LONDON, Dec 4 (Reuters) - Britain's armed forces face an equipment funding shortfall of 17 billion pounds ($21.6 billion) over the next 10 years, a public spending watchdog said on Monday, a concern for defence chiefs at a time of heightened geopolitical risks. The National Audit Office (NAO) put the estimate for the budget for new weapons and equipment at 305.5 billion pounds for 2023-2033, 16.9 billion pounds over budget, the largest deficit since its first report in 2012. Russia's war in Ukraine has highlighted the need for extra military spending across Europe, with Britain an important ally and provider of military equipment to Kyiv. The government raised spending on defence by an extra 5 billion pounds earlier this year, increasing it to about 2.25% of gross domestic product this year and next. "The Ministry of Defence acknowledges that its Equipment Plan for 2023–2033 is unaffordable," NAO head Gareth Davies said in a statement.

London CNN —Staff at UK banks face layoffs in the lead-up to Christmas in what one labor union called “disgraceful” timing. Struggling Metro Bank said Thursday that it expected to slash headcount by 20% as part of efforts to save £50 million ($63 million) a year. But Chris Beauchamp, chief market analyst at stockbroker IG, said becoming more like the big banks Metro Bank sought to displace would “sorely diminish” the lender’s appeal. “Far from being a serious challenger to the UK’s established banks, Metro continues to flounder,” he wrote in a note. Metro Bank also said new stock issued as part of an emergency equity raise last month to shore up its finances would begin trading Thursday.

Why a Major Primary Challenge to Biden Is So Unlikely

The Democratic anxiety that has swirled around President Biden for over a year has kicked into overdrive in recent weeks, as his approval ratings have stayed stubbornly low and polls have shown the possibility of his losing to former President Donald J. Trump. That anxiety has crystallized into one question, repeated like a drumbeat: Can’t some big-name Democrat challenge him? There are several reasons for that, most of which boil down to it being really hard to run a successful primary campaign against a sitting president. And doing so at this point, just two months before voting starts, wouldn’t be feasible anyhow. Making things still more difficult for a would-be challenger is that Mr. Biden remains relatively popular among Democratic voters.

Gavin Newsom and Florida Republican Gov. Newsom, 56, has talked about eventually running for president but is backing President Joe Biden 's reelection in 2024. DeSantis is betting big on Iowa's first-in-the-nation presidential caucuses on Jan. 15 and could still turn things around. It's a high-risk gambit for the Florida governor, Republican strategists said. They insist Newsom could be a presidential contender as early as next year, though the governor has pledged to stand behind Biden's bid. "Ron DeSantis looks forward to sharing the stark contrast between his vision to revive our nation and Newsom's blueprint for failure," DeSantis campaign manager James Uthmeier said in an email. Nathan Click, a Newsom adviser, said his team was "shocked" when DeSantis agreed to the California governor's proposal to debate. The Trump campaign did not comment on the debate.

CNN —Mary Cleave, the NASA astronaut who in 1989 became the first woman to fly on a space shuttle mission after the Challenger disaster, has died at the age of 76, the space agency announced on Wednesday. “For me, space flight was great, but it was gravy on top of getting to fly in great airplanes,” she told NASA. Getting to orbitOn her first mission, flying on NASA’s Space Shuttle Atlantis in 1985, Cleave became the 10th woman to travel into space. Over the course of her two shuttle missions, Cleave spent more than 10 days in orbit. Cleave said she made the difficult decision to move on from the corps and NASA’s astronaut hub in Houston, taking a role at Goddard Space Flight Center in Maryland in 1991.
