An exterior view of the International Criminal Court in the Hague, Netherlands, March 31, 2021. The high-profile ICC in the city of The Hague handles sensitive information about war crimes cases. In March, the court issued an arrest warrant for Russian President Vladimir Putin on suspicion of illegally deporting children from Ukraine. Prosecutors are also conducting investigations of alleged war crimes in Ukraine, Sudan and Afghanistan, among others. Mylene Dimitri, defending Yekatom, told Reuters she was exchanging information via USB flash drives and paper binders, delivering information personally from office-to-office.

Covert strikes by Ukraine in Sudan would mark a dramatic and provocative expansion of Kyiv’s theater of war against Moscow. Aside from a string of Ukrainian drone attacks that hit deep inside Russian territory, Ukraine’s ongoing counter-offensive has been focused on the country’s occupied east and south. A high-level Sudanese military source said he had “no knowledge of a Ukrainian operation in Sudan” and did not believe it was true. What appears to be a DJI MAVIC 3 drone can be seen in the videos filming the drone strikes. Six drone strikes targeted pickup trucks driving on Shambat bridge.

The sanctions are part of the U.S. effort “to target Russia’s military supply chains and deprive Putin of the equipment, technology, and services he needs to wage his barbaric war on Ukraine,” Janet L. Yellen, secretary of the Treasury, said in a statement. “Today’s actions show our global reach in imposing severe costs on Putin’s oligarchs,” she added. The Treasury Department’s sanctions targeted nearly 100 Russian military-linked elites and individuals — including some in Turkey, Georgia, Finland and the United Arab Emirates — involved with Russia’s industrial, financial and technology industries. One individual, Vitalij Victorovich Perfilev, was identified as an official with the Wagner mercenary group who served as the national security adviser to the Central African Republic’s president. "They are terrorists, plain and simple - and this proscription order makes that clear in UK law," she said. UNITED NATIONS (AP) — Central African Republic is facing a humanitarian crisis with 2.4 million people in need of assistance and the U.N.’s $534 million appeal only 36% funded, a U.N. official said Wednesday. Mineral-rich but impoverished CAR has a population of 6 million. CAR's President Faustin Archange Touadera has developed close ties to Russia and its Wagner mercenary group whose forces have served as his personal bodyguards. He said there are armed groups and security issues around CAR’s borders with Sudan, Chad and South Sudan and minefields and explosives in the west. The U.N. announced Tuesday it was giving CAR $6.5 million from its emergency relief fund.

By Wilfried ObangomeLIBREVILLE (Reuters) - Central African Republic President Faustin Touadera held closed-door talks with Gabon's junta-appointed leader in Libreville on Tuesday in the wake of the main regional bloc's condemnation of the Aug. 30 coup. Central African bloc ECCAS has suspended Gabon's membership, but has so far stopped short of imposing sanctions in response to the non-violent military ouster of President Ali Bongo - West and Central Africa's eighth coup in three years. In a possible sign some internal political forces are rallying around the new authorities, the leader of Gabon's main opposition alliance, Albert Ondo Ossa, said he had spoken with Nguema on Tuesday. Military officers seized power shortly after Bongo was announced as its winner - a result they annulled and said was not credible. Apart from one video appeal for international support, little has been heard from Bongo since he was placed under house arrest during the coup.

Turkish Foreign Minister Hakan Fidan met Russian Defence Minister Sergei Shoigu in Moscow on Friday to discuss grain ahead of the Erdogan meeting. "It turned out that it is more difficult to do this than to build new corridors, new ground routes," said Shoigu, who attended the signing ceremony for the Black Sea deal in Istanbul in 2022. Turkey's foreign minister said at a briefing in Moscow on Thursday that reviving the deal was important for the world. U.S. wheat prices rose on Friday, though Lavrov said on Thursday that Russia saw no sign that it would receive the guarantees needed to revive the grain deal. Lavrov said he had discussed Putin's initiative to supply up to 1 million tonnes of Russian grain to Turkey at reduced prices for subsequent processing at Turkish plants and shipping to countries most in need.

The fate of the Wagner Group is in the hands of Vladimir Putin and the Kremlin. The New York Times reported the Russian Defense Ministry was considering absorbing the group. AdvertisementAdvertisement"The Wagner Group will disappear rather soon," Boris Volodarsky, a former captain in Russia's Spetsnaz GRU special forces and a fellow with the Royal Historical Society in London, told Insider. As tensions mounted between Wagner and Putin this summer, the Kremlin mandated that Wagner recruits sign contracts with the Russian army — which Prigozhin resisted. In his tirade, Prigozhin said the ministry "must be stopped" and the people responsible for the death of Wagner fighters must be punished.

Still, without the Kremlin’s clear imprimatur, the group’s operations risk falling apart. Even after the mutiny, Mr. Prigozhin, who handled the business side of the group, was flying to locations in Africa trying to reassure clients and continue operations. His travels came amid reports that the Russian Defense Ministry was trying to assert direct control over some of his foreign operations. But she suspected that future such operations might be more fractured. She said that going forward there could be “many different actors fulfilling these roles, rather than one monopoly.”

CNN —Yevgeny Prigozhin turned the Wagner Group from a shadowy band of mercenaries into a feared military powerhouse operating across multiple countries on three continents. The kind of clear chain of command that is common in traditional military does not exist in Wagner, which makes Prigozhin’s demise a potentially existential problem for the group. On Friday, the Kremlin's spokesperson said the idea that Russian President Vladimir Putin was behind the Wednesday plane crash that killed Yevgeny Prigozhin was "a complete lie." CNN —Wagner chief Yevgeny Prigozhin — who the Russian aviation agency confirmed was a passenger on board a plane that crashed on Wednesday evening — seemed to be living on borrowed time. Video of the plane debris taken at the purported crash site in the western Tver region of Russia matches the plane registered to Prigozhin. Investigations were started within the armed forces, and probably within the security forces as well. Any effort to paint Prigozhin as wealthy and corrupt stopped almost immediately, and no new financial investigations were announced. And in what might have been the last straw for Putin, Prigozhin released a video on Monday of himself standing in what looked like an African desert, boasting of his men’s exploits.

Humble beginningsPutin and Prigozhin share relatively humble beginnings, and the Wagner chief grew up in the tougher neighborhoods of St. Petersburg, which is also the president’s hometown. Prigozhin founded Wagner that year as a mercenary outfit that fought both in Ukraine and, increasingly, for Russian-backed causes around the world. In recent months, Prigozhin has created a dilemma for Putin by becoming an outspoken critic of Russia’s military leaders. The Wagner mutiny began when Prigozhin unleashed a fresh tirade against the Russian military and then marched his troops into the Russian city of Rostov-on-Don. Prigozhin responded on Telegram saying that Putin was “deeply mistaken.”“We are patriots of our Motherland, we fought and are fighting,” the Wagner chief said.
