(Reuters) - Southeast Asian foreign ministers on Monday pressed for an end to Myanmar's bloody crisis and expressed unity in their backing for an ASEAN peace plan and a "Myanmar-owned and led solution" to the conflict. The ministers of the Association of Southeast Asian Nations (ASEAN) were attending a retreat in Luang Prabang in Laos, which is chair this year of the 10-member bloc. In a statement, they also called for a cessation of hostilities in Myanmar to allow delivery of humanitarian aid, and concerning the South China Sea, urged a conducive environment for the furthering of talks towards a code of conduct between ASEAN and China. JAKARTA (Reuters) - Indonesia said on Friday it had hosted a meeting of some of the key stakeholders in the conflict in military-ruled Myanmar at which each gave a "positive indication" about holding inclusive dialogue soon. As outgoing chair of the Association of Southeast Asian Nations (ASEAN), Indonesia is pushing for dialogue between rival camps in a bloody crisis triggered by the military's coup against Myanmar's elected government in 2021. The objective of the meeting, Indonesia said, was to enable inclusive talks, reduce violence, and support humanitarian efforts, in line with a "five-point consensus" agreed to by Myanmar's military soon after the coup. "Upon receiving the respective messages, stakeholders indicated positive indication on the possibility of convening dialogues in an inclusive and genuine manner soon." Indonesia has been quietly engaging various parties but has said progress has been impaired by some insisting on preconditions for talks.

Speaking at a forum in Hawaii streamed live in the Philippines on Monday, Marcos said there was commitment from the Association of Southeast Asian Nations (ASEAN), but the issue was complex, including the humanitarian impact. "There is a great deal of impetus for ASEAN to solve this problem. But it is a very, very difficult problem," Marcos said. The Philippines will chair ASEAN in 2026 after it replaced Myanmar as host that year. Marcos, citing analyses of the recent escalation, said the junta had already lost support from its own military.

All three candidates vying to win the Feb. 14 election in Southeast Asia's largest economy have said they will prioritise cleaning up the power sector to reduce greenhouse gas emissions. To do that, Defence Minister Prabowo Subianto and former provincial governor Ganjar Pranowo, running neck-and-neck in recent surveys, would consider ending state-run Perusahaan Listrik Negara's (PLN) monopoly in order to allow renewable power producers to sell directly to customers. Former Jakarta governor Anies Baswedan, trailing in opinion polls, has called for improved leadership for the power sector but has not proposed breaking up PLN's monopoly. Proponents argue that opening the sector would accelerate adoption of renewables, as independent power producers will be incentivised to offer green power to companies pledging carbon neutrality. Agam, from the climate consultancy, said delaying renewable power to companies could mean lost investment.

Nov 15 (Reuters) - Defence ministers in ASEAN called for an immediate ceasefire in Gaza and a durable solution to the crisis in Myanmar during the opening of a regional meeting in Jakarta on Wednesday. Defence ministers from the Asian bloc are attending the 2-day meeting alongside key players in the Indo-Pacific as major powers jostle for regional influence, and as conflicts deepen from Myanmar to the Middle East. All ASEAN defence ministers, with the exception of Myanmar's, attended Wednesday's forum, with U.S. Defence Secretary Lloyd Austin to meet counterparts later in the day. The talks will expand on Thursday to include Russia, China, Japan, South Korea, India, New Zealand and Australia. The country removed its defence minister in October, raising questions about the stability of the leadership around President Xi Jinping.

NEW DELHI (AP) — Top diplomats and defense chiefs from India and the United States met Friday focusing on security issues involving the Indo-Pacific, China and the Israel-Hamas war. U.S. Secretary of State Antony Blinken said the U.S. and India have a strong partnership and would discuss matters with implications for the future. He also said that the United States and India are bolstering their partnership in international peace and strengthening a rule-based order. BEIJING — China reported a worse-than-expected drop in exports in October, while imports surprisingly rose for the month from a year ago. China's customs agency said exports in U.S. dollar terms fell by 6.4% in October from a year ago. Imports rose by 3% in U.S. dollar terms in October from a year ago. However, China's imports from the U.S. were down by 3.7% in October versus the year ago period, CNBC calculations of customs data showed. China's imports from the European Union rose by more than 5%, while those from the Association of Southeast Asian Nations grew by 10.2%, the analysis showed.

