CNN —Colombia’s capital, Bogotá, will begin rationing water this week as several of its reservoirs face unprecedented lows amid a drought made worse by the El Niño climate pattern. Speaking to the media on Monday, Bogotá Mayor Carlos Fernando Galán said reservoirs had reached “historically low” levels and been worsened by El Niño, which causes high temperatures and impedes precipitation. The country and region have experienced long periods without rain since June 2023 due to El Niño, the city wrote on its official website. The plan will see nine different zones take turns rationing water services. Each zone’s water restrictions will begin at 8 a.m. local time and last 24 hours before shifting to the next zone in line.

CNN —Argentina and Colombia say they have taken “concrete steps” to improve frayed relations between the two countries after far-right Argentine leader Javier Milei called his left-wing Colombian counterpart a “terrorist murderer” in a CNN interview. In a joint statement Sunday, the two nations’ foreign ministries said they had held talks under orders from Milei and Colombian President Gustavo Petro. The measures include the return of both countries’ respective ambassadors after Colombia last week expelled all Argentine diplomats from Bogota following Milei’s comments to CNN. “You can’t expect much from someone who was a terrorist murderer,” Milei said in the interview of Petro, a former guerilla who became Colombia’s first left-wing president in 2022. Colombia recalled its ambassador to Argentina in January following similar comments from Milei, Reuters reported.

Central Bank is ‘mechanism of fraud’Milei also reiterated his intention to shut down the country’s central bank, calling the institution a “mechanism of fraud.”“A central bank is a fairly recent invention. Milei admitted his reform push has stalled in Argentina’s Congress in recent weeks, but his government maintains the intention to close the central bank within three years. In the interview, Milei claimed his government’s greatest success since entering office in December has been to beat the hyper-inflation and achieve a fiscal surplus for the first time in years. A JetBlue Airways plane prepares to take off from the Fort Lauderdale-Hollywood International Airport in Fort Lauderdale, Florida, on Jan. 31, 2024. The carrier will reduce its departures from Los Angeles International Airport from about 34 a day to 24, focusing on profitable transcontinental routes that include its Mint business class cabin, according to a memo to staff, which was seen by CNBC. Cuts include service from Los Angeles to San Francisco; Seattle; Miami; Las Vegas; Reno, Nevada; and Puerto Vallarta, Mexico. Along with transcontinental flying, JetBlue said it will focus on "bread and butter" routes along the East Coast, and those serving Caribbean vacation destinations. CNN —Gabriel García Márquez’s last novel, “Memories of My Melancholy Whores,” was published 20 years ago, but the late Colombian author’s legacy did not end there. On Wednesday, the day García Márquez would have turned 97, the now-finished novel, “Until August,” was published by the author’s sons Rodrigo and Gonzalo García. But, as the pair acknowledge in the book’s preamble, García Márquez didn’t want the work to be released. The Colombian author’s memory loss undermined his confidence in his work, his sons said. After Altair Jaspe moved from Venezuela to the Colombian capital, Bogotá, she was taken aback by the way she was addressed when she walked into any shop, cafe or doctor’s office. In a city that was once part of the Spanish empire, she was no longer “señora,” as she would have been called in Caracas, or perhaps, in her younger years, “muchacha” or “chama.” (Venezuelan terms for “girl” or “young woman.”)Instead, all around her, she was awarded an honorific that felt more fitting for a woman in cape and crown: Your mercy. Would your mercy like a coffee? Will your mercy be taking the appointment at 3 p.m.? Excuse me, your mercy, people told her as they passed in a doorway or elevator.

As record numbers of people cross into the United States, the southern border is not the only place where the migration crisis is playing out. Nearly three thousand miles to the south, inside Colombia’s main international airport, hundreds of African migrants have been pouring in every day, paying traffickers roughly $10,000 for flight packages they hope will help them reach the United States. The surge of African migrants in the Bogotá airport, which began last year, is a vivid example of the impact of one of the largest global movements of people in decades and how it is shifting migration patterns. With some African countries confronting economic crisis and political upheaval, and Europe cracking down on immigration, many more Africans are making the far longer journey to the U.S.

