Israel’s new defense minister has said security forces would no longer apply administrative detention orders to Jewish settlers in the occupied West Bank, and thus only Palestinian suspects can be held indefinitely without trial. Israel Katz, a long-time ally of Israeli Prime Minister Benjamin Netanyahu, was appointed defense minister earlier in November and announced the decision on Friday. In 2019, Trump abandoned the long-held U.S. position that West Bank settlements are illegal before it was restored by President Joe Biden. Settler immunity from administrative detention coincides with heightened rhetoric from Israeli ministers calling for the West Bank to be annexed. The U.N. said four Palestinian children have been killed every week in the West Bank on average since the current conflict began, a three-fold increase from the first nine months of 2023.

An Israeli airstrike on a residential building in central Beirut killed at least 11 people on Saturday, the Lebanese Health Ministry said, part of an intensifying Israeli military campaign that appears aimed at pressuring Hezbollah into a cease-fire deal. The strike was an attempt to assassinate a top Hezbollah military commander, Mohammad Haidar, according to three Israeli defense officials who requested anonymity to discuss sensitive military operations. Hezbollah officials on Saturday afternoon said that none of the group’s leaders were at the site of the airstrike, and later in the day, one of the Israeli officials said Mr. Haidar was not killed. The strike came just after 4 a.m., jolting Beirut residents awake with thundering explosions that left much of the city enveloped in acrid smoke. It was the third strike this week in central Beirut, an area that had largely been spared since the war between Hezbollah and Israel escalated.

CNN —At least 11 people have been killed and several others injured after an Israeli strike flattened a multi-story residential building in central Beirut overnight, Lebanese officials said. At least 23 other people were injured in the strike, according to a toll provided by Lebanon’s Civil Defense. Saturday’s attack marks the latest in a string of Israeli strikes on central Beirut in recent weeks, following the killing of a Hezbollah spokesperson in an airstrike last Sunday. Most Israeli airstrikes have targeted the Lebanese militant group’s stronghold in Beirut’s southern suburbs since hostilities ramped up early last month. On Friday, the director general of Dar Al Amal University Hospital near Baalbek in eastern Lebanon was killed along with six of his colleagues in an alleged Israeli strike, according to Lebanon’s Health Ministry.

CNN —The Israeli Prime Minister’s office says that an Israeli citizen living in the United Arab Emirates has been missing for two days. The PMO said in a statement Saturday that Zvi Kogan, an Israeli-Moldovan citizen, had been missing since Thursday afternoon. Kogan is a representative of Chabad, a religious movement of Hasidic Jews with communities, synagogues and other institutions in many countries. This is a developing story. More to come.

The Lebanese militant group Hezbollah has been using an advanced missile against Israel that was reverse-engineered from an Israeli weapon it captured in a past war, according to Israeli defense officials. Hezbollah fighters are believed to have seized the original Israeli Spike anti-tank missiles during the 2006 Israeli-Hezbollah war in Lebanon and shipped them to their main state backer, Iran, for cloning, Israeli and Western defense officials and weapons experts say. Eighteen years later, Hezbollah is firing the rebranded Almas missiles at Israeli military bases, communication systems and air-defense launchers with enough precision and power to pose a significant challenge for Israeli military forces. The missiles have a range of up to 10 miles and carry advanced guidance seekers to track and lock onto targets. That Iran and its proxy forces have cloned weapons systems to use against the very adversaries who designed them is not new.

In a joint statement Sunday, the Israeli Prime Minister’s Office and the Ministry of Foreign Affairs said Kogan’s body had been located by UAE authorities. “The murder of Tzvi [Zvi] Kogan, of blessed memory, is a heinous antisemitic terrorist act. The State of Israel will use all means at its disposal to bring the perpetrators of this crime to justice,” the statement said. Kogan worked alongside other Chabad emissaries to establish and expand Judaism in the UAE. Relations between the UAE and Israel thawed in recent years.

