In June, Saudi Arabian Foreign Minister Prince Faisal bin Farhan met with Iranian officials in Tehran on his first visit to the country after the resumption of diplomatic ties with the Islamic republic in March. In March, Iran and Saudi Arabia agreed in a China-brokered deal to end a diplomatic rift and reestablish relations following years of hostility that had endangered regional stability in the Gulf, as well as in Yemen, Syria and Lebanon. Saudi Arabia broke ties with Iran in 2016 after protesters attacked its embassy in Tehran in retaliation for Riyadh's execution of a prominent Shiite cleric.

A woman holds a placard with a photo of Israeli Prime Minister Binyamin Netanyahu as the right wing holds a rally to support the government's judicial overhaul on July 23, 2023 in Tel Aviv, Israel. Israeli Prime Minister Benjamin Netanyahu dismissed the possibility of civil war in his country, which has recently been rattled by protracted mass protests over judicial reforms. Raising the stakes of the judicial changes, Israel lacks a formalized written constitution and instead depends on a set of basic laws. The prime minister dismissed criticism that the legislation was potentially rushed in, saying he continues to seek compromise. "I think it's unfortunate that you've had reservists being lined up for something that involves a political debate," Netanyahu commented.

Saudi Arabia's foreign minister made a high-profile visit to Tehran over the weekend, drawing coverage and praise about the improvement in relations between Iran and Saudi Arabia, two longtime foes. His Iranian counterpart Hossein Amirabdollahian praised the re-establishment of diplomatic ties, saying it would improve security for the region. The meeting was the result of Iran and Saudi Arabia agreeing to resume diplomatic relations and reopen embassies in each other's countries after China-led negotiations in Beijing in March. The Iranian hosts complied with the minister's request for a change of venue in order to avert a diplomatic incident, regional outlets reported. What exists is a fragile agreement that can only be made stronger with time, consistency and trust building."

June 17 (Reuters) - Saudi Arabia wants enhanced maritime security in the crucial Gulf region as part of its rapprochement with long-time rival Iran, Foreign Minister Prince Faisal bin Farhan said on Saturday. The kingdom broke ties with Iran in 2016 after protesters attacked the Saudi embassy in Tehran in retaliation for Riyadh's execution of a prominent Shiite cleric. Iran has recently been trying to mend its strained ties with several Gulf Arab states. Saudi Arabia's rapprochement with Iran has left Israel largely alone as it has sought to isolate Iran diplomatically. The United Arab Emirates, which was the first Gulf Arab country to sign a normalisation agreement with Israel in 2020, resumed formal relations with Iran last year.

China's ties with the Middle East have warmed since Saudi Arabia and Iran restored diplomatic relations earlier this year — through discussions brokered by Beijing. Those tensions and increased regulatory scrutiny in both countries prompted many U.S.-based investors to hold off on investments in Chinese venture capital funds. Middle East capital is looking to step in, especially as countries such as Saudi Arabia and Qatar look to diversify from dependence on fossil fuels. However, many potential investments in Chinese funds are still in discussion, the venture capital funds said. Preqin data showed the share of Middle East sovereign wealth funds' investment in alternative assets worldwide roughly doubled between 2021 and the first half of 2022.

Speaking at a press conference alongside his Saudi counterpart, Blinken said the "historic" reform drive known as Vision 2030 would require Saudi Arabia to attract talent from around the world. "I think it’s on its own merits and in Saudi Arabia’s interests to continue to pursue this modernisation including the expansion of human rights," Blinken said. He said he raised with Saudi officials specific cases of U.S. citizens detained in Saudi Arabia, but declined to go into details. As well as some U.S. nationals who are subject to travel bans, human rights advocates say scores of activists and dissidents are in prison or on trial in the kingdom.

