BEIJING (Reuters) - President Xi Jinping has called for stronger rule of law related to foreign affairs given "external risks and challenges" as China opens up to the outside world, state media reported on Tuesday. Xi, speaking during a study session of the Communist's Party's powerful political bureau, said that to protect its overseas citizens and interests, it was necessary to deepen international cooperation on law enforcement, strengthen consular protection and assistance, and build strong rule of law. To facilitate economic and trade exchanges, authorities say Chinese law firms have set up 180 overseas offices in 35 countries and regions, an increase of nearly 50% since 2018. China needs to actively develop foreign-related legal services and cultivate world-class arbitration institutions and law firms, Xi said. China says such centres are meant to help its citizens renew expired driving licences, and are run by Chinese volunteers, not law enforcement officers.

A spokesperson for Alibaba's DAMO Academy, Alibaba's in-house research initiative which included the lab, said the academy would continue to focus on technology research with the aim of being a leader in artificial intelligence (AI) research. The source said Zhejiang University would try and recruit the affected employees to work on its own quantum research. DAMO Academy was launched in 2017 by Alibaba Group to research advanced technologies such as AI and machine learning.

Who the buyers of the Paytm shares are is not known. Paytm did not immediately respond to a Reuters request for additional details, while Berkshire was not available for comment. As of September 2023, BH International Holdings had a 2.46% stake in the company, as per exchange data.

Alibaba (9988.HK) scrapped the spinoff of its prized cloud computing business, blaming U.S. curbs on advanced chips. The U-turn dashes market expectations of stability among technology companies after the end of Beijing’s years-long regulatory crackdown. Add in so-so results from Alibaba’s main businesses, also reported on Thursday, and it is hard to see a silver lining in the dark clouds gathering over China’s technology sector. The technology giant reported revenue of 224.8 billion yuan ($31 bln) in the three months to September, up 9% year-on-year, and in line with market estimates. Nov 14 (Reuters) - Singapore-based Sea (SE.N) reported a surprise third-quarter loss as the Southeast Asian tech giant prioritized growth over profits by pouring money into its e-commerce business, sending its shares more than 17% lower on Tuesday. The company also expects to boost investments, it said, ahead of the key holiday shopping season in the fourth quarter. Sea has spent heavily in what is called "e-commerce live streaming", where products are sold over live videos, a model popular in China. The company posted a loss of 26 cents per share for the quarter ended Sept. 30, ending its streak of three straight profitable quarters. And China’s State Post Bureau said on Sunday that express delivery volume hit a record high during the Singles Day period, rising more than 23% between November 1 and November 11, compared to the previous year. Beijing may hope Chinese shoppers are more fatigued by the Singles Day’s barrage of promotions than consumption itself.
