Nirmala Sitharaman, India's finance minister, leaves the ministry to present the budget at the parliament in New Delhi, India, on July 23, 2024. India's finance ministry on Tuesday lowered the country's fiscal deficit target to 4.9% for the financial year ending March 2025, a revision from 5.1% during the pre-election interim budget published back in February. That target will then fall to 4.5% or lower for the financial year ending March 2026, India's Finance Minister Nirmala Sitharaman said during the announcements. "This is imperative for attracting foreign investment and sustaining growth," he said, adding that "unprecedented financial support" from the central bank will make the fiscal deficit target possible. "We will endeavor to maintain strong fiscal support for infrastructure over the next five years, in conjunction with imperatives of other priorities and fiscal consolidation."

Mainland China investors these days are often focused on how well U.S. stocks are doing — and bemoaning tepid performance at home. But a look at first-half performance shows that many China stocks still rose by double-digits, including a few artificial intelligence plays. Zhongji Innolight Ranking third in CSI 300 performance in the first half was Zhongji Innolight, which climbed 70%. Nomura rates Zhongji Innolight a buy and its analysts met with the optical communication company in late June. The broad mainland China stock market, measured in Class A shares, has underperformed over the past two years, said Wanda Wang, a research manager at Morningstar.

In the wake of a contentious debate between President Joe Biden and former President Donald Trump on Thursday night, CNBC's Jim Cramer described how the vibe of the market could change if Trump returned to the White House. Cramer noted that Trump is broadly amiable to gas and oil, pointing to companies like New Fortress Energy and Cheniere . Cramer said as long as he's known Trump, the GOP candidate has had a keen interest in the market. CNN —After nearly 47 years, the Texas Court of Criminal Appeals this week exonerated Kerry Max Cook for the 1977 murder of Linda Jo Edwards, declaring him innocent of a crime for which he spent nearly 20 years on death row. Cook was accused of the 1977 rape, murder and mutilation of 21-year-old Edwards in Tyler, Texas. A third trial in 1994 ended with a new conviction and death sentence. The Texas Court of Criminal Appeals reversed the second verdict in 1996, stating misconduct by police and prosecutors. Before a fourth trial in 1999, the state offered Cook a “no contest” plea deal for murder.

The new policy included a section on expanding exit channels for venture capital, with an emphasis on supporting companies with technological breakthroughs. Investors, especially those who put U.S. dollars into China-based venture capital funds, have preferred IPOs in the U.S. as the largest and most liquid market. Separately, the U.S. has increased its scrutiny of U.S. capital going into China, especially military-related entities. The China Securities Regulatory Commission has increased fines for misleading investors and clarified requirements for overseas IPOs.