BOGOTA (Reuters) - Colombia on Wednesday added eight aircraft, some previously used to fumigate drug crops, to its fire-fighting fleet as it braces for more dry El Nino weather that has stoked major wildfires. President Gustavo Petro declared a natural disaster in January as fires ravaged areas of the world's second-most bio-diverse country. Petro attended an event in Tolima province displaying the four AT-802 Air Tractor planes and four Black Hawk UH-60 helicopters, originally donated by top ally the United States, that were refitted to drop water and chemicals to quell flames. The planes were used to spray the herbicide glyphosate on illegal plantations of coca, the chief ingredient in cocaine, until 2015 when the flights were stopped due to health concerns related to the chemical. But in a brief statement issued just minutes before midnight, both sides said that they have extended the cease-fire for 180 days. The statement says the National Liberation Army, known by its Spanish acronym ELN, will “temporarily and unilaterally suspend economic detentions” in order to contribute to the cease-fire. A cease-fire between the government and ELN started in August, and has reduced fighting between both sides. According to Colombia’s Defense Ministry, the National Liberation Army is holding at least 38 hostages. Monday’s statement said that the conditions under which the rebels will cease kidnappings will continue to be discussed in an upcoming round of talks in April.

SANTIAGO, Chile (AP) — Volunteers in central Chile tried to remove charred metal, broken glass and other debris Monday from neighborhoods devastated by wildfires over the past several days, as officials raised the death toll to 122. The fires appeared to have diminished by Monday morning after burning intensely since Friday on the eastern edge of the city of Viña del Mar. An additional 10 victims were added to the death toll on Monday afternoon, bringing it to 122, said Marisol Prado, the director of Chile’s Forensic Medical Service. Viña del Mar's Mayor Macarena Ripamonti said that at least 370 people have been reported missing in the city of about 300,000 residents. Hundreds of people affected by the fires returned to their homes on Monday to search through the debris.

BOGOTA (Reuters) - The government of Colombia and the National Liberation Army (ELN) guerrillas have not yet agreed to extend their bilateral ceasefire for another six months, the rebel group said on Monday. The government of President Gustavo Petro restarted peace talks with the ELN in 2022 as part of a policy of 'total peace', to end Colombia's six-decade conflict, which has left more than 450,000 dead. An initial six-month ceasefire expired last week and was extended for five days, a measure that will end on Monday night. "Measures are being taken to resolve factors of crisis factors and add new elements of commitment to be fulfilled by both parties, with the purpose of agreeing on an extension of another six months of this temporary and national bilateral ceasefire," the ELN delegation said in a statement. The statement was released ahead of the close of a sixth cycle of talks between the rebel group and the government in Cuba's capital, Havana.

Colombia's Petro Denies Calling for Cabinet Resignations
  + stars: | 2024-02-01 | by ( Feb. | At P.M. | ) www.usnews.com   time to read: +1 min
Colombian presidents frequently request mass, 'protocol' cabinet resignations in order to make changes to the government, though these are not guaranteed. The three government sources said had Petro asked for the resignations of his ministers during a meeting on Wednesday evening. Rather than the president demanding their resignations, ministers offered to resign, Agriculture Minister Jhenifer Mojica said during a presentation near capital Bogota. Petro last called for ministers' resignations in April after a debate on a health reform was abandoned by the lower house of congress. Helicopters hauling buckets of water fly toward the mountains where fires burn, a thick haze periodically covers the sky, and residents have been ordered to wear masks and limit driving because of the poor air quality. For a full week, firefighters have been battling fires in the mountains around Bogotá, Colombia’s capital, as dozens of other blazes have burned across the country, in what officials say is the hottest January in three decades. The president has declared a national disaster and asked for international help fighting the fires, which he says could reach beyond the Andes Mountains and erupt on the Pacific Coast and in the Amazon. Colombia’s fires this month are unusual in a country where people are more accustomed to torrential rain and mudslides than fire and ash. They have been attributed to high temperatures and drought exacerbated by the climate phenomenon known as El Niño.
