However, it is not clear that even those bills can advance amid deep divisions within the House Republican conference. McCarthy is expected to face yet another test of his leadership on Tuesday as House GOP leadership has indicated that they plan to hold a procedural vote on a rule to advance those measures. The expected vote comes after hardliners tanked a similar procedural vote for a defense bill last week in a major embarrassment for the House GOP leaders. If they include Ukraine funding, GOP Sen. Rand Paul of Kentucky has threatened to slow down the bill’s passage. Legislative text of a Senate stopgap bill has not yet been formally unveiled.

Yet several hard-right conservatives told CNN they are prepared to take down the rule over the spending bill if their demands aren’t met. Democrats are already trying to pin the blame on any shutdown on the House GOP. CNN —Extreme heat is far deadlier than other natural disasters, killing on average more than twice as many people each year as hurricanes and tornadoes combined, according to data tracked by the National Weather Service. Phoenix Mayor Kate Gallego recently told Biden the city’s extreme heat is a “long-term emergency.” But it can’t get FEMA federal assistance unless Congress amends the Stafford Act – something some Western lawmakers are pushing for. “Just because we don’t necessarily have the authorities right now in the Stafford Act, that doesn’t mean we’re sitting idly by,” Criswell said. “Right now, FEMA doesn’t treat extreme heat in the same way as it does other disasters because it can’t,” Juanita Constible, senior climate and health advocate for the Natural Resources Defense Council, told CNN. “Adding it to that official list from Congress would clarify FEMA’s role in addressing heat,” Keith said.

CNN —House Speaker Kevin McCarthy faces a challenge Friday morning: A razor thin margin to get a must-pass defense policy bill over the finish line with a majority of Democrats signaling they cannot support the version of the legislation crafted by conservative Republicans. The bill – known as the National Defense Authorization Act – sets the policy agenda and authorizes funding for the Department of Defense. If they lose that many members, it would greatly increase the prospects that Republicans could muscle the bill through. Without Democratic support, Republicans will need to wrangle nearly every member of the GOP conference in order to get the bill over the finish line. Many Democrats made clear ahead of the vote that if the amendment was included as part of the defense bill, they would be unlikely to support final passage.

Today, those thresholds are just one-sixth of their 1972 value, the Center on Budget and Policy Priorities notes, and their worth declines further each year with inflation. How SSI's asset limits may be raisedIn new research, the Center on Budget and Policy Priorities considers the effects of raising or eliminating the asset limits SSI has for beneficiaries. That $100,000 threshold would be in line with the amount eligible SSI beneficiaries are currently allowed to hold penalty-free in ABLE accounts, tax advantaged savings programs for people with disabilities. Another change — excluding the consideration of retirement accounts — could also help bolster SSI program eligibility. Eliminating the asset test entirely would raise participation in the program by 6%, the nonpartisan research and policy institute found.

The bill caps non-defense spending, temporarily expands work requirements for some food stamp recipients and claws back some Covid-19 relief funds. Speaking from the White House on Sunday, Biden hailed the agreement as critical to preventing economic disaster. But like Biden, McCarthy acknowledged the agreement required concessions from both sides. Dusty Johnson said on “State of the Union.”Passing the bill through the House will not be the final step. On Sunday, a handful of powerful Senate Republicans had raised concerns about the deal’s defense spending during a Senate GOP conference call, a source on the call said.
After a weekend of acrimony between negotiators for House Republicans and the White House, Biden will meet House Speaker Kevin McCarthy Monday for critical talks on pulling the economy back from the precipice. Biden and McCarthy to meet MondayThe rhetoric eased a little, however, after Biden and McCarthy spoke as the president flew home on Air Force One. McCarthy already passed a bill raising the debt ceiling in exchange for a wish list of Republican demands. This is a balance of power that ought to drive both sides towards a compromise, but extremist elements in the House GOP could make that impossible. Like McCarthy, Biden also faces political pressure within his own party after some progressive Democrats expressed fears he would offer the speaker too much in any deal.

CNN —New Zealand passed a historic anti-smoking bill in Parliament on Tuesday, banning the sale of tobacco to anyone born on or after January 1, 2009. The new law will also slash the number of retailers licensed to sell tobacco, from 6,000 to 600 by the end of 2023. Smoking rates in New Zealand – already among the world’s lowest – are falling, having decreased from 9.4% to 8% in the past 12 months, according to Verrall. The legislation – the Smokefree Environments and Regulated Products (Smoked Tobacco) Amendment Bill – will also reduce the amount of nicotine allowed in tobacco products, aiming to make them less addictive. Official data shows 8.3% of adults are now vaping daily, up from 6.2% in the past year.

After a vote against filibuster changes in January, the Arizona Democratic Party’s executive board censured Sinema.
