CNN —A massive fire at a drug rehabilitation centre in northern Iran has killed at least 32 people and injured 16, Iranian media reported on Friday. Initial investigation showed that a heater in the opium rehab camp in Langarud in the Caspian Sea province of Gilan was the cause of the fire that spread to the rest of the centre, the province’s deputy governor was quoted as saying by the semi-official Fars news agency.”The manager and other possible culprits have been arrested so that the cause of the incident is more accurately determined,” the Tasnim news site said. According to the United Nations Office of Drugs and Crime, Iran has one of the severest addiction problems in the world. It lies on the main trafficking route for poppy, the source of opium and heroin, from Afghanistan to Western Europe.

The Afipsky plant, which was last attacked in May, can process around 6 million tonnes (44 million barrels) of oil each year. "We are also concerned that Russia is working with Iran to produce Iranian UAVs from inside Russia." Moscow has denied its forces used Iranian drones in Ukraine. "We will continue to impose sanctions on the actors involved in the transfer of Iranian military equipment to Russia for use in Ukraine," Kirby said. The advisory highlighted key items sought by Iran for its development of drones, including electronics such as processors and controllers.

Kazakhstan has already hiked the mineral extraction tax rate for exchange-traded metals by 50% and other solid minerals by 30% this year, but Kuantyrov said there was room for further increases in the new tax code the cabinet is drafting. "Our minerals extraction tax rates are among the lowest in the world," he said in an interview. The government also wants to raise the VAT rate for most sectors from the current 12%, while cutting it for "socially important" ones such as food staples and medicines. The government wants to tax banks more heavily and will continue cutting car fuel subsidies, a move announced earlier this year.

U.S. Secretary of State Antony Blinken spoke in Finland Friday about peace talks in Ukraine. "The prerequisite for meaningful diplomacy and real peace is a stronger Ukraine," he said. Blinken described the Russian invasion of Ukraine as a catastrophic strategic failure for Moscow that had strengthened NATO, the European Union and Ukraine. Ukrainian officials acknowledged their forces were responsible and claimed Russian ships were evacuating the port. The U.K. Ministry of Defense said the incursions could be a Ukrainian strategy to disperse Russian forces before a counteroffensive.
