Three people were arrested in New York City on Tuesday on charges of illegally smuggling millions of dollars' worth of electronics to Russia in order to aid the country's invasion of Ukraine. Federal prosecutors in Brooklyn accused Nikolay Goltsev, Salimdzhon Nasriddinov and Kristina Puzyreva of evading sanctions in order to send Russia equipment used in their precision-guided missile systems. The defendants allegedly dispatched hundreds of shipments of restricted items, worth nearly $7.2 million, to Russia over the course of a year. The complaint alleges that the defendants used two corporate entities to source and purchase dual-use electronics from U.S. manufacturers and distributors, and then secretly export them to Russia. Some of the same types of components were found in Russian weapons platforms and signals intelligence equipment that were seized in Ukraine, prosecutors alleged.

CNN —Intelligence gained by the “Five Eyes” network led to Canada’s public accusation that the Indian government may have played a role in the assassination of a Sikh separatist activist on Canadian soil, the US Ambassador to Canada said Sunday. Five Eyes is an intelligence sharing pact between the United States, the United Kingdom, Canada, Australia and New Zealand, though the ambassador would not confirm if that shared intelligence came from the US. The spat then escalated further last week when India suspended visa services for Canadian citizens over what it said were “security threats” against diplomats in Canada. On Sunday, Canadian Defense Minister Bill Blair sought to shift the focus from questions over its intelligence to the criminal investigation of Nijjar’s killing. The International Longshore and Warehouse Union of Canada (ILWU) and the British Columbia Maritime Employers Association (BCMEA) late Sunday announced a tentative labor agreement. Canadian Labor Minister Seamus O'Regan commented Monday morning on the announcement of another tentative deal. This latest tentative deal does not mean the uncertainty is over. The first tentative labor deal was rejected by the union body in a two-day vote last week. A 14-day strike has led to more than 16 canceled sailings to the Canadian ports, according to maritime intelligence company, eeSea.

The fate of operations at West Coast ports in Canada will be decided on Tuesday, July 25, when rank-and-file members of the International Longshoremen and Warehouse Union Canada will vote on a tentative deal with port ownership. The plan to send the deal to a full union vote comes after a week of confusion and turmoil at the ports. For the vote, work will stop from 8 a.m.-4 p.m. Pacific Time on Tuesday across all ports. Weekly rail trade data aggregated by the American Association of Railroads reveals a total decrease of 82.4% in rail trade over the course of the 13-day strike. When the first strike ended on its thirteenth day, delays for rail containers were estimated at 39 to 66 days.

Rob Ashton, president of the ILWU Canada, said in a statement that it did not believe the recommendations had the ability to protect union jobs. His group estimated that the first strike would cause an average 6-8 weeks of supply chain disruption before conditions would return to normal. The National Association of Chemical Distributors told CNBC some chemical companies are expected supply chain congestion until October as a result of the strike. Critical chemicals that go into food, cleaning, water purification, and personal care, among many others, flow through the West Coast ports of Canada and down to the United States.
