The Federal Trade Commission said Friday that it is suing three drug middlemen, accusing them of inflating insulin prices. PBMs work with insurance companies to negotiate discounted prices from drug companies in exchange for including the drugs in their coverage. The drug was priced at $274 in 2017, as a result of the PBMs rebate system strategy, the FTC said. In July, Democratic and Republican lawmakers blamed executives from Caremark, Express Scripts and Optum Rx for sky-high prescription drug prices in the U.S. during an oversight committee hearing. The lawsuit also comes as states — most recently Vermont — have sued PBMs, alleging they drive up drug costs.

Tropical Storm Francine is expected to strengthen to a hurricane by midweek when it reaches the U.S. Gulf Coast. The storm started as a disturbance in the Gulf of Mexico and strengthened into a tropical storm Monday. The National Oceanic and Atmospheric Administration had predicted above-normal hurricane activity in the Atlantic basin this year, forecasting 17 to 25 total named storms — which is defined as having winds of 39 mph or higher — with eight to 13 forecast to become hurricanes. The above-normal activity was forecast because of near-record warm ocean temperatures in the Atlantic, La Niña conditions in the Pacific, reduced Atlantic trade winds and less wind shear.

The Justice Department plans to announce charges against more than 24 Mexican drug cartel leaders and members, according to senior law enforcement officials. The announcement is expected on Friday morning and is part of the Drug Enforcement Administration's push to target the Sinaloa and Jalisco New Generation Cartel (CJNG) groups, the officials say. "The Sinaloa cartel and the Jalisco cartel and their affiliates control the vast majority of the fentanyl global supply chain, from manufacture to distribution," DEA Administrator Anne Milgram told Congress last month. The Sinaloa cartel "remains the most powerful" drug trafficking organization in Mexico despite the conviction of El Chapo, experts said. El Chapo's arrest also led to intensification of bloody clashes with the CJNG, which split from the Sinaloa Cartel in 2010.
That has rendered a community that experts estimate to be 7 million to 8 million people invisible, underrepresented and unnoticed. There's power in numbers, Berry said, and as it is now, much of the research on the American MENA community is anecdotal because of the lack of an identifier. "Small-business owners in the community would be able to take advantage of grants that we're not entitled to, because we're factored into the white category." 'It's like déjà vu'It isn't the first time the U.S. has concluded that a MENA category is necessary. It's a processThe recommendation for the OMB to adopt a MENA category is just that — a recommendation.
