Beijing CNN —Blizzards and freezing rain have brought massive disruption to China’s peak Lunar New Year travel rush, leaving drivers stuck in cars on icy highways and passengers struggling to rebook canceled trains and flights. Sections of 90 major highways impacted by snow and ice were closed across China as of Tuesday morning, according to state-affiliated Beijing News. Others show crowds of stranded passengers in train stations, in one case with an announcement blaring: “No trains are leaving today. Hong Kong CNN —Heavy snow and rain is forecast to hit central and eastern China in the coming days, threatening travel plans for hundreds of millions of Chinese workers heading home for the Lunar New Year. However, Xu Jun, chief forecaster from the Central Meteorological Observatory, told CCTV the forecast snowfall won’t be as heavy or widespread as that experienced around the holiday season 16 years ago. “The rain and snow overlap with the peak period of Spring Festival travel. This has posed risks to safe (travel) and brought inconvenience to the transportation,” weather expert Wang Lijuan, from China Meteorological Administration, told CCTV. Xu, from the Central Meteorological Observatory, told CCTV freezing rain could affect many provinces over an area as wide as 43,000 square kilometers (16,600 square miles).

TOKYO, Sept 29 (Reuters) - Japan Display (6740.T) said on Friday it has ended talks with China's HKC Corp over co-operation on next-generation display technology and will limit collaboration to high-end automotive displays. The talks, launched in April, were aimed at building display-making plants in China using Japan Display's eLEAP OLED technology with mass production to start in 2025. The companies could not agree on the licensing fee HKC was to pay for Japan Display's technology, while China's economic slowdown and HKC's recent withdrawal of its initial public offering to the Shenzhen Stock Exchange likely affected the talks, the Nikkei business daily reported earlier. Separately, Japan Display said it had signed a memorandum of understanding with the local government in the eastern Chinese province of Anhui to build panels there and is targeting a final agreement by year-end. China's banks kept their benchmark loan rates unchanged for September, after the slowdown in the world's second-largest economy showed signs of stabilization following recent policy support. The People's Bank of China kept its one-year loan prime rate — the peg for most household and corporate loans in China — unchanged at 3.45%. The five-year benchmark loan rate — the peg for most mortgages — was held at 4.2%, according to a statement Wednesday from the People's Bank of China. Wednesday's announcement is aligned with economists' expectations for September after the PBOC kept its medium-term policy rate steady last Friday, following a second cut in the reserve requirement ratio requirements this year for all banks announced last Thursday.
