MEXICO CITY (AP) — Mexico wants an urgent investigation into how U.S. military-grade weapons are increasingly being found in the hands of Mexican drug cartels, Mexico's top diplomat said Monday. Mexico’s army is finding belt-fed machine guns, rocket launchers and grenades that are not sold for civilian use in the United States. “The (Mexican) Defense Department has warned the United States about weapons entering Mexico that are for the exclusive use of the U.S. army,” Foreign Relations Secretary Alicia Bárcena said. While the Mexican army and marines still have superior firepower, the drug cartels' weaponry often now outclasses other branches of Mexican law enforcement. Mexico argued the companies knew weapons were being sold to traffickers who smuggled them into Mexico and decided to cash in on that market.

CNN —An Ecuadorean prosecutor, who was reportedly leading an investigation into an attack on a local TV network, was assassinated on Wednesday in Guayaquil, according to Ecuador’s Attorney General Diana Salazar. Cesar Suarez was killed in the northern part of the city, known for being one of the most violent cities in the country. The TV station attack led Noboa to declare an “internal armed conflict” in the country, ordering security forces to “neutralize” several criminal groups accused of spreading extreme violence in the Latin American nation. Since then, Ecuadorian military and police have spread throughout the city of Guayaquil, a CNN team on the ground witnessed. This comes as rival criminal organizations fuel Ecuador’s worsening security situation in their battle to control drug trafficking routes.

QUITO (Reuters) - Ecuadorean prosecutor Cesar Suarez, who focused on pursuing organized trans-national crime in Guayas province, one of the country's most violent areas and the site of an on-air attack on a television station last week, has been killed, the attorney general said on Wednesday. In response President Daniel Noboa declared a 60-day state of emergency, including a nighttime curfew, and designated 22 criminal groups as terrorist organizations. "The criminals, the terrorists, will not hold back our commitment to Ecuadorean society," attorney general Diana Salazar said in a video posted to social media. "We call on the forces of order to guarantee the security of those who are carrying out their duties." Her office was conducting a preliminary investigation at the site of the killing, Salazar said, expressing her grief for Suarez's family but giving no further details about the crime.

Just weeks before Ecuador descended into chaos, with prison riots, two escaped criminal kingpins and the brief siege of a television station, the country’s top prosecutor launched a major operation aimed at rooting out narco-corruption at the highest levels of government. The investigation, called “Caso Metastasis,” led to raids across Ecuador and more than 30 arrests. They had been implicated by text chats and call logs retrieved from cellphones belonging to the drug trafficker, who was murdered while imprisoned. When the attorney general, Diana Salazar, announced the charges last month, she said the investigation had revealed the spread of criminal groups through Ecuador’s institutions. MEXICO CITY (Reuters) - Latin America and the Caribbean need to rapidly boost spending to up to 4.9% of gross domestic product (GDP) annually by 2030 to meet their climate targets, a United Nations agency said in a report on Monday. The Economic Commission for Latin America and the Caribbean (ECLAC) report presented at Dubai's COP28 summit said the region must spend between 3.7% to 4.9% of GDP annually, up from just 0.5% in 2020, amounting to total investments of $2.1 trillion to $2.8 trillion by 2030. This implies the "availability of substantial but not unattainable amounts - and the time to act is now," ECLAC Executive Secretary Jose Manuel Salazar-Xirinachs said. Climate mitigation - mostly projects around transportation as well as energy, infrastructure and deforestation - would take up the lion's share of spending, ECLAC said, while a remaining third would need to go toward adaptation methods.