Concluding his visit on Thursday, Secretary of State Blinken told reporters he raised human rights issues with Saudi officials and "made clear that progress on human rights strengthens our relationship." "Human rights are always on the agenda of the United States - that’s who we are," he said during a news conference. But some rights advocates argue the golf deal shows the administration has chosen geopolitics over human rights. New York-based Human Rights Watch (HRW) says scores of human rights activists and dissidents are in prison or on trial in Saudi Arabia and that the repression "spiked" following Biden's visit last year. The list included prominent cleric Salman al-Odah, children of former spy chief Saad al-Jabri, human rights defender Mohammed al-Qahtani and aid worker Abdulrahman al-Sadhan.

Saudi-owned Al Arabiya said the two sides had agreed to indirect talks without providing details. RSF leader Mohamed Hamdan Dagalo said on Sunday he had spoken with Farhan and expressed his support for the Jeddah platform. Artillery and air strikes continued overnight, with residents in southern and eastern Khartoum and northern Bahri reporting sounds of artillery and gun clashes on Tuesday morning. Looters, some of whom Khartoum residents and neighbourhood committees said belong to the RSF, have pillaged neighbourhoods, stealing cars, breaking open safes, and occupying homes. Aid groups have struggled to provide extensive assistance to Khartoum residents, who face electricity and water shortages as well as dwindling supplies in shops and pharmacies.

Led by Saudi Arabia and Russia, OPEC+ agreed in early October to reduce production by 2 million barrels per day from November. After convening remotely throughout the Covid-19 pandemic, OPEC+ has returned to in-person meetings and will gather in Vienna on June 4. The OPEC ministers gather for a separate meeting unlikely to address output on June 3. Ministers face an oil market rattled by supply volatility, demand uncertainty, and a prospective recession, which could throttle transport fuel consumption. Two OPEC+ delegates, who did not want to be named due to the market sensitivity of the meeting, told CNBC that further output cuts were unlikely this weekend.

"The answer is the president (Cyril Ramaphosa) will indicate what the final position of South Africa is. At a news conference later, the ministers side-stepped a barrage of questions about the Putin issue. The ICC accused Putin in March of the war crime of forcibly deporting children from Russian-occupied territory in Ukraine. South Africa had invited Putin in January. The BRICS bloc "was inclusive ... in sharp contrast to some countries' small circle, and so I believe the enlargement of BRICS will be beneficial to the BRICS countries," he said.

Factbox: Then and now: How Arab states changed course on Syria
  + stars: | 2023-05-19 | by ( ) www.reuters.com   time to read: +6 min
May 19 (Reuters) - President Bashar al-Assad's attendance at an Arab Summit in Saudi Arabia on Friday is the result of big policy shifts by Arab states that once backed his opponents in Syria's civil war. The support was a point of rivalry with another Gulf Arab state, Qatar, which backed Islamist groups espousing ideologies viewed with suspicion by Riyadh. It also worked with the United States in a programme to support rebels deemed moderate by Washington. As some Arab states changed course on Assad, notably the United Arab Emirates, Saudi Arabia showed no sign of bringing him in from the cold. Like other Arab states, Saudi Arabia is also expecting Assad to curb the trade in narcotics smuggled out of Syria.

* Aug. 2011 - U.S. President Barack Obama says Assad has lost legitimacy to rule and should surrender power. * Nov. 2011 - The Arab League suspends Syria and urges its army to stop killing civilians. * Sept. 2015 - Russia joins the war on Assad's side, deploying war planes that bomb rebel-held areas - a turning point in the conflict. * March 2022 - Assad visits the United Arab Emirates and meets its leaders, his first trip to an Arab state since 2011. Assad says he will only meet Erdogan when Turkey is ready to withdraw forces from Syria.
While denying any role in the trade, for which Syrian officials and Assad relatives have faced Western sanctions, Damascus has sought leverage from the issue. Hezbollah, which deployed fighters to Syria to aid Assad's war efforts, has denied any role in the drugs trade. Aided by Iran and Russia, Assad steadily beat back his rebel enemies, some of whom had support from U.S.-allied Arab states that have now restored ties. The Syrian source confirmed Riyadh had proposed a sum that would be paid as humanitarian aid, but could not say how much. "I would put ending the captagon trade right at the top alongside the other issues", she said.

