The Senate majority said in a news release it was committed to forming a fire risk task force and seeking permanent funding for the Hawaii Wildfire Management Organization, which is a hub for wildfire prevention and mitigation. Josh Green, a Democrat, in December asked lawmakers to appropriate $425 million for the Maui cleanup and emergency housing, and millions more to reduce statewide wildfire risk. LOS ANGELES (AP) — A Los Angeles man who was already arrested in another shooting investigation has been identified as the suspect in three recent killings of homeless men, police said Saturday. Los Angeles Police Chief Michel Moore said 33-year-old Jerrid Joseph Powell was identified as the suspect in the three killings after authorities determined a firearm found in the vehicle he was driving when he was arrested earlier was linked to the shootings. Powell was arrested this week by Los Angeles sheriff's deputies for investigation of the shooting death and robbery of a 42-year-old man after he returned to his home. Jose Bolanos, 37, was found dead with a gunshot wound around 3 a.m. on Nov. 26 in an alley in South Los Angeles, police said. It was not immediately possible to identify an attorney for Powell, who is due to appear in court Monday.

The killings happened in various locations in the city, including one near Skid Row, an area of downtown Los Angeles known for its large homeless population. BALTIMORE (AP) — A federal appeals court on Tuesday struck down Maryland’s handgun licensing law, finding that its requirements, which include submitting fingerprints for a background check and taking a four-hour firearms safety course, are unconstitutionally restrictive. Circuit Court of Appeals in Richmond said they considered the case in light of a U.S. Supreme Court decision last year that “effected a sea change in Second Amendment law.”The underlying lawsuit was filed in 2016 as a challenge to a Maryland law requiring people to obtain a special license before purchasing a handgun. Even though Maryland’s law doesn’t prohibit people from “owning handguns at some time in the future, it still prohibits them from owning handguns now,” Richardson wrote. Pennack said the 2013 law made obtaining a handgun an overly expensive and arduous process. Before that law passed, he said, people had to complete a more limited training and pass a background check, among other requirements.
