The Kremlin said Tuesday that an order by President Vladimir Putin to transform Russia’s army into the second largest in the world was needed to address growing threats on Russia’s western borders and instability to the east. Putin on Monday ordered the regular size of the Russian army to be increased by 180,000 troops to 1.5 million active servicemen in a move that would make it the second largest in the world after China’s. “This is due to the number of threats that exist to our country along the perimeter of our borders,” Kremlin spokesman Dmitry Peskov told reporters on a conference call. Putin since 2022 had previously ordered two official increases in the number of combat troops — by 137,000 and 170,000 respectively. Dara Massicot, an expert in the Russian military at the Carnegie Endowment for International Peace think tank, questioned whether Moscow was ready to foot the bill for the increase in active servicemen.

The new type of centrifuge shows North Korea is advancing its fuel cycle capabilities, said Ankit Panda of the U.S.-based Carnegie Endowment for International Peace. “Kim also appears to suggest that North Korean tactical nuclear weapons designs may primarily rely on uranium for their cores,” he said. This is notable because North Korea is more able to scale up its highly enriched uranium stockpiles, Panda said, compared with the more complicated process for plutonium. North Korea has previously shown photos of what it says were nuclear warheads.

According to the CCP's plan, by 2020, China was supposed to have "achieved iconic advances in AI models and methods, core devices, high-end equipment, and foundational software." Censorship requirements may slow China's AI development and limit the commercialization of domestic models, but they will not stop Beijing from benefiting from AI where it sees fit. We're not seeing a huge gap between the models Chinese companies have been able to roll out. The current price war is a race to the bottom, similar to what we've seen in the Chinese technology space before. A race to the bottom may simply beggar China's AI ecosystem.

CNN —Indian Prime Minister Narendra Modi is increasingly resorting to overtly Islamophobic language during his election campaign, critics and observers say, as he seeks a third straight term governing the world’s most populous nation. It’s coming directly from the prime minister. The BJP did not respond to a request for comment on the rhetoric being used by party leaders during this campaign. The prime minister has set an ambitious target for his alliance to win 400 seats in the country’s Lok Sabha, or lower house of Parliament, in this election. CNN —Once seen as a likely successor to Iran’s Supreme Leader, President Ebrahim Raisi has died in office, leaving the Islamic Republic’s hardline establishment facing an uncertain future. An ultraconservative president, 63-year-old Raisi was killed Sunday, along with Foreign Minister Hossein Amir-Abdollahian and other high-ranking officials, in a helicopter crash in Iran’s remote northwest. Raisi’s death has raised questions about who will eventually succeed Iran’s 85-year-old Supreme Leader Ayatollah Ali Khamenei, the most powerful man in the country. According to the constitution, the 88-member Assembly of Experts picks the successor to the Supreme Leader after his death. “(This) definitely throws all the plans that offices of the Supreme Leader probably had out the window,” Vaez told CNN’s Paula Newton.