Riyadh and Washington earlier welcomed the "pre-negotiation talks" between the army and the RSF, and urged them to actively engage following numerous violated ceasefires. But both sides have made it clear they would only discuss a humanitarian truce, not negotiate an end to the war. Turkey's foreign minister said Turkey would move its embassy from Khartoum to Port Sudan following the attack. White House national security adviser Jake Sullivan was travelling to Saudi Arabia at the weekend for talks with Saudi leaders.

Despite multiple ceasefire declarations, the army and the paramilitary Rapid Support Forces (RSF) appeared to be fighting for territory ahead of proposed talks. The army and RSF, which had shared power after a coup in 2021, have accused each other of breaching a string of truces. The U.N. has pressed the warring sides to guarantee safe passage of aid after six of its trucks were looted.

The statements made no mention of an Arab League summit that Riyadh is due to host next month. On Friday, Gulf Arab foreign ministers and their counterparts from Egypt, Iraq and Jordan discussed Syria's possible return to the body at a meeting in Saudi Arabia, but no agreement was reached. Saudi Arabia has said in recent months that isolating him was not working. Syria's foreign minister, who recently visited Saudi Arabia, Algeria and Tunisia, has said his country's return to the Arab League would be "almost impossible before correcting bilateral relations".

The foreign ministers of Iran and Saudi Arabia met in Beijing on Thursday for the first formal meeting of their top diplomats in more than seven years, after China brokered a deal to restore ties between the regional rivals. After years of hostility that fueled conflicts across the Middle East, Iran and Saudi Arabia agreed to end their diplomatic rift and re-open embassies in a major deal facilitated by China last month. In brief footage broadcast on Iranian state TV, Prince Faisal bin Farhan Al Saud and his Iranian counterpart, Hossein Amirabdollahian, greeted each other before sitting down side by side. In March, China's President Xi Jinping helped broker the surprise deal between the rivals to end a seven-year rift and restore diplomatic ties - a display of China's growing influence in the region.

CAIRO, April 6 (Reuters) - The foreign ministers of Iran and Saudi Arabia met in China for the first formal meeting of their most senior diplomats in more than seven years, Saudi state-run Al Ekhbariya television said, under a deal to revive ties between the regional powers. Saudi Arabia cut ties with Iran in 2016 after its embassy in Tehran was stormed during a dispute between the two countries over Riyadh's execution of a Shi'ite Muslim cleric. The relationship began worsening a year earlier, after Saudi Arabia and the United Arab Emirates intervened in the Yemen war, where the Iran-aligned Houthi movement ousted a Saudi-backed government and took over the capital, Sanaa. For Saudi Arabia, the deal could mean improved security. The kingdom has blamed Iran for arming the Houthis, who carried out missile and drone attacks on its cities and oil facilities.
Saudi Arabia and Iran's foreign ministers held a historic meeting in Beijing on Thursday. While China has maintained close ties with both countries, the US and Iran have not had diplomatic relations in decades. The meeting between Prince Faisal bin Farhan of Saudi Arabia and Hossein Amirabdollahian of Iran was the first of its kind since 2016. They also discussed visas, as well as a visit to Saudi Arabia by Iran's President Ebrahim Raisi, per The Guardian. CIA director William Burns was in Saudi Arabia this week to discuss mutual intelligence cooperation and counterterrorism, Al-Arabiya reported.

Gamal Roshdy, spokesperson for the Arab League secretary general, said the organisation is not privy to every move on the bilateral level between Arab countries. Assad's attendance at an Arab League summit would mark the most significant development in his rehabilitation within the Arab world since 2011, when Syria was suspended from the organisation. The Saudi foreign ministry did not confirm an agreement was reached but said it was in talks with the Syrian foreign ministry to resume consular services. Arab League heavyweight Egypt has also resumed contacts with Assad. An Egyptian security source told Reuters the visit was aimed at putting in place steps for Syria's return to the Arab League through Egyptian and Saudi mediation.