Under the Rome statute that created the ICC, its signatories are obliged to carry out arrest warrants, no matter the rank of the accused. Mohammed Deif was accused of crimes against humanity and war crimes, including for his role as a mastermind of Oct. 7. Some European countries have not said whether they would arrest Netanyahu if he visited, including a number of Israeli allies. Britain respects the independence of the ICC, Prime Minister Keir Starmer’s spokesperson said, but did not say whether Britain would arrest Netanyahu. Netanyahu and the other two Israelis facing the arrest warrants join a group that includes Russian President Vladimir Putin, who has been subject to an ICC arrest warrant over alleged war crimes in Ukraine since last year.

Israel pressed on with its bombardment of Lebanon on Friday after issuing widespread evacuation warnings in the country’s south, as the conflict with Hezbollah militants showed no sign of abating despite a U.S.-led push for a cease-fire. Some of the Israeli strikes, which came as Lebanon celebrated its independence day, hit near the southern port city of Tyre, following calls by the Israeli military for civilians to evacuate entire towns in the area and flee more than 20 miles north. Bombings also targeted the Dahiya, the area near Beirut that is in effect controlled by Hezbollah and has been hit hard in recent days. Lebanon’s health ministry said an Israeli strike on Friday killed two paramedics south of Tyre. More than 145 medical workers in Lebanon have been killed in the line of duty since fighting between Israel and Hezbollah began last October, according to the U.N. World Health Organization.

CNN —A decision by the International Criminal Court to issue arrest warrants for Israeli officials was met with anger and annoyance at Jerusalem’s bustling Mahane Yehuda Market. Gil Siegal, a legal scholar at the Ono Academic College in Israel, said The Hague-based court’s decision has united Israelis. Most Israelis still support the war in Gaza, he said, seeing it as a just fight and the only means to keep their country safe. The ICC “is saying that Gallant and Netanyahu are equal to Mohammed Deif… this is something that Israelis truly cannot comprehend, truly, truly cannot comprehend,” Siegal said. “Israel’s war machine does not only destroy Gaza but also hurts Israelis – in body and in spirit,” he told CNN.

CNN —Israeli strikes on northern and central Gaza killed at least 87 Palestinians in 24 hours, local health authorities said, as the death toll in the enclave surpassed 44,000. At least 65 people were killed in Israeli strikes on northern Gaza overnight, a medical official in the enclave told CNN on Thursday, adding that the toll expected to rise. Dr. Hossam Abu Safiya, director of the Kamal Adwan Hospital in Beit Lahiya, northern Gaza, told CNN on Thursday morning that casualties were still being brought to the hospital. The strikes come as the death toll in Gaza climbs after Israel’s renewed offensive in the north of the territory. The International Criminal Court issued arrest warrants on Thursday for Israeli Prime Minister Benjamin Netanyahu, his former defense minister and Hamas officials, accusing them of war crimes and crimes against humanity over the war in Gaza and the October 2023 attacks that triggered Israel's offensive in the Palestinian territory. Netanyahu and other Israeli leaders have condemned ICC Chief Prosecutor Karim Khan's request for warrants as disgraceful and antisemitic. U.S. President Joe Biden also blasted the prosecutor and expressed support for Israel's right to defend itself against Hamas. The court also issued a warrant for the arrest of Mohammed Deif, one of the leaders of Hamas. Khan sought warrants in May, accusing Netanyahu and Gallant of crimes including murder, intentionally attacking civilians, and persecution.

Investigators discovered that a low-level Israeli soldier had illegally removed Hamas documents from a military database and passed them to Eli Feldstein, a communications consultant working for Netanyahu, prosecutors said. Feldstein acted “with the intention of influencing public opinion in Israel on the negotiations regarding the hostages and in particular the issue of the contribution of the demonstrations to the strengthening of Hamas,” prosecutors said. Days after it was published, Netanyahu cited the article as evidence of Hamas’ intent “to use psychological warfare on the hostage families” and to put pressure on the Israeli government. The Israeli soldier accused of leaking the document to him has also been arrested, along with three other military personnel, prosecutors said. “For the past few days, my office has been under a wild and unrestrained attack,” Netanyahu said at the time.

