A former long-haul trucker awaiting trial in the 1992 murder of a North Carolina woman was charged in the suspected serial killings of three more women in California more than four decades ago, authorities said Thursday. The women, all sex workers, were found dead in Port Hueneme, Oxnard and an unincorporated part of Ventura County, respectively, in May, September and December of that year, officials said. Cobb, 29, was found dead on an interstate northwest of Winston-Salem on July 7, 1992, according to the North Carolina State Bureau of Investigation. Court records for Alexander’s case in North Carolina were unavailable Friday night and it isn’t clear if he has entered a plea or who is defending him. A federal appeals court further narrowed the scope of the 1965 Voting Rights Act, ruling that members of separate minority groups cannot join together to claim that a political map has been drawn to dilute their voting power. The 12-to-6 ruling on Thursday by the full Fifth Circuit Court of Appeals overturned almost four decades of legal precedent, as well as an earlier ruling by a three-judge panel of the same appeals court. It applies only in Louisiana, Mississippi and Texas, the three states where the court has jurisdiction, but the decision has national implications and may be appealed to the Supreme Court. The redrawn boundaries reduced their combined share of the district’s electorate to 38 percent, and a lawsuit claimed that doing so violated Section Two of the Voting Rights Act, which prohibits drawing maps that dilute minority voting power. A lower court and the three-judge appellate panel both ruled that the new map was a clear violation of the law.

CNN —Longtime NFL and college coach Monte Kiffin has died at the age of 84, the University of Mississippi announced on Thursday. Kiffin passed away peacefully in Oxford, Mississippi, surrounded by friends and family, the school said. The Buccaneers-owning Glazer family said Monte was a “beloved and iconic member” of the organization. “As a coach, Monte was a true innovator who got the best out of his players and helped create one of the signature defenses of the early 2000s,” the Glazer family said in a statement. The CDC’s tally for West Nile cases this year is likely an undercount, since several states have reported additional human cases in recent weeks. The unusually early heat wave that shattered temperature records across the Northeast, Mid-Atlantic States and Midwest last week is expected to subside by Monday, bringing relief to tens of millions of Americans. The National Weather Service forecast lower temperatures for much of the Mid-Atlantic on Monday. Philadelphia is also expected to have a much lower heat index value, at 82 degrees, down from 104 on Sunday, forecasters say.
