Three people were injured Saturday night in central Oregon after a large bull jumped over a barrier and into the crowd at a packed rodeo event, sending onlookers scrambling for safety before the animal could be captured, the authorities said. The incident occurred during the final portion of the bull-riding event at the 84th annual Sisters Rodeo in Sisters, Ore., more than 150 miles southeast of Portland, the rodeo said in a statement. Video of the frantic episode circulating on social media shows a packed crowd under the arena lights, swaying and singing along to Lee Greenwood’s “God Bless the U.S.A.,” when a large brown bull circles the bull ring and leaps over a metal gate and into the stands. A former employee of the National Security Agency who thought that he was selling top secrets to the Russians was sentenced on Monday to nearly 22 years in prison, prosecutors said. The former employee, Jareh Sebastian Dalke, 32, of Colorado Springs, was sentenced to 262 months, according to the U.S. Attorney’s Office for the District of Colorado. He pleaded guilty last year to six counts of attempting to transmit classified national defense information to a foreign agent. “This defendant, who had sworn an oath to defend our country, believed he was selling classified national security information to a Russian agent, when in fact, he was outing himself to the F.B.I.,” Attorney General Merrick B. Garland said in a statement. Cole Finegan, the U.S. attorney for the District of Colorado, said Mr. Dalke’s sentence “reflects the seriousness of the actions he took in attempt to injure our country and help a foreign government.”

The number of times the National Security Agency identified Americans or U.S. entities last year in intelligence reports containing information from a high-profile warrantless surveillance program nearly tripled from 2022, the government disclosed on Tuesday. The sharp increase in so-called unmaskings, to more than 31,300 times, arose from attempts by foreign hackers to infiltrate the computer systems of critical infrastructure — not individual people, officials said. In particular, a single intelligence report last year identified a “large number” of potential American entities a hacker sought to breach, the report said. A factory in Moses Lake, Wash., that shut down in 2019 will soon resume shipping a critical ingredient used in most solar panels that for years has been made almost exclusively in China. REC Silicon reopened the factory, which makes polysilicon, the building block for the large majority of solar panels, in November in partnership with Hanwha Qcells, a South Korean company that is investing billions of dollars in U.S. solar panel production. As part of the deal, Hanwha this month said it has become the largest shareholder in REC Silicon, which is based in Norway. Executives at the companies say they reopened the factory in part because of incentives for domestic manufacturing in the Inflation Reduction Act, President Biden’s signature climate law. They expressed hope that their decision would also encourage other companies to revive production of a technology that was created in the United States about 70 years ago.

The Justice Department said on Tuesday it would pay $138.7 million to resolve 139 claims by young women, including many top female gymnasts, of abuse by the former U.S.A. The Justice Department is nearing a $100 million settlement over its initial failure to investigate Lawrence G. Nassar, the former U.S.A. Kevin O'Leary is putting together a syndicate for a potential purchase of TikTok, with a starting bid of $20 billion to $30 billion — an up to 90% cut in valuation from the company's last funding round. Any deal for the short video-sharing platform — valued at $220 billion in 2023, according to PitchBook data — will likely exclude the user preference-based algorithms that have helped make it so successful, the O'Leary Ventures Chairman said on CNBC's "Street Signs Asia." "It's the largest entertainment and business network in America as it stands today, so it's of great interest and great value," he said on Friday. But it is not likely that the Chinese government will sell the algorithms, "so what you're getting is the valuable domestic brand TikTok and 170 million users, with no data," O'Leary said. A potential buyer will have to "re-emulate" those algorithms with U.S. code and act as a "steward" to transform the platform from "TikTok China to TikTok U.S.A." Hence the valuation cut.