BEIJING, Oct 30 (Reuters) - Russian Defence Minister Sergei Shoigu said the West wants to expand the conflict in the Ukraine to the Asia-Pacific region, Russian state media reported, citing comments made at a Beijing defence forum on Monday. Shoigu said NATO countries were promoting an arms race in the region, increasing their military presence and the frequency and scale of military drills there. U.S. forces will use information exchanges with Tokyo and Seoul on missile launches to deter Russia and China, Shoigu said. "We are only seeking to restore parity with the United States, who have not ratified this treaty," Russia's RIA news agency quoted Shoigu as saying. Shoigu said that Moscow was ready for talks on the post-conflict settlement of the Ukraine crisis on further 'co-existence' with the West, but that Western countries needed to stop seeking Russia's strategic defeat.

In U.S.-dollar terms, exports fell by 6.2% last month from a year ago. China's exports have fallen on a year-on-year basis every month this year starting in May. The last positive print for imports on a year-on-year basis was in September last year. For the first three quarters of the year, China's exports to the U.S. fell by 16.4%, while imports dropped by 6% during that time. The volume of China's cosmetics imports fell by 14.2% in the first three quarters compared to a year ago.

Reuters reviewed a confidential draft of the 10-member Association of Southeast Asian Nations' (ASEAN) "guide to AI ethics and governance," whose content has not previously been reported. In contrast to the EU's AI Act, the ASEAN "AI guide" asks companies to take countries' cultural differences into consideration and doesn’t prescribe unacceptable risk categories, according to the current version reviewed. With almost 700 million people and over a thousand ethnic groups and cultures, Southeast Asian countries have widely divergent rules governing censorship, misinformation, public content and hate speech that would likely affect AI regulation. The ASEAN guide advises companies to put in place an AI risk assessment structure and AI governance training, but leaves specifics to companies and local regulators. EU officials and lawmakers told Reuters that the bloc would continue to hold talks with Southeast Asian states to align over broader principles.

KUALA LUMPUR, Oct 7 (Reuters) - Southeast Asian countries have agreed to prioritise helping each other overcome rice supply shortages and other food-related problems, Malaysia state news agency Bernama reported, citing the agricultural minister. The Association of Southeast Asian Nations (ASEAN) reached the agreement at a meeting in Kuala Lumpur this week, Agriculture and Food Security Minister Mohamad Sabu said on Friday, according to the agency. "ASEAN collaboration means if we face rice issues, ASEAN member countries will give priority to ASEAN nations first," he said. Malaysia, which imports about 38% of its rice needs, is among several countries affected by top exporters like India restricting shipments. Prime Minister Anwar Ibrahim warned of legal action against anyone found hoarding rice, to prevent consumers from stockpiling local grains.

No haze has been detected heading for Malaysia, however, Environment Minister Siti Nurbaya said, a day after it urged Indonesia and fellow Southeast Asian nations to take action against worsening air quality. "We are already working to prevent and extinguish fires, but not based on Malaysia's request," the minister told Reuters. Indonesia is using helicopters to quench the fires with water bombing while inducing rain with cloud seeding methods, Siti Nurbaya said. In 2015 and 2019, such fires burned millions of hectares of land in Indonesia and sent haze billowing across several Southeast Asian countries, generating record-breaking emissions, scientists have said. Southeast Asian agriculture and forestry officials agreed on Friday to take action to minimise, and eventually stamp out, crop burning.

Air quality has hit unhealthy levels in several parts of Malaysia in recent days, with Kuala Lumpur blaming fires in Indonesia -- though Jakarta has denied detecting any smoke drifting over its borders into Malaysia. Fires that sent haze billowing across the region in 2015 and 2019 burned millions of hectares of land and produced record-breaking emissions, according to scientists. He called for joint action by the Association of Southeast Asian Nations (ASEAN) either through legislation or agreement to prevent the yearly haze. He said Malaysia was still "seriously" considering a law similar to Singapore that holds companies liable for air pollution.
