. If MSFT would drop below $410 in the coming weeks, that would complete the bear flag pattern, and would also push the price back below the 200-day moving average.

The Opinion video above is the final episode in a series of three videos that take a stand against the death penalty in the United States. It features Charles Don Flores, who has been on death row in Texas since 1999, awaiting execution for a murder he insists he didn’t commit. The videos are in keeping with the editorial board’s longstanding position that the death penalty is full of bias and error, morally abhorrent, futile in deterring crime and should be abolished. The series lands at a hopeful but still challenging time in the movement to get rid of capital punishment in the United States. The death penalty has gradually been falling out of favor with officials and the broader public alike over the past three decades, in part owing to what the Death Penalty Information Center called “society’s greater understanding about the fallibility of our legal system and its inability to protect innocent people from execution.”

Bangladesh's protest leaders said they expect members of an interim government, led by Nobel laureate Muhammad Yunus, to be finalized on Wednesday after Prime Minister Sheikh Hasina quit and fled to India following a violent crackdown on a student-led uprising. "It is critical that trust in government be restored quickly," Yunus, 84, told the Financial Times on Wednesday, saying he was not seeking an elected role or appointment beyond the interim period. His spokesperson said he is expected to return to Dhaka on Thursday after a medical procedure in Paris. "We need calm, we need a road map to new elections and we need to get to work to prepare for new leadership," Yunus told the newspaper. CNN —The stereotypical “cat lady” is one of pop culture’s most bizarre characters — and easiest punching bags. And though Vance’s description of “cat lady” didn’t include “crazy,” madness has been associated with “cat ladies” for over a century. “There is something about the independence of cats, something I like about them, which can be linked with a suspicion of independent women,” said Alice Madicott, whose book “Cat Women” prods the “crazy cat lady” stereotype. Many women proudly reclaim ‘cat lady’So-called cat ladies have been reclaiming the term for more than a century. And since Vance’s comments resurfaced this week, “childless cat lady” is now appearing on new merchandise including bumper stickers and yard signs.

Hens blush when excited or scared, study finds

To understand how hens visibly express emotion, researchers spent four weeks on a French farm observing 17 hens of two different breeds, Bertin said, filming their routine behaviors and their reactions to different stimuli. Researchers observed 17 hens on a French farm. INRAE Arnould BertinTo make their more general conclusions, researchers extracted images from every two seconds of film and selected ones that featured the hen in profile to best study them. Although researchers weren’t able to explain the mechanism by which hens blush in this study, they concluded that the cheeks and ear lobes were more revealing of the birds’ emotions than their comb or wattles. Building on the results of this study, Bertin hopes to investigate whether these displays of emotion are linked to the hens’ social interactions, as well the implications for animal welfare.

The NATO official said they had observed “an unprecedented escalation and spread of Russia’s hybrid warfare” over the past six months, which included “physical sabotage” on the supply line of NATO weapons intended for Ukraine. “It is everything from point of production and origin, to storage, to those who are making decisions, to the actual delivery,” the senior NATO official said. Recent high-profile arrests have revealed the ad-hoc, clumsy nature of how the Kremlin’s intelligence operations have evolved since the start of the war in Ukraine. Russia is big enough to have resources to fight a war against Ukraine and also maintain its security operations against European countries… against us. There are people who take part in the war against Ukraine, and then they are rotated to some other region or area.

Last month, Sophie-Laurence Roy, a conservative Paris lawyer with roots in Burgundy, decided to cross the political dividing line that defined postwar France and dedicate herself to a nationalist, far-right political movement that seems poised to dominate parliamentary elections on Sunday. “I realized I would reproach myself for the rest of my life if I did not offer my services to the great movement of change that is the National Rally,” she said as she ate a sausage of pork intestines in a cafe in Chablis, the northern Burgundy town known for its fine white wine. “It was now or never.”So, on June 9, Ms. Roy, 68, deserted her longtime center-right political family, the Republicans, who trace their beliefs to the wartime hero Charles de Gaulle, to support Marine Le Pen’s far-right party whose quasi-fascist roots lie with the collaborationist Vichy regime against which De Gaulle fought to liberate France.

Scientists recently identified the animal’s nerve cord by using a topsy-turvy twist. In 2012, after decades of studying Pikaia fossils, researchers described its fossilized internal structures in great detail. However, recent analysis of Pikaia fossils by another team of scientists, published June 11 in the journal Current Biology, has upended this view and all other earlier studies about Pikaia. The presumed blood vessel was a nerve cord, a feature associated with the animal group known as chordates, in the phylum Chordata. While there are no living analogues for Pikaia, the fossil arthropod data gave the scientists a more detailed frame of reference for Pikaia’s nerve cord.

In the 19th century, Charles Darwin and Jean Baptiste Lamarck suggested that giraffes evolved long necks to help them snatch leaves on trees. A later theory usurped Darwin and Lamarck's, suggesting that male giraffes evolved long necks to fight and compete for female mates. "I realized that the important question was, 'Do males have proportionally longer necks compared to the rest of their body?'" Cavener said this may be the first study to suggest that females, not males, are the reason for giraffes' long necks. That's important not only for understanding giraffe evolution but how male and female giraffes behave differently, which could help with conservation efforts.

The head of France’s mainstream conservative party on Tuesday called for an alliance with the far right in upcoming snap elections, throwing his party into deep turmoil as the shock waves from President Emmanuel Macron’s decision to dissolve the lower house of Parliament continue to course through French politics. The announcement, by Éric Ciotti, the head of the Republicans, was a historic break with the party’s longstanding line and its ties to former President Charles de Gaulle. Mr. Ciotti’s call was immediately met with a chorus of angry disapproval from within his own ranks. No leader of any mainstream French political party has ever previously embraced a possible alliance with Marine Le Pen’s National Rally, or its predecessor, the National Front. The elections for the National Assembly, the lower and more powerful house of France’s Parliament, are scheduled for June 30 and July 7.