The United States imposed sanctions on Monday on an Israeli settler group it accused of helping perpetrate violence in the occupied West Bank, which has seen a rise in settler attacks on Palestinians. The sanctions also target a subsidiary of Amana called Binyanei Bar Amana, described by Treasury as a company that builds and sell homes in Israeli settlements and settler outposts. Israel has settled the West Bank since capturing it during the 1967 Middle East war. Israel views the West Bank as the biblical Judea and Samaria, and the settlers cite biblical ties to the land. Last week, nearly 90 U.S. lawmakers urged Biden to impose sanctions on members of members of Israeli Prime Minister Benjamin Netanyahu’s government over anti-Palestinian violence in the West Bank.

CNN —Pope Francis has said that allegations of a genocide in Gaza should be “carefully investigated” marking some of his strongest criticism yet of Israel’s war in the territory. “According to some experts… what is happening in Gaza has the characteristics of a genocide,” Vatican News, the Holy See’s official news outlet, cited the pontiff as writing in a forthcoming book. Pope Francis rarely comments on politics, often limiting his remarks to calls for peace. He lamented that “unarmed civilians are targets for bombs and gunfire” in Gaza and invoking scripture on war. BYBLOS, Lebanon — The anguish in Lebanese archaeologist Nader Siklaoui’s voice is clear as he films Israeli missiles slamming down near ancient Roman columns he has spent much of his life protecting. But the conflict is also taking a devastating toll on Lebanon’s unique and ancient heritage, with airstrikes wiping out centuries-old villages and endangering fragile, millenia-old archaeological sites, like the celebrated Roman ruins of Baalbek, a United Nations world heritage site. First responders evacuate an injured person following an Israeli airstrike near Tyre, Lebanon, on Oct. 30. What can we do?” said Siklaoui, who oversees heritage sites in southern Lebanon, speaking to NBC News at the national museum in the capital Beirut. Israel’s military says it only targets Hezbollah, but accuses the group of embedding itself in and near civilian infrastructure, including heritage sites.

CNN —The spokesperson of the Lebanese militant group Hezbollah, Mohammed Afif, was reportedly killed in an Israeli strike on Beirut on Sunday. The attack was just the fourth Israeli strike inside Beirut’s city limits since 2006, when a 34-day armed conflict between Israel and Hezbollah took place. Abu Dhabi CNN —Intense Israeli strikes targeted areas of Beirut’s southern suburbs Saturday as the Lebanese militant group Hezbollah considered its response to a fresh ceasefire proposal. The strikes marked the fifth straight day of Israeli attacks on the Dayiyeh region of Beirut, a Hezbollah stronghold. Israel has intensified its strikes on the capital and expanded its ground operation in southern Lebanon in recent days. The latest proposal is the first to be submitted by the US and Israel since a temporary ceasefire was negotiated in late September. Those efforts were upended when Israel killed Hezbollah leader Hassan Nasrallah in a major bombing attack in Beirut’s southern suburbs.

Months of U.S. efforts to broker a deal between Washington’s ally Israel and Hezbollah have so far failed. In another potentially promising sign, a senior Lebanese official signalled that Hezbollah would pull its forces away from the Lebanese-Israeli border under a ceasefire. Its terms require Hezbollah to remove fighters and weapons from areas between the border and the Litani River, which runs about 20 miles from Lebanon’s southern border. After 2006, Israel complained Hezbollah fighters and weapons remained in the border are while Lebanon accused Israel of violating the resolution by sending warplanes into its airspace. Hezbollah attacks have killed about 100 civilians and soldiers in northern Israel, the Israeli-occupied Golan Heights and southern Lebanon over the last year, according to Israel.

Given the sheer volume of enemy drones, helicopters have joined the counter-drone fight. In Ukraine and Israel, helicopters of all kinds are hunting down drones. In Ukraine, a huge country compared to Israel, helicopters are a means to shield its airspace against large drone salvos. Modifications of this kind could make helicopters more effective drone hunters in the future, supplementing other ground- and air-based systems.
