CNN —Former President Donald Trump and Ukrainian President Volodymyr Zelensky will meet at Trump Tower on Friday morning, according to Trump, giving the Ukrainian leader the chance to make a personal pitch to a GOP presidential nominee openly skeptical of continued US security assistance for Ukraine against Russia. Still, it’s unclear whether Zelensky can say anything to convince Trump to change his position on the Russia-Ukraine war and US security assistance. Zelensky said this week that Trump doesn’t know how to end Russia’s war on Ukraine. But an in-person meeting while Zelensky, who was in town for the UN General Assembly, appeared unlikely earlier this week. “Those cities are gone, they’re gone, and we continue to give billions of dollars to a man who refused to make a deal, Zelensky.

It’s been a typical fire season in California so far based on overall statistics. Josh Edelson/AFP/Getty ImagesTo have a fire like the Bridge Fire grow so rapidly without Santa Ana winds is “fairly significant and unusual,” Chavez remarked. In early June, abnormally dry conditions only existed in about 1% of California, according to the US Drought Monitor. Where peak fire danger could still be to comeFall marks a critical inflection point for fire season in California given typical weather conditions. Chavez is “always” concerned about what Santa Ana winds could unleash on the fire season in Southern California.

A California firefighter was arrested on suspicion of arson in a series of small fires that burned in wine country in recent weeks, officials said Friday. Robert Hernandez, 38, was accused of setting five fires between Aug. 15 and Sept. 14 while off-duty, the California Department of Forestry and Fire Protection, or Cal Fire, said in a news release. Hernadez, a Cal Fire apparatus engineer, allegedly ignited the blazes around Geyserville, Healdsburg and Windsor, the department said. More than 4 million acres burned across the state in 2020, setting a record for the largest number of acres burned in California in modern times, the department said. So far this year, nearly one million acres have burned, including fast-moving blazes in Southern California that threatened tens of thousands of homes and prompted thousands of evacuations in the foothills of San Bernardino County.

Honolulu (AP) — Investigators reviewing the emergency response to last year’s wildfire that killed 102 people on Maui said in a report released Friday they found “no evidence” Hawaii officials made preparations for it, despite days of warnings that critical fire weather was coming. The Hawaii Emergency Management Agency didn’t immediately respond with comment. Maui fire commanders discussed the forecast, but “no evidence of pre-event preparedness plans by the MFD were produced,” the report said. Maui County and the state use private contractors to help fight fires with water tankers and heavy equipment. And despite the warnings, the heads of the county emergency management agency and the Maui Fire Department were off-island that day, attending conferences in Honolulu.

A single-vehicle collision last month involving a Tesla Semi electric truck took 50,000 gallons of water to extinguish and required aircraft to dump fire retardant overhead, according to a preliminary report on Friday from the National Transportation Safety Board. The Tesla truck, driven by an employee, was headed to the company's battery factory in Sparks, Nevada, from a warehouse in Livermore, California, the report said. Tesla CEO Elon Musk first showed off the Semi truck design at an event in November 2017, promising it would come to market in 2020. "Preparation of Semi factory continues and is on track to begin production by end of 2025," Tesla said in its second-quarter earnings report in July. The NTSB report confirmed that Tesla's driver-assistance systems, which are marketed as Autopilot and Full Self-Driving (Supervised) in the U.S., were not "operational" at the time of the Semi collision and fire.

Firefighters raced to contain scores of blazes across the American West on Friday night as California’s largest wildfire of the year prompted a new wave of evacuations. Federal officials say active fires have burned more than 1.8 million acres. Already this week, thousands of people have been told to evacuate, and haze from the fires has floated across the continent. The fire’s growth triggered a new wave of evacuation orders and warnings on Friday, when it was zero percent contained, according to Cal Fire. Gavin Newsom of California on Friday declared a state of emergency for Butte and Tehama Counties, in addition to Plumas County, where the Gold Complex fire had burned nearly 3,000 acres.

said on Friday that Donald J. Trump had been struck by a “bullet, whether whole or fragmented into smaller pieces,” providing the most definitive explanation to date about what injured the former president’s ear during an assassination attempt this month. Ambiguity about Mr. Trump’s injury turned into a political firestorm as the former president and his political allies attacked the F.B.I. director, Christopher A. Wray, for comments he made on Wednesday before Congress. “With respect to former President Trump, there’s some question about whether or not it’s a bullet or shrapnel that hit his ear,” Mr. Wray told the House Judiciary Committee. A dangerous heat wave, gusty winds and potential lightning strikes posed a critical fire risk for large parts of the Pacific Northwest on Sunday, as firefighters in Oregon battled wildfires that have burned over 400,000 acres in less than two weeks. About 1.7 million people in Oregon and Washington State were under red flag warnings, the highest National Weather Service alert for conditions that may result in extreme fire behavior. It is issued when warm temperatures, very low humidity and strong winds combine to produce a heightened risk. The Oregon State Fire Marshal’s office said on social media on Saturday that the next 24 to 36 hours would be “extremely challenging.” It asked residents to take precautions to prevent sparking man-made fires.

CNN —Sixteen people were killed after a fire broke out at a shopping mall in southwest China on Wednesday, according to Chinese state media. Dramatic images showed a huge column of black smoke billowing from the 14-story building in the city of Zigong, Sichuan province. Rescuers work at the site of the fire in China's Zigong city on July 17, 2024. Such incidents are not uncommon in China, where enforcement of safety standards is often lax. In January, a fire at a mixed-use building in southeast China killed at least 39 people just days after another blaze at a boarding school in central Henan province killed 13 children.

The country’s Disaster and Emergency Management Authority is active but relatively new in its current form, having been consolidated as a single agency only in 2009. The practice of emergency management has generally originated from the first responder community and the civil defense era, primarily with a focus on consequence management. But as emergency management agencies have been designed, emergency management systems have been shaped by laws and agreements across government bureaucracies and partners in the private and nonprofit sectors with a narrower focus on managing consequences, focused more on logistics than sociology. But disaster management in practice is still fundamentally a numbers game. Strong emergency management agencies are also important.

A wildfire that erupted in the mountains of Santa Barbara County in Southern California has burned more than 16,000 acres, prompting an evacuation order and threatening ranches, including Michael Jackson’s former Neverland Ranch, the authorities said. Vice President Kamala Harris looks on during a campaign event at Girard College in Philadelphia, Pennsylvania, on May 29. Biden always says not to compare him to the almighty, but to the alternative. That’s her keeping close to Biden — but it’s also Biden keeping her close. Other officials and advisers said plans are underway to convince Biden to immediately throw his support behind Harris, release his Democratic delegates and ask them to follow his choice.

CNN —Amid the ongoing fallout from Joe Biden’s debate performance, talk in many top Democratic circles has already moved to who Kamala Harris’ running mate would be. A more open race, these top Democrats hope, would be for Harris’ running mate, with a focus on leading Democratic governors. “President Biden is our nominee, Vice President Harris is our running mate, and we will win this November,” he said. The anti-Trump coalition cannot afford to discount the strengths of the nominated Democratic running mate and current vice president. Harris’ answer: She’d turn around and say to him, “Why are you being so weird?”As vice president, Harris has tended to be known more for her word salads than sharp elbows like that.
