International mediators were heading to the Middle East for a high-stakes round of negotiations scheduled for Thursday as they raced to lock down an elusive cease-fire in the Gaza Strip that could defuse tensions ahead of an anticipated attack on Israel by Iran and Hezbollah. The cease-fire talks, which are set to take place in Doha, Qatar, or Cairo, were expected to include top intelligence officials from Egypt, Israel and the United States, as well as the Qatari prime minister. But as of Tuesday, Hamas representatives were not planning to take part. Palestinians returned to the eastern side of Khan Younis in Gaza on Tuesday after Israeli forces pulled out of the area. The Israeli military has designated just one area of the Gaza Strip as a “humanitarian zone” for displaced people — and that area keeps shrinking. Further unrest was expected on Tuesday, when a military court is expected to decide whether to extend the soldiers’ detentions. Rear Adm. Daniel Hagari, the Israeli military spokesman, told reporters that Israel’s defense systems had apparently picked up the drone but failed to register it as a threat. The Israeli military said the drone had likely flown from Yemen, where the Houthis are based, before approaching Tel Aviv from the coast. CNN —Gambia’s parliament has voted to uphold a landmark law that bans female genital mutilation (FGM) in the largely Muslim nation, after religious groups pushed for the legislation to be repealed. If Monday’s bid had been successful, the tiny West African country would have been the first in the world to relegalize FGM after criminalizing it. The law also punished perpetrators with life sentences in cases where the practice led to death. In Gambia, 73% of women aged between 15 and 49 years had experienced FGM as of 2020, according to the United Nations. More than 65% of those women were subjected to the practice “before the age of five years,” the UN said.

The Israeli military said this week that it had concluded its operation there. Palestinians returning to Shajaiye, after heeding a call by Israel to evacuate, said the neighborhood was so devastated it was uninhabitable. “The current situation in Shajaiye today is tragic,” said Ahmed Sidu, a photographer, who went back to his home as soon as he heard that Israeli forces had pulled out. CNN —Listening to music, smoking hookah, and getting a Western-style haircut are all punishable acts under the suffocating rule of the Taliban in Afghanistan, according to a new UN report. The Taliban’s so-called morality police have curtailed human rights – disproportionately targeting women and girls – creating a “climate of fear and intimidation,” said the report by the UN Assistance Mission in Afghanistan (UNAMA) published Tuesday. Moreover, the report said, the Taliban’s instructions are issued in a variety of formats – often only verbally – and are inconsistently and unpredictably enforced. However, reports from Afghanistan suggest the Taliban’s repressive control over women has led to a sharp rise in suicide attempts.
